About this file

This file is a Questions and Answers document for the CY 2026 ATA Shuttle Services RFQ/Solicitation, providing Government responses to 27 contractor inquiries regarding service requirements, operational details, and contract terms.

Service Requirements and Operations: The Government requires shuttle services on two dates: November 5, 2026 (continuous loop service from Atlantic Aviation FBO to Gaylord Palms, 1000-1500 local time EST) and November 8, 2026 (single one-way mass movement from Gaylord Palms to Atlantic Aviation FBO at 1000 local time). For November 5, six 50-56 passenger buses must operate continuous loops with departures when minimum 27 passengers are present, with no more than one hour elapsing between departures while passengers wait; at least one bus must depart each hour between 1000-1500. For November 8, three 50-56 passenger buses are sufficient. Estimated headcount is approximately 171 passengers on each date. All times reference local Orlando time (Eastern Standard Time, UTC-5). The final bus on November 5 must depart the FBO by 1500, with all passengers required at the resort by 1600. All group aircraft arrive at and depart from Atlantic Aviation FBO (landside operations requiring no base access or security screening). Drop-off on November 5 and pickup on November 8 occur at Gaylord Palms Convention Center motorcoach entrance. Buses may stage on resort property ahead of 1000 on November 8.

Contractor Qualifications and Pricing: This is a 100% small business set-aside requiring NAICS 485510 to be active in SAM.gov prior to award. Subcontracting is allowed, with the prime contractor remaining fully responsible for overall management and contract performance; FAR 52.219-14 (Limitations on Subcontracting) does not apply. Contractors may demonstrate capability through qualified small-business subcontractors with documented fleet capabilities and experience. The contract is firm fixed price, with the contractor responsible for all costs including driver gratuity, tolls, and parking. Standard $5M commercial liability insurance per FAR 52.228-10 is required. The three-page capabilities statement page limit excludes the completed solicitation, Attachment 2, Table A pricing, and vendor information block. No meet-and-greet service is required, and the Government does not anticipate wheelchair-accessible transportation needs.

CY 2026 ATA Shuttle Services Questions and Answers

Solicitation / RFQ No. Q&A date Completed by

White fields: answers already issued by the Government. Yellow fields: proposed draft answers - verify, edit, and fill any [___] blanks before release.

Q1. Incumbent Is there an incumbent for this job opportunity?

Government response

Q2. Time zone The schedule lists EDT for November 5 and 8, 2026. Orlando will be on EST on those dates. Should we use the listed clock times as local Orlando time, or as fixed EDT (UTC-4)?

Government response (DRAFT - review before release)

Q3. Subcontracting Is there an incumbent? And is subcontracting allowed?

Government response

Q4. Flight arrival times The PWS states shuttle departures from the FBO begin at 0800 EDT. Will all participants be arriving on flights prior to 0800 EDT, or should we anticipate passenger arrivals continuously throughout the 0800-1500 EDT window?

Government response (DRAFT - review before release)

CY 2026 ATA Shuttle Services - Questions and Answers Page 1

Q5. Bus departure triggers For the continuous shuttle loops on November 5th, should the buses depart on a fixed schedule (e.g., every hour on the hour, as hinted in Section 1.2), or should they depart dynamically as soon as they reach a certain capacity (e.g., when the bus is full)?

Government response (DRAFT - review before release)

Q6. Total passenger count While we note the requirement for buses with a 50-56 passenger capacity, could you provide an estimated total headcount of passengers arriving on November 5th and departing on November 8th? This will help us optimize the staging and frequency of the continuous loops.

Government response (DRAFT - review before release)

Q7. End of journey time (Nov 5) Section 2.1.A states the "final passenger departure from the FBO occurring at 1500 EDT." Does this mean the shuttle service window strictly ends when the final bus leaves the airport at 1500 EDT (with arrival at the resort around 1545-1600 EDT), or do you need all passengers to have arrived at the resort by 1500 EDT?

Government response (DRAFT - review before release)

Q8. FBO / airport specifics The PWS specifies the "Atlantic Aviation FBO at Orlando International Airport (MCO)." Can you confirm if 100% of the group's flights will be arriving at/departing from this private/corporate FBO, or should we plan for any passengers arriving at the main commercial MCO terminals who might need transport to the FBO?

