RESPONSES TO CONTRACTOR QUESTIONS
PROJECT: NKAK 08-1036 Repair Sanitary Sewers and Arnold Road Water Line
1. I have one other question. The SOW states that restoration is to be by Sod and topsoil in one place and Hydroseed and topsoil in another. What is your intent here ?
Response: All disturbed areas are to be restored with sod.
2. It was mentioned during the site visit for the water line that base personnel had cut a fiber optic cable in the vicinity of the water line to be replaced. Will the base locate the fiber optic cable or other utilities?
Response: When a dig permit is requested, utilities will then be marked.
3. Are the 3 fire hydrants along the length of the water line, connected to the existing water line?
Response: Yes, as far as we can tell, they are connected to the existing water line. The project design phase should verify that they are connected.
4. Can the street be cut at the intersection of Texas and Arnold to avoid the sensors in order for the new line to be placed. May any other streets or drives along the water line be cut?
Response: Texas Ave. will need to be bored and encased with steel pipe. All other drives and streets may be open cut.
5. Will the existing signage between Texas and Arkansas drives be allowed to be removed and replaced after installation of the new water line?
Response: Yes.
6. Please identify if a total of 14 manholes, including cast-in-place, is the amount to be replaced as new for the sanitary sewer.
Response: This will be determined during the desing phase of the project.
7. Of the estimated 500 cubic yards of rock to be removed, will this rock be allowed to be dumped in a designated area on base?
Response: All spoil material has to be taken off base and disposed at a site(s) determined by the contractor.
8. Between MH 61 & MH 84, there are two 50 ft. bores. Do you want ductile iron pipe to be used under the road? Is the existing line under the road now, ductile iron?
Response: Bores on base are normally encased in steel pipe with the same pipe material going through the encasement as is being installed where the pipe is trenched.
9. What type of pipe can be used if not ductile iron?
Response: SDR 26 PVC is the base standard.
10. Between MH 66 & MH 67, can we "pipe-burst" this length of appx. 78 ft.?
Response: Any of the sewer pipe being replaced as a part of this project can be done so utilizing “pipe bursting” with HDPE pipe.
11. Since this is a Design/Build project, can we pipe-burst as much pipe footage as we think is necessary?
Response: Yes.
12. Will you extend the bid date for this solicitation? It will be difficult to get bids in the day after Labor Day.
Response: Contracting has done this.
13. Most services on the plans show 6", and some show 4". Is this an error, or are those services showing 4" actually 4"?
Response: This will be determined during the design phase of the project. We cannot verify the accuracy of the drawings provided in the bid solicitation.
14. Can you identify the areas of previous repair in the sanitary sewer system that have transitioned from ductile iron pipe to PVC (or the equivalent)? Can you identify the pipes that have been lined?
Response: We are not able to make this determination. We cannot identify the pipes that have been lined. This should be determined as accurate as possible during the design phase of the project.
15. Does the bid have to be taken to 19 CES/CEIAR F2S3CZ- 528 THOMAS AVE. RM 600 two hours prior to bid opening or can it be taken directly to the bid opening by contractor ?
Bids can either be dropped at 19 CONS two hours prior or brought to the opening by hand before bid opening.
16. Will the bid documents be revised to clarify any confusion concerning how you want quotes to be given and if you want a grand total of all bid items ?
Conformed copy of full solicitation will be posted with this amendment
17. The documents for the sewer portion shows that all road and drive crossings are to be bored. The Arnold Road water portion is unclear on what is required at 6th and Texas and the driveway crossings between Texas and Arkansas. Please, Clarify this because a bore is not a minor change.
Response: Texas Ave. will be bored and encased in steel pipe. Driveway crossings can be open cut.
18. Is it your intent to completely remove the old Cast Iron Water line between Texas and Arkansas?
Response: Yes.
19. The old Cast Iron water line appears to be directly below a line of Red Tips and Holly Bushes along Arnold, are these to be removed and replaced to accomplish removal of the old CI line and installation of the new 8” line ?
Response: Yes.
20. Re: the Repair Sewer Infrastructure: Main B has four manholes on pipe bursting sections , MH#58, 59, 59A & 59B with depths of 15, 17, 18 & 19 feet deep. It is unclear what you want to do with these manholes. Are they to be replaced, rehab or left in place and tied into. Please, Clarify.
Response: All manholes are to be replaced.
21. Between MH 61 & MH 84, there are two 50 ft. bores. Do you want ductile iron pipe to be used under the road? Is the existing line under the road now, ductile iron?
Response: SDR 26 PVC sewer pipe is to be used for the bores. The pipe will be in steel encasement that has been bored.
22. What type of pipe can be used if not ductile iron?
Response: SDR 26 PVC.
23. Between MH 66 & MH 67, can we "pipe-burst" this length of appx. 78 ft.?
Response: Yes, you can pipe burst.
24. Since this is a Design/Build project, can we pipe-burst as much pipe footage as we think is necessary?
Response: Yes, you can pipe burst if that is your design.
25. Will you extend the bid date for this solicitation? It will be difficult to get bids in the day after Labor Day.
Response: Bid Date is extended to 18 September at 12:00 PM
26. Most services on the plans show 6", and some show 4". Is this an error, or are those services showing 4" actually 4"?
Response: Go with what is shown, but be aware that it could change if the info in the plans is not correct.
27. Can you identify the areas of previous repair in the sanitary sewer system that have transitioned from ductile iron pipe to PVC (or the equivalent)? Can you identify the pipes that have been lined?
Response: No to all
28. SOW Part 2, Section 2.03, Paragraph E states that PVC (SDR 26) and HDPE shall be used. However, the drawings list quantities for both schedule 40 PVC and SDR 35. Please clarify.
Response: SDR 26 PVC and HDPE shall be used.
29. SOW Part 2, Section 2.03 & 2.04 seem to be duplicate sections. Please clarify which is correct as there are discrepancies in some of the paragraphs.
a. a. 2.03 G vs. 2.04 E. – Agency approval list
b. b. 2.03 J. vs. 2.04 H. – Bermuda grass sod vs. hydroseed/topsoil
c. c. 2.03 M. vs. 2.04 K. – trenchless for all road crossings vs. open cut
d. d. 2.03 O. vs. 2.04 – Replace all manholes in work area vs. no reference in 2.04

30. 3. SOW Part 2, Section 2.03, Paragraph F, states that the D-B firm shall determine where additional pipe bursting and sewer realignment is required prior to bidding. This is a potential cost impact which could skew the bid of one or more offerors. Please clarify.
