SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
CONTINUATION ITEM 14
1. Can the customer provide a history of average tonnage by day for both front load and roll off service due to the incumbent already having that data? No. Contract is based on an average of 2,500 net tons per year. I will state that we have been over 2,000 net tons but have not exceeded 2,500 net tons in the last five years. See the estimated work load data in the Solicitation Appendix A.
2. What is the BMS container color, make and number? Container colors are Sherwin-Williams ProMar Satin Bronzetone 200059 Fed Spec DTM Latex. No specific make or model number on the containers.
3. Can we service on Saturdays? For example we would like to incorporate a Tuesday, Thursday & Saturday pickup schedule elimination bumping Monday holidays to Tuesday. Saturday pickups are not an issue; however, this will be done without an increase in cost to the government for wages or landfill fees. We fully expect that if we receive a call regarding debris blowing off the top of a refuse vehicle that requires policing of the grounds, the contractor shall cleanup that day, within two (2) hours of notification along the vehicles route.
4. What is in the ash that is burned? Grass/Straw and unfinished wood scraps used for structural firefighting practice. No chemicals used.
5. In order to mitigate the safety hazard of traffic; can the frontload service start earlier than 7:30 A.M. provided we avoid the residence halls to accommodate shift changes? Normal operation hours for Little Rock AFB are 7:30 A.M. to 4:30 P.M.; however, we can accommodate work hours for refuse pickup between the hours of 6:00 A.M. to 6:00 P.M. except in the dormitory or residence areas.
6. When do shift changes occur? Refuse pickup should be on a single shift. Government shift changes are different for every squadron... normal duty hours are between 7:30 A.M. and 4:30 P.M.
7. What time window would residence hall service be preferred? No earlier than 7:30 A.M. and no later than 4:30 P.M.
8. How often does the client expect the periodic progress meetings to occur, and is there a standard form/complaint log that is preferred? The amount or times of the meetings are up to the contracting officer. Past experience are at least quarterly but can be increased or decreased depending on contractor performance. A copy of the complaint forms used will be given to the contractor at the post award conference.
9. Do the periodic progress meeting have to occur in person or can they be conducted by conference/go to meeting/webinar? Again, the location and attendance is up to the contracting officer. Past experience is at the local contracting office quarterly and in person by at least the contractor's on-site project manager.
10. Who is the current Contractor and what is the Award Amount? Contractor:Mid-East Services Inc, 910 S. Clinton Avenue, Dunn, NC 28334-6311, Total Contract Amount: $1,906,348.02. Base year with 4 option years
11. Does the current HUBZone prime contractor perform at least 50% of the labor on the current requirement? If not, will the current prime contractor face some consequences for their failure to comply with the 50% labor requirement? Not applicable to the current Solicitation.
12. Will the reimbursed tipping fees be equated based on exact tonnages times the cost per ton the contractor proposes as a unit price per ton in CLIN X011, or will the government reimburse by equating the actual total of the landfill invoice fees as printed on the landfill tickets, which is basically a “pass through” of landfill fees? See Performance Work Statement Section 1.1.10 states “The contractor shall be reimbursed for the exact cost of the tipping fee according to submitted invoices.
