ANSWER TO SEC B QUESTION 6 SEP

QUESTIONS AND ANSWERS SECTION B – 6 SEP 2011

Question 1: ITEM NO. 0001 estimates 10,400 collections of the 4,6 & 8 cubic yard containers per year and APPENDIX A lists the historical data of 10,140 pickups. The historical data does not support 10,400 collections or the use of a 6 cubic yard container. APPENDIX A notes 195 pickups per week and therefore 10,140 pickups per year, not the 10,400 collections noted in ITEM NO. 0001. Is the correct amount 10,400 or 10,140 pickups per year?

Answer: The number of pickups is based on historical use. Once the contractor has a finalized schedule (within the first 30 days of the contract) additional pickups will be removed.

Question 2: Will there be any 6 cubic yard containers required?

Answer: The incumbent is currently using six cubic yard containers. Use of six cubic yard containers will be based on the new pickup schedule set by the incoming contractor. However, if a smaller container is used, the pickup schedule may need to be increased. The government will require the size of the container to increase before adding additional pickups.

Question 3: ITEM NO. 0009 asks for one price for a non-scheduled pickup for a 20, 30 or 40 cubic yard container. ITEM NO.'s 0005, 0006 and 0007 already ask for pricing for these containers respectively. Please clarify the purpose of ITEM NO. 0009 since ITEM NO.'s 0005, 0006 and 0007 already mention service for a 20, 30 or 40 cubic yard container.

Answer: If an additional container is needed (minor construction, bulk item etc…) and it requires to be emptied and returned for additional use, then ITEM 0009 will be used for payment. It is anticipated that this price will be lower since the container is already in place.

REQUEST: The change in the structure of the pricing requires that the contractor include the cost of disposal in each line item and disposal is no longer a reimbursable cost item. Accordingly, we respectfully request that the government provide the historic monthly tonnages disposed of for front load and roll-off containers for the past 24 months. This will help us to accurately project our future disposal costs.
