SUBJECT: Request for Quotation (RFQ) FA4452-17-Q-ECAS for Electrical Cable Assembly Set (ECAS) used to support electrical connectivity from aircraft power outlets on US Air Force cargo aircraft including the C-130, KC-10, and KC-135 to airworthiness certified medical equipment.

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It is the intent of the 763d Specialized Contracting Squadron (SCONS) to award a, firm-fixed-priced (FFP) purchase order to one Small Business offeror to provide ECAS sets meeting all the specifications listed on Attachment 2 to the three CONUS locations listed in Attachment 3. The Government request delivery of three (3) each ECAS within 90 calendar days of award for first article testing and inspection. The balance of ECAS delivered IAW first article approval. The Government anticipates award to the offeror with the lowest priced quote determined technically acceptable meeting all stated requirements for all line items. This requirement is being solicited in accordance with FAR 13 as supplemented.

2. There are four attachments to this RFQ; Attachment 1 Information Sheet, Attachment 2 Specification

List, Attachment 3 Delivery Schedule, and Attachment 4 Provisions and Clauses. A response to this request shall consist of completion of Attachment 1 Information Sheet and specifications or vendor can submit a quote in contractor format as long as it, at a minimum, depicts unit and extended prices (to include shipping), specifications and delivery terms and Attachment 4 Provisions and Clauses, specifically provision FAR 52.212-3, Offeror Representations and Certifications—Commercial Items.

3. Basis of Award: Award will be made in accordance with FAR 12 and 13 procedures and the procedures specified in the Request for Quotation (RFQ). The Government will evaluate all quotes for technical acceptability and then rank quotes from lowest price to highest price. Award will be made to the contractor with the lowest priced quote determined technically acceptable and price complete and reasonable. If the lowest priced quote is not technically acceptable, the Government will consider the correction potential of the quote and may enter into interchanges with that contractor. Interchanges will take place as necessary or deemed appropriate by the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of

the quote and may or may not be documented in real time. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ. The contracting officer (CO) will determine prices fair and reasonable through the use of one or more of the evaluation techniques at FAR 13.106-2.

4. This RFQ in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract in response to this RFQ.

Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.

5. Quotes shall be submitted by email to harold.fry@us.af.mil and sarah.myers.3@us.af.mil, no later than 22 Sep 17 at 12:00 PM Central Time.
