ECAS Q&As

As of 9/19/17

*All Questions in red are new as of 9/19/17

Q1. [Reference: Attachment 2, Page 11, Ruggedized Case] Case, ruggedized, wheeled, water tight, pressure relief valve, collapsible handle and carrying handle. Airworthiness certified (MIL STD 810) Total weight including all accessories equals 80 lbs. or less. We understand the kit container can be taller, but can you provide the base footprint desired so we can spec the correct size container?

A1. The case size will be driven by the components contained inside. The existing ECAS case has a 24 inch x 20 inch foot print but vendor will have to determine new case size needed due to the unknown component sizes.

Q2. [Reference: Attachment 2, Page 9, Aircraft AC Tester] The specification requires the AC Tester to “include visual indicators (LED or digital)”. The AC Tester shown in the photograph shows neon lamps as visual indicators. Are neon indicators acceptable?

A2. Visual indicators utilizing neon lamps as pictured in ECAS Attachment 2 Specification List, Page 9 are also acceptable.

Q3. [Reference: Attachment 2, Page 7, Outlet Box, 12 female receptacles] Wide spaced receptacles for power packs that support two rows of six (total of 12) female receptacles on one end with spring loaded waterproof outlet covers and single male on one end. Outlets should accommodate AC power packs of up to 4” x 4” to allow for equipment with large, bulky plugs without blocking the adjacent outlet plug. Female US-style receptacle does not have to be in box shape. Does an off-the-shelf box actually exist or do you anticipate this will require an engineering effort to develop such a device?

Also, although spring loaded covers were not depicted in some of the example pictures, please confirm that they are required.

A3. A commercial outlet box may need customization. Also, spring loaded covers, although not pictured in some examples, are required. Metal receptacle boxes are not acceptable unless encased in a rubberized coating. See ECAS outlet layout variations pdf.

Q4. [Reference: Attachment 2, Page 7, Outlet Box, 12 female receptacles] Can you provide us with the amperage rating on the outlet box and all other cable assemblies with outlet boxes?

A4. All cables with outlet boxes require a 15 amp rating unless otherwise stated in ECAS Attachment 2 Specification List.

Q5. [Reference: ECAS RFQ Letter, Paragraph 5] Quotes shall be submitted by email to harold.fry@us.af.mil and sarah.myers.3@us.af.mil, no later than Friday, 22 Sep 17 at 12:00 PM

Central Time. Any quotes received after the RFQ closing date and time may be considered “late” and may not be considered for award. Offerors shall address any assumptions and proposed exceptions to the Contracting Officer (CO) in their quotation. Is there no room for an extension to the September 22nd due date?

A5. The submittal date has been moved to no later than Monday, 25 Sep 17 at 12:00 PM Central Time.

Any quotes received after the RFQ closing date and time may be considered “late” and may not be considered for award. Offerors shall address any assumptions and proposed exceptions to the Contracting Officer (CO) in their quotation. (See ECAS RFQ Letter Amendment 1.pdf)
