All electronic submissions shall reference the complete SAPR number in the subject line.

(1) The Cover Letter shall include the offeror’s small business status/categories;

company primary and alternate points of contact, with email/phone and who is authorized to contractually obligate the company; System for Award Management (SAM) Unique Entity Identification (UEI); Commercial and Government Government Entity (CAGE) Code; a statement that the company understands the requirements specified and will meet the performance standards and requirements therein; a statement that the company does or does not take exception to any of the requirements of this SAPR; and/or specific information if proposing a teaming arrangement.

(2) The Technical Proposal should be specific and complete. Legibility, clarity, and coherence are very important. Your responses will be evaluated against the Technical sub-factors defined below. Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the sub-factors. Address your technical solution for meeting or exceeding the Government’s minimum performance or capability requirements of each technical sub-factor. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary or desirable for you to tell us so in your proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

(3) The Small Business Participation Proposal shall include the Participation Commitment Document (SBPCD) from all offerors including “small businesses” and “other than small businesses”. In accordance with FAR 52.219-9, Alternate II, all “other than small businesses” shall submit a Subcontracting Plan with their proposal. The apparently successful offeror’s Small Business Subcontracting Plan shall be assessed for compliance, but not evaluated, in accordance with FAR 52.219- 9 requirements. The percentage of Small Business Participation proposed is not being determined by the Contracting Officer. Each offeror is required to submit a plan based on available Small Business Subcontracting Possibilities. The

Subcontracting Plan shall compliment the SBPCD, and both documents are material requirements of the solicitation and any resultant contract. When reviewing the subcontracting plan, contracting officers will use the document entitled “DoD Checklist for Reviewing Subcontracting Plans”. This document is available at http://business.defense.gov/Acquisition/Subcontracting/.

(4) The Price Proposal shall be submitted with information to support the completeness and reasonableness of their proposed prices for all CLINs. The pricing information submitted should fully support the PWS requirements for each course. Information shall be segregated by the performance periods, individual performance locations, and the total price for each CLIN as specified in the solicitation. Information shall also show the consolidated total price for performance. Note that all quantities provided are estimates.

(5) The offeror shall complete/fill out the full text provisions on pages 28-46 of the Representations, Certification, & Other Statements section of Attachment 4, SF 1449 Solicitation FA445222R0023. These pages shall be submitted with the proposal as an attachment but will not be counted against the total number of pages allowed.

2. Basis of Award.

A. Award will be made IAW FAR part 12 and 13.5 procedures and the procedures specified in the Simplified Acquisition Proposal Request (SAPR). Prior to an award being made (if one is made), the contractor will be deemed responsible IAW FAR 9.1, as supplemented with the offeror's proposal conforming to the SAPR requirements to include all stated terms, conditions, representations, certifications, and all other information required by the SAPR instructions and is judged to represent an acceptable proposal with a complete, reasonable, and balanced price.

B. The Government intends to rank the proposals from lowest price to highest price based on the offeror’s calculated Initial Total Evaluated Price (I-TEP). Next, the Government intends to evaluate the Technical and Small Business Participation based on an acceptable/unacceptable basis, starting with the proposal with the lowest I-TEP. An acceptable proposal shall meet the requirements of the solicitation and PWS and shall include a completed SBPCD and a Subcontracting Plan, if necessary. Any sub-factor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore not awardable.

C. This evaluation will be conducted utilizing the streamlined procedures of FAR part 13 wherein the Government may exercise broad discretion in developing appropriate evaluation procedures. The Government intends to make award utilizing the LPTA evaluation method, and will base the evaluation on the initial offers received. The Government is not required to locate or secure any information which is not identified in the offers, thus the offer shall represent the best and final offer. However, after the Government reviews the lowest price offer, the Government reserves the right to seek additional information from that single offeror via interchanges either to bring an offer up to acceptability or make an offer better.

http://business.defense.gov/Acquisition/Subcontracting/

At that point, if the offer is still the lowest price offer, is technically acceptable, and the I- TEP is complete, reasonable, and balanced, the contract will be awarded to that offeror. If the Government deems the lowest price offer as technically unacceptable, the Government will follow the same process for the next lowest priced offer until an offer is determined technically acceptable. At no point during evaluations are interchanges with any offeror required.

