52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.
Instruction to Offerors – Commercial Products and Commercial Services (Sep 2023)
1. In order to be determined responsive, all quotes must be complete on the Combined/Synopsis Solicitation, responding directly to the requirements of this solicitation and sent to all the identified POC's email. If your quote is determined to be non-responsive, it will not be considered for award. A complete quote consists of the following:
a) Complete the unit price and extended price under Page 3 "Pricing Schedule" of the Combined/Synopsis Solicitation (a.k.a. COMBO),
b) Complete the bottom portion of page 3 of the Combined Synopsis/Solicitation document, Vendor Information.
c) Review ENTIRE solicitation and fill in all required provisions and clauses. If the annual certification has been completed in the System for Award Management (SAM), FAR 52.212-3 does not need to be completed.
d) Responses shall include a Statement of Work based on the attached Statement of Objectives.
The Statement of Work shall outline the plan to complete the Legacy Switch Removal and address the requirements in the Statement of Objectives.
e) All vendors must have an active registration in SAM at time of quote submission.
Quotes in response to this solicitation must be submitted via email to the primary and secondary POC’s listed on SAM solicitation no later than 4:00 PM (CST) Friday, 13 September 2024.
2. A site visit will be held at Little Rock AFB, AR at 10:00 AM (CST) Wednesday, 4 September 2024. All contractors will meet at the Little Rock AFB Visitor Center no later than (NLT) 9:45 AM, before visiting the place of performance. Please RSVP for the site visit NLT 4:00 PM (CST) Tuesday, 3 September 2024. If no RSVPs are received by the time specified, then the site visit will be cancelled.
3. All questions are due via email to all POC's listed on the solicitation NLT 4:00 PM (CST) – 9 September 2024. Answers will subsequently be posted on SAM.gov.
4. Quotes in response to this solicitation must be submitted via email to the primary and secondary POC’s listed on SAM solicitation NLT 4:00 PM (CST) Friday, 13 September 2024.
52.212-2 Evaluation—Commercial Products and Commercial Services.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical and past performance, when combined, are more important than price.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
All offers received will be ranked based on their overall price based on the quantities provided.
Starting with the lowest price offer, evaluations will be conducted to validate compliance with the Statement of Objectives. Once three (3) offers have been determined technically acceptable, evaluations will be concluded.
It is the intention of the Government to award one purchase order in response to this solicitation. The one (1) offer with the lowest price technically acceptable (LPTA) will be selected to receive the Service in response to this solicitation.
