DEPARTMENT OF THE AIR FORCE
763D ENTERPRISE SOURCING SQUADRON
SCOTT AIR FORCE BASE ILLINOIS
07 September 2022
MEMORANDUM FOR POTENTIAL VENDORS
FROM: 763d ENTERPRISE SOURCING SQUADRON (763 ESS)
510 POW/MIA DRIVE, BUILDING P-40
SCOTT AFB IL 62225
SUBJECT: Questions & Answers for Simplified Acquisition Proposal Request (SAPR), FA445222R0023, United States Air Force (USAF) Boeing Flight Attendant Egress Simulator Training (FAEST)
Please see the question(s) that have been submitted by potential offerors and the government’s responses. These will be updated as questions are received. The last day to submit questions is 14 September 2022.
Attachment 4 – Solicitation:
1. Item (11) is checked. Does this mean that this solicitation is only for a HUBZone Set-Aside or Sole-Source Award?
Response: The SF1449 print out is unfortunately not clear on these check boxes and we cannot manipulate the document. The appropriate box is above the clause on this document. I am attaching a print screen word document that shows the actual clauses that I checked for this solicitation. Item 11 is not checked. Item 12 is checked. This solicitation is 100% full and open competition and not set aside for any small business or socioeconomic category.
2. Clause 52.226-5, Restrictions on Subcontracting Outside Disaster or Emergency Area, references clause 52.226-4; however, 52.226-4 is not checked and no set-aside area is defined.
Response: Same print out issue as the previous question. The box for Clause 52.226-4 is not checked. The checked box is for item 55, Clause 52.229-12.
3. Clause 52.226-6, Promoting Excess Food Donation to Nonprofit Organizations. Please explain how this clause pertains to this contract. What “excess food” does the Government think there is when training Boeing Flight Attendants?
Response: I agree. That was erroneously checked. I have removed it from the clause list (you can see the unchecked box on the word doc attached for 52.212-5 and I will upload a new solicitation to the SAM.gov solicitation).
4. The page requirement for Factor 1 – Technical is 25 pages; however, the Government is requesting a Course Syllabus, Sample lesson plan and more. A syllabus alone could take the entire 25 pages. Do these count against the maximum page limit?
Response: A sample lesson plan and course syllabus will be considered attachments to the technical proposal and will not be counted in the 25 page limit.
5. PWS 2.0 - The Contractor shall develop a training plan to provide professional in-depth aircraft classroom and egress simulator training on USAF aircraft, Boeing 737, named the "C-40B/C", the Boeing 757, named the "C-32A", the Boeing 747, named the "VC-25 and E-4B”, in accordance with (IAW) the USAF Cabin Operating Manual (COM)….
1. Will the Government provide the COM for each aircraft described above?
Response: I am attaching a copy of the DD2345 to the solicitation on SAM.gov. If you need access to the manuals, please fill out and send me the form at angela.port@us.af.mil. I will grant access once the form is processed.
2. “Instructors must have prior military aviation experience.”
· Please define “military aviation experience”. Does this mean having been in a military aviation career field? Or maybe flying military charter missions?
Response: Updating PWS para 2.0 to state that “Instructors must have aviation experience with military aviation experience preferred. At a minimum, there should be instructor oversight with military aviation experience.” The USAF requires prior military aviation experience, defined as having been in a military career field, at some level for training.
Sub-Factor 1.2, 2nd bullet states “Submit statement of proof that Instructors have prior military aviation experience (IAW PWS paragraph 2.0). Prior Flight Attendant experience, regardless of commercial, corporate or military should also be addressed.” PWS states “Instructors must have prior military aviation experience”. Based on this, only instructors with prior military aviation experience are qualified. Is this correct? There doesn’t seem to be any “wiggle” room with this requirement as written.
Response: Updating subfactor to say “- Submit statement of proof that Instructors and/or another training overseer have prior military aviation experience (IAW PWS paragraph 2.0). Prior Flight Attendant experience, regardless of commercial, corporate or military should also be addressed.” A training overseer can be someone who is not the actual instructor but who is able to share military aviation experience as part of training.
6. Attachment 5b - Boeing FAEST CDRL 0002 - Course Critique: “Students shall be afforded time to complete the critique in private and return it to their instructor in a sealed envelope for review by the contractor program manager.”
· Please define “private”.
· Is the contractor supposed to provide a private room for each student to complete this critique?
Response: Private just means privacy, time to fill out critique without the instructor present. A private room by themselves is not necessary. Just have the instructor step out to afford students time alone to complete their critique, maybe bounce ideas or questions off their classmates.