CY 2026 ATA Shuttle Services - Questions and Answers Page 2

Q9. Meet and greet Does the Government require a dedicated "meet and greet" service (e.g., a company representative inside the FBO terminal with a sign to direct passengers to the correct buses), or is the driver's curbside assistance with baggage and boarding (as stated in Section 3.1) sufficient?

Government response

Q10. Nov 8 service Is a shuttle service required for Nov 8, or is it just one mass transport?

Government response (DRAFT - review before release)

Q11. Bus count Will all the passengers be accommodated in 10 buses?

Government response (DRAFT - review before release)

Q12. Nov 5 bus fill Can we expect buses not being filled completely on NOV 5 Shuttle Service?

Government response (DRAFT - review before release)

Q13. Passenger count by date Will the total number of passengers be the same on both dates?

CY 2026 ATA Shuttle Services - Questions and Answers Page 3

Q14. CLIN 0001 (Thursday, 5 November) For each hourly departure from 0800 to 1500 EDT, will all six (6) buses depart the FBO together, or should the six buses run a staggered continuous loop with departures throughout each hour?

Government response (DRAFT - review before release)

Q15. Passenger count per day What is the estimated passenger count for each service day (5 November and 8 November)?

Government response (DRAFT - review before release)

Q16. FBO staging / access Is the bus staging and passenger pickup area at the Atlantic Aviation FBO located landside? Are any driver credentials, vehicle access passes, base or FBO security screening, or escort requirements needed to stage at that location?

Government response (DRAFT - review before release)

Q17. Gaylord Palms locations At the Gaylord Palms, please confirm the designated main drop-off location (5 November) and main departure location (8 November), and whether buses may stage on property ahead of the 0930 EDT staging time on 8 November.

Government response (DRAFT - review before release)

Q18. Insurance US DOT's Federal Motor Carrier Safety Administration (FMCSA) has a basic $5M liability insurance requirement for coach companies engaged in interstate and other federal related transportation needs. Will this basic insurance requirement apply to this project?

Government response

CY 2026 ATA Shuttle Services - Questions and Answers Page 4

Q19. Gratuity, tolls, parking Should the job price for each CLIN include driver gratuity, tolls, and parking, or will any of these be handled separately?

Government response

Q20. Wheelchair accessibility Will any passengers require wheelchair-accessible transportation?

Government response (DRAFT - review before release)

Q21. CLIN 0002 (Sunday, 8 November) Please confirm the service is a single one-way departure at 1000 EDT with no return trips or additional waves.

Government response (DRAFT - review before release)

Q22. Page limit Please confirm the capabilities statement page limit (three pages) excludes the completed Attachment 2, the Table A pricing page, and the vendor information block.

Government response

Q23. NAICS 485510 / SAM

We understand that NAICS 485510 is the assigned code for this solicitation. Could you please confirm whether NAICS 485510 must already be listed in the prime contractor's SAM.gov registration at the time of quotation submission, or whether a company that otherwise qualifies as small under the assigned NAICS code may submit a quotation while a SAM.gov NAICS update is pending?

Government response

Q24. FAR 52.219-14

Attachment 2 incorporates FAR 52.219-6, Notice of Total Small Business Set-Aside, but FAR 52.219-14, Limitations on Subcontracting, does not appear to be expressly incorporated. Please clarify: (1) whether FAR 52.219-14 applies notwithstanding its absence from Attachment 2; (2) whether the anticipated contract value or acquisition threshold affects its applicability; (3) whether the Government intends to amend the solicitation to incorporate it; and (4) whether a prime may subcontract a majority of the transportation services to a similarly situated small-business subcontractor under 13 CFR 125.6.

Government response

Q25. Subcontractor capability For purposes of the technical evaluation, would a quotation identifying a qualified small-business motorcoach subcontractor, together with its fleet capabilities, operating credentials, and relevant experience, be acceptable to demonstrate the prime contractor's ability to perform the PWS requirements?

Government response

Q26. Service time zone The PWS and Table A specify EDT for the November 5 and November 8 services. Please confirm whether all listed staging and departure times are intended to be local Orlando time (EST).

