1Has the government decided if the eventual solicitation will stipulate “performance basis” or “FTE” requirements?Per the Draft Performance Work Statement this contract is Performance Based.
2Is the government anticipating or desiring any growth outside of the current PWS?All proposals shall address the requirements outlined in the PWS.
3Presolicitation notices indicate a proposed start date of 01 January 2013. Will this remain a target date for start of work, i.e. does the government anticipate a bridge contract with the current Prime Contractor to cover the time frame of 01 October to 31 December?It is anticipated that the performance start date for this contract will be 1 Jan 13. The current contract does contain provisions to allow for continued performance of the incumbent until the anticipated performance start date.
What is the NAICS code and size standard for this effort?The NAICS is 541690 with a size standard of $14M per the updated size standards IAW the SBA
Who is the current incumbentConcurrent Technologies Corporation
Will travel be billed as an ODC or do we need to include this in our price?A separate travel CLIN will be included on the contract with a Not To Exceed amount determined by the government. Offerors will not have to propose travel costs.
Will Offerors be provided the current staffing structure of the current contract?No. The current staffing structure is considered proprietary information and will not be provided.
Does the note under paragraph 1.2.1 Technical Support (The contract shall conduct the following activities at each of the following locations listed in Attachment 2) only apply to this paragraph OR meant to apply generally across paragraphs 1.2.1 Technical Support, 1.2.2 EOD Technical Services Logistics Support, and paragraph 1.2.4.6 Provide EOD MAJCOM support…)?The PWS has been updated to remove the language in question (The contract shall conduct the following activities at each of the following locations listed in Attachment 2). This update should make the support required clearer.
Three task positions (labor categories) are listed in the PWS: 1.2.1 Technical Support (Admin., Ops, and Training), 1.2.2 EOD Technical Services Logistics Support, and 1.2.4.6 EOD MAJCOM Support, but paragraph 4.1 Knowledge and Skills Required only lists two: “Technical Service Support” and “EOD MAJCOM Staff Support”. Is there an additional “Knowledge and Skills Required” requirement for the EOD Technical Services Logistics Support labor category?The desired skill set titles have been updated to alleviate any confusion. There is not an additional category for EOD Technical Services Logistics Support.
Are the requirements specified in Section 1.2.4.1 – 1.2.4.5 intended as tasks for the Program / Project Management Support function or the Program Management function?These are tasks of the Program and Project Management Support task IAW the PWS.
Draft PWS, Section 4.1, p. 8 – The title of this section is “Knowledge & Skills required,” however, further in this section, the qualifier “DESIRED” is used to describe the skills for contractor personnel. Is the government’s intent to specify minimum required knowledge and skills?These are desired skill sets for this requirement. The PWS has been updated to remove the word required.
Can you confirm that Edwards AFB CA and Hickam AFB HI are NOT considered as travel locations as part of this contract? Both are listed as support positions in Attachment 2.These locations were omitted by mistake on the attachment of possible travel locations. The PWS Attachment has been updated to explain that the government has the right to add additional travel locations are required.
Can you confirm that the following EOD MAJCOM Headquarters will NOT require EOD MAJCOM support? - HQ AFMC/A7XE Wright Patterson AFB OH/- HQ AETC/A7XE Lackland AFB, TX/- HQ PACAF/A7XE Hickam AFB, HI/- HQ AFRC/A7XE Robbins ARB, GA/- HQ GSC/A7XE Barksdale AFB, LAThe is currently being reviewed with an update to follow in the RFP. However, the PWS has been updated to state that the government has the right to add or remove locations are required.
Can you confirm that the following EOD flight will NOT require EOD Technical Support or EOD Technical Services Logistics Support? - Wright Patterson AFB, OHThe is currently being reviewed with an update to follow in the RFP. However, the PWS has been updated to state that the government has the right to add or remove locations are required.
Will resumes of key personnel count in the page limitation of the Technical Volume?No they will not count in the total page count of the technical proposal
Can the government clarify the total number of past performance submissions required? Are we allowed six (6) total or six (6) from prime and two (2) each from subs?The draft wording has been updated on past performance to "The SSEB will evaluate no more that 6 PPQs (total) for each offeror/prime contractor".
We believe that the work defined in the PWS more aligns with services for providing support for maintaining accountability of DoD weapon systems such as munitions, and explosives. Therefore we are requesting AMC to consider changing the NAICS code to 541330 (Engineering Services, Military and Aerospace Equipment and Military Weapons).The PWS was reviewed along with the NAICS code. The PWS is for Support Services for the EOD MAJCOMs and Flights which includes training. Although they do have inventory duties, it is a small part of this requirement. Therefore the NAICS code will remain 541690.
Why was a change made from the NAICS code from that which was posted under the sources sought notice (541618) to the current (541690)?The sources sought included the NAICS 541618 (Other Management Consulting Services). After review of all the capability packages and a review of the current Naval contract, the NAICS code was updated to 541690 Other Scientific and Technical Consulting Services based on the knowledge required to perform this work.
What is the process the government uses to determine setting aside a requirement for SDVOSB?"IAW FAR 19.1405(b)(1) & (2): To set aside an acquisition for competition restricted to service-disabled veteran-owned small business concerns, the contracting officer must have a reasonable expectation that--(1) Offers will be received from two or more service-disabled veteran-owned small business concerns; and (2) Award will be made at a fair market price." According to market research the government expects to receive two or more offers at a fair market price.
Will all overseas positions be provided all access and rights as DoD Military and Civilians including protections under SOFA, full Military installation access, member/dependent care at medical treatment facilities, BX/Commissary access, banking, NAF and base level access and job opportunities for dependents, military housing, DoDDS Schools for dependents, etc.After contract award the SOFA process will begin for all overseas locations. Customarily, the Letter of Identification will include access to the exchange, medical services on a reimbursable basis, laundry and dry cleaning, transient billeting facility, postal facilities, dental care limited to relief of emergencies on a reimbursable basis, DoDD school on a space available and tuition paying basis and local recreation services on a space available basis. However, since the agreements are not in place at this time we can not guarantee that all services will be available.
Are contracted employees deployable to danger areas in any way or capacity or are positions for home station and standard “safe” TDY locations only? If contracted base personnel travel, will they travel under standard unit-funded DoD orders?No, contractor personnel are not deployable to contengency areas. Travel will not be under DoD orders.
Is there a break-in period for standing up new personnel to all locations? If so, how long? Is it staggered? Is there a priority for fills?Contract personnel are expected to be in place on the contract start date. All locations are the same priority.
What is the specific goal of each location visit? Will each visit be accompanied by an AMC/AF Gov’ Rep? What is the duration of each visit? Is the schedule determined by Gov’t or the Contractor?Attachment 1 to the PWS is merely a listing on locations that the contractor personnel may be asked to travel for TDYs as determined by the government. This list is for informational purposes only and is not a guarantee that travel will take place.
Are unexpected/expected vacancies due to health, personal or other reasons okay to be temporarily backfilled by other Contract personnel in the region until replacements report in? What is the anticipated ‘must fill’ date for unexpected vacancies?This would be on a case by case basis. However, contractors will be required to submit a Staffing Plan where these types of scenerios should be addressed. Keep in mind it is the contractors responsibility to ensure they continue to meet the requirements of the PWS during staffing situations such as those cited.
Will there be an Industry day for this effort? If so, when is it expected?An industry day for this requirement is not planned
Will this be a Firm-Fixed Price Contract, Cost Plus Contract or, a combination based on CLIN?This will be a Firm Fixed Price contract with Cost Reimburesable line items for travel
