Is this aBridge Action as defined in the AFBridge ActionReduction Plan? Yes No

Contracting Activity: 763d Specialized Contracting Squadron/PKA (SCONS/PKA)

Project/Program Name: Shout Whisper Maintenance and Renewal Support

PurchaseRequest/Identification Number: F3SF568093AC01

Estimated Contract Cost (including Options): $130,981.78

763 SCONS/PKA received a Purchase Request from Headquarters Air Mobility Command/A60A (AMC/A6OA) to provide Shout Whisper Maintenance Renewal Support. HQ AMC/A6OA requires maintenance and renewal support for Sonus Shout/Whisper that provides fully-integrated multi-service voice switches, creating a solution for enterprise Voice Over Internet Protocol enablement (VoIP), located at the following installations: Joint Base Andrews, MD; Joint Base Lewis-McChord, WA; and Scott Air Force Base, IL. All items must be covered by the manufacturer's warranty listed below. The period of performance (PoP will be from 15 May 18 - 14 May 23) and the estimated total dollar value for this requirement is $130,981.78. The firm fixed price (FFP) contract will be funded utilizing FY18 Operation & Maintenance (O&M) appropriations. The requirement consists of the following:

Nomenclature, Manufacturer Part Number, Quantity:

SVC-VX-ADV-900-Q ADVANCE, VX900. SW INCLUDED, Quantity of 8

Serial Numbers:

01-101778 01-101779 01-101780 01-101781 01-101782 01-101819 01-101820 01-101821

Unit price: $2,963.05 Total price: $23,704.40 Base

Sonus and Sonus certified resellers are the only companies capable of providing the Shout Whisper Maintenance and Renewal Support because the supplies are unique and highly specialized. This requirement is a follow-on to contract FA4452-17-P-0006, which was awarded to NexTech Solutions as a Brand Name Only (BNO) FFP acquisition. Sonus is the provider and manufacturer of all Sonus hardware, software, warranty and maintenance. Specifically, Sonus is the Original Equipment Manufacturer (OEM) of the Shout/Whisper devices, and only Sonus and Sonus certified resellers can provide the repair and maintenance of this highly specialized equipment. The support is Sonus-branded and contains proprietary information/support which is only available via the Sonus SVC-VX- TAC900 packages. The Contracting Officer (CO) has determined that the Shout/Whisper maintenance agreement is for the continued maintenance of the Sonus equipment. In accordance with (IAW) 10 U.S.C 2304(c)(1) and FAR 13.501(a)(2), Sonus brand products are essential to the government's requirement, thereby precluding consideration of a product manufactured by another company. The use of any other brand would mandate a complete change to the entire Executive Airlift Communications Network (EACN) architecture and voice provisioning. Use of an alternate source would create a six-year minimum delay to replace the equipment as well as an increased cost of equipment purchase and installation to achieve total functionality in fulfilling Air Force requirements. According to the requiring office, there are 23 aircraft and 2 gateways which average at $600K per site which would cost an estimated $8-13M (approx. $550K per aircraft) to use another brand other than Sonus. The requiring office believes that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force's requirements. The CO has determined that award to any other brand would result in substantial duplication of cost to the government and unacceptable delays that is not expected to be recovered through competition.

The HQ AMC/A6OA requirements owner conducted market research, and provided 763 SCONS/PKA with a technical solution report and an Independent Government Cost Estimate (IGCE). Market research was also conducted by 763 SCONS. To identify interested sources that have the ability to perform this requirement, an email was sent to all NC-2 Products small business concerns which yielded one certified Sonus vendor, Iron Bow, LLC. Iron Bow responded and stated that they are able and willing to submit a quote. To increase competition, a Sources Sought was posted to FedBizOpps. One Sonus certified reseller, NexTech Solutions, LLC, responded and stated that they are able and willing to submit a quote. It has been concluded that the best

FOR OFFICIAL USE ONLY March 2018 Page 2 of 2 option for the Government is to solicit using FedBizOpps in the open market. This requirement will be solicited through FebBizOpps. There is a reasonable expectation that two or more offers will be received.

As long as there is a need in the Government to utilize the Shout/Whisper requirement, there will be a need for BNO Sonus support to maintain the equipment.

There is no plan in place to replace the equipment in the near future. HQ AMC/A60A will continue to review the feasibility of utilizing alternate sources for the switches without detriment to the mission for future requirements ensuring the equipment can provide fully-integrated multi-service voice switches, creating a solution for enterprise Voice Over Internet Protocol enablement (VoIP). Additionally, HQ AMC/A60A will continuously research new maintenance and support so that if an appropriate one is found, an acquisition package can be submitted early on to allow for a phase in period so that personnel can gain appropriate training to prevent any disruption or lapse in coverage of the communication systems. Continued diligence regarding sources sought and request for information will be accomplished on future efforts to determine if there are any additional sources that can meet the needs of the Government and whether the requirement to purchase BNO still exists.

I have determined, in accordance with FAR13.106-1(b)(1), that the circumstances of this contract action deem only a singlesource is reasonably available.