Government response (DRAFT - review before release)

Q27. Nov 5 shuttle frequency PWS Section 1.2 and Table A specify hourly service/departures from the FBO each hour, while PWS Section 2.1.A requires six dedicated buses operating continuous shuttle loops. Please confirm whether at least one bus must depart Atlantic Aviation each hour, or whether departures should occur continuously based on passenger demand.

hdr_solicitation:
hdr_date:
hdr_prepared_by:
q01_answer: No, this is a new requirement.
q02_answer: All times in the PWS and Table A are local Orlando time. Orlando will be on Eastern Standard Time (UTC-5) on 5 and 8 November 2026; references to "EDT" should be read as local time. The schedule is not shifted.
q03_answer: No, this is a new requirement. Subcontracting is allowed. The solicitation has no language that prohibits it; however, this is a 100% small business set-aside. As a small business prime contractor, you will remain responsible for the overall management and execution of the contract.
q04_answer: Participants arrive on military aircraft throughout the 1000 -1500 window, not on a single block of flights before 1000. Aircraft arrivals are scheduled in 30-minute slots across the window, so passenger flow at the FBO will be continuous but uneven.
q05_answer: Buses should operate on a continuous loop. A bus should depart the FBO when minimum 27 passengers, and in no case should more than one hour elapse between departures while passengers are waiting. The intent of Section 1.2 is a minimum hourly departure, not a fixed top-of-hour schedule.
q06_answer: Estimated headcount: approximately [171] passengers arriving 5 November and approximately [171] departing 8 November. These are planning estimates; actual counts depend on final aircraft manifests.
q07_answer: The service window ends with the final bus departure from the FBO at 1500 local. Passengers on that final departure will arrive at the resort after 1500; the Government requires all passengers to be at the resort by 1600 latest.
q08_answer: All group aircraft arrive at and depart from the Atlantic Aviation FBO. The contractor does not need to plan for transport from the commercial MCO terminals.
q09_answer: No, the Government does not require a "meet and greet."
q10_answer: 8 November is a single one-way mass movement from the Gaylord Palms to the Atlantic Aviation FBO
q11_answer: Yes. The Government estimates the three (3) 50-56 passenger buses are sufficient for the 8 November movement.

*Solicitation amended from 10 to 3*

q12_answer: Yes. Because arrivals on 5 November are spread across the 1000-1500 window, the contractor should expect some departures with partial loads, particularly early and late in the window.
q13_answer: The totals are not expected to be the same on both dates
q14_answer: 1000 - 1500 EFT Local Orlando time. The Six buses should run a staggered continuous loop with departures throughout each hour as passengers arrive, not all six departing together on the hour. At least one bus must depart the FBO each hour.
q15_answer: See Q6: approximately [171] on 5 November and approximately [171] on 8 November.
q16_answer: Bus staging and passenger pickup at Atlantic Aviation are landside. No base access, FBO security screening, or escort is required for drivers or vehicles. The contractor should coordinate staging locations and arrival times directly with Atlantic Aviation MCO operations; the Government will provide a point of contact at award.
q17_answer: 5 November drop-off and 8 November pickup are at the Gaylord Palms Convention Center motorcoach entrance [6000 W Osceola Pkwy, Kissimmee, FL 34746]. Buses may stage on property ahead of 1000 on 8 November; the Government will coordinate with the resort and provide instructions at award.
q18_answer: FAR 52.228-10 will be incorporated into the award; the standard $5M commercial liability insurance will be compliant.
q19_answer: This will be a firm fixed price contract; any additional costs for any part of this operation will be on the contractor.
q20_answer: The Government does not currently anticipate passengers requiring wheelchair-accessible transportation.
q21_answer: Confirmed. CLIN 0002 is a one-way departure at 1000 local on 8 November from the Gaylord Palms to the Atlantic Aviation FBO. No return trips or additional waves are required.
q22_answer: The 3-page limit is in addition to the 'filled out' solicitation.
q23_answer: The NAICS must be updated and active in SAM prior to award.
q24_answer: No. FAR 52.219-14 (Limitations on Subcontracting) is not applicable to this acquisition and will not be incorporated.
q25_answer: It is acceptable for an offeror to demonstrate technical capability by identifying a qualified subcontractor's fleet size, credentials, and experience. However, the prime contractor remains solely responsible for contract performance, compliance, and overall management.
q26_answer: Confirmed. All staging and departure times are local Orlando time (EST). See also Q2.
q27_answer: At least one bus must depart Atlantic Aviation each hour between 1000 and 1500. Within that minimum, the six buses operate continuous loops and depart as they fill. See also Q5 and Q14.
