About this file
This document contains the salient characteristics for a passenger baggage X-Ray machine required by the Department of the Air Force Air Mobility Command. The desired outcome is a semi-portable X-Ray machine capable of displaying digitized transmission radiographic images of inspected objects and differentiating between various material types. Key characteristics include a maximum size of 115" L x 60" W x 60" H and 2300 lbs, a tunnel size to accommodate 24" x 16" luggage, dual color monitors, Threat Image Projection, Automatic Liquids Detection, and image enhancement features. The X-Ray machine must be on the approved Air Cargo Screening Technology List and not on the Conditionally Approved or Grandfathered lists.
The related federal contract opportunity is Solicitation #FA446024Q0227 for an X-Ray Checkpoint Scanner at Little Rock AFB. The Air Force requires these X-Ray machines to meet USTRANSCOM and AMC passenger baggage screening requirements and provide an additional level of safety screening. The solicitation calls for the contractor to provide the X-Ray Checkpoint Scanner XIS-7858DVS model. Award will be based on the Lowest Price Technically Acceptable method, with the Government intending to award one purchase order.

BAGGAGE X-RAY MACHINE SALIENT CHARACTERISTICS
PURPOSE
The Air Force requires passenger baggage X-Ray machines to ensure passenger service agents are not required to hand search all hand-carried and checked baggage to meet United States Transportation Command (USTRANSCOM) and AMC passenger baggage screening requirements. Additionally, X-Ray screening technology provides a second level of screening to ensure safety of flight.
The machines must be on the approved Air Cargo Screening Technology List (ACSTL) as qualified TSA approved security programs. Devise purchased cannot be on the Conditionally Approved or the Grandfathered list.
Desired outcome: Semi Portable (capable of being maneuvered within same building by no more than two people) passenger baggage visual image inspection device that displays digitized transmission radiographic images of an object under inspection following an interrogation and capable of enabling visual differentiation between types of materials detected, e.g., nylon vs explosives vs PVS under steel. Device must be capable of displaying images scanned from at least two perspectives.
Characteristics:
Length: Not greater than 115 in Width: Not greater than 60 in Height: Not greater than 60 in Weight: Not greater than 2300 lbs.
Tunnel Size: Must meet the TSA approved capacity designation for a “Small-Medium Aperture” visual image device capacity (See ACSTL). Can accommodate luggage approximately 24” x 16”.
Needs to be able to support the addition of entry/exit roller tables.
Extended Entry/Exit Roller Tables for the machine meeting minimum of 20in on both tables and not exceeding 36in per table. Any size between the minimum and maximum are acceptable.
Entry/Exit tunnels that protect personnel/prevent them from reaching into the scanner while in operation.
Semi-Portable with roller castors Operating/storage temperature: 32 – 104 degree Fahrenheit/0 – 120 degree Fahrenheit Power supply standard: 110-120 volt Threat Image Projection Automatic Liquids Detection Dual color monitors- able to support two computer monitors.
Conveyor load-330+ pounds High Resolution sensor technology Image Enhancement Low density image enhancement
Dual View detection- producing two simultaneous images (vertical and horizontal views of scanned objects Digital video/Image store system (hard drive) storing no less than 100,000 images.
Image evaluation functions: multi color, grey, black and white, electronic Zoom enlargement: up to 64 times Auto marking of organic materials functions: fading-in of date/time, luggage counter, luggage marking system, display of operating mode, REVIEW-feature (to recall previously visible image areas), zoom overview, free programmable keys, USB 2.0 interface.
Training program included in purchase.
Set-up/installation included in purchase.
Twelve-month warranty after installation and acceptance of the machines