3. Evaluation Factors.

Responses to this SAPR will be evaluated against the following factors and sub-factors:

Factor 1: Technical

Sub-factor 1.1: Technical Approach Sub-factor 1.2: Staffing Plan

Under these sub-factors, the Government will evaluate the offeror's proposed technical approach and staffing plan based on the following:

Table 3. Technical Acceptable/Unacceptable Rating Method (Reference: DoD Source Selection Procedures, 01 April 2016) Adjectival Rating Description

Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation Unacceptable Proposal does not meet the requirements of the solicitation

Sub-Factor 1.1 – Technical Approach – Under this sub-factor, the Government will evaluate the offeror’s proposed Technical Approach based on the following measures of merit:

- Provide a statement of proof that offeror will provide Simulator training in a fuselage/cabin similar in size and function, and include aircraft specific Plug Type Doors for the C-40B/C, C-32A, VC-25 and E-4B (IAW PWS para. 4.0).

- Submit a course syllabus for each training program (Initial and Refresher) indicating at a minimum the course description and a daily outline of subjects or activities (IAW PWS para. 2.1).

- Submit a sample of a lesson plan for any of the required course topics (IAW PWS sub-paras. under para. 2.1).

- Provide detailed explanation, to include pictures, of how the offeror will provide Fire- Fighting/Smoke training in a fuselage/cabin fire trainer that simulates an enclosed aircraft environment, and includes aircraft egress points that simulate actual aircraft exits in locations and operation (IAW PWS para 2.1.2).

- Provide detailed explanation of how the offeror will provide Water Survival/Ditching training in a pool that simulates an ocean or water based environment (IAW PWS para 2.18).

- Provide a description of seating/size of aircraft simulator trainer (i.e., how many seats, equipment location, number of operation doors and windows) with proof of capacity for at least 10 trainees.

- Submit a statement confirming all training can be implemented no later than 01 January 2023.

Sub-Factor 1.2 – Staffing Approach – Under this sub-factor, the Government will evaluate the Offeror’s proposed Staffing Approach based on the following measures of merit:

- Submit statement of proof that instructors possess at least three years of instructor experience in type and have instructed within the last five years in type.

- Submit statement of proof that Instructors have prior military aviation experience (IAW PWS paragraph 2.0). Prior Flight Attendant experience, regardless of commercial, corporate or military should also be addressed.

Factor 2: Small Business Participation

The Government will assess the offeror’s identification and commitment to small businesses in performance of the contract, whether joint venture, teaming arrangement, or subcontractor. The requirements of this factor are met when the offeror illustrates efforts taken to identify sources and opportunities, or provides justification that sources or opportunities do not exist.

The extent of participation of small businesses will be reviewed for compliance and rated as “acceptable” or “unacceptable”, as described below:

Table 4. Technical Acceptable/Unacceptable Rating Method

Adjectival Rating Description Acceptable Proposal indicates efforts taken to identify sources and opportunities or justification that sources or opportunities do not exist.

Unacceptable Proposal does not indicate efforts taken to identify sources and opportunities or justification that sources or opportunities do not exist.

Factor 3: Price

The Government will evaluate the price as follows. Price proposals should support the Technical Approach and will be evaluated for complete, reasonable, and balanced pricing. Offerors whose price is determined to be incomplete, unreasonable, or unbalanced will not be considered for award. For evaluation purposes only, an Initial TEP (I-TEP) will be calculated as the sum of the contractor’s prices submitted for the five year ordering period. The CO will determine prices fair and reasonable IAW FAR 13 to ensure the final price will be complete, reasonable, and balanced, as described below.

Completeness - The proposal will be reviewed to determine the extent to which all the price elements have been addressed. The offeror's proposed price and other information will be evaluated to ensure continuity and traceability of prices to the proposal and between the initial proposal and any revisions thereto, if necessary. The review will determine the adequacy of the offeror's proposal in addressing and fulfilling the SAPR requirements.

Reasonableness - For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through price analysis techniques as described in FAR 13.106-3(a).

In the event that price analysis techniques at FAR 13.106-3(a) are insufficient to establish a fair and reasonable price determination, other proposal analysis techniques may be used.

Unbalanced Pricing - The offeror is cautioned against submitting a proposal that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated. The Government shall analyze proposals to determine whether they are unbalanced with respect to separately priced line items or sub-line items. A proposal that is determined to be unbalanced may be rejected if the CO determines that the lack of balance poses an unacceptable risk to the Government.

4. Past Performance. Although past performance may not be used as an evaluation factor, the information obtained from other sources available to the Government such as the Past Performance Information Retrieval System (PPIRS) will be used as part of the responsibility determination made IAW FAR 9.104-1. The Government reserves the right to obtain information relative to present and past performance on its own.

5. Ombudsman. In accordance with AFFARS 5352.201-9101, Ombudsman (JUN 2016), an Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. If resolution cannot be made by the CO, concerned parties may contact the following agency:
