PERFORMANCE WORK STATEMENT (PWS)

For

Explosive Ordnance Disposal (EOD)

1.0 Description of Services

1.1 Scope. The contractor shall provide EOD support services to USAF bases and Headquarter Staffs to include: managing EOD training and training documentation, maintenance of EOD tools and equipment and required equipment documentation, drafting plans and procedures, reviewing EOD technical reports and making recommendations to management, conducting unit self inspections, assisting EOD flight management, managing Status of Resources and Training as well as the AEF Reporting Tool, managing EOD mobility procedures as well as determining ground and explosive safety requirements.

1.2 Task Description. The contractor shall furnish all labor, material, facilities, and travel necessary to accomplish the efforts described by this PWS. The government shall have unlimited data and distribution rights to all processes, systems, and equipment developed under this PWS. Data required from this contracting action shall be delivered in English with applicable numbering in English or metric units. The Government shall have unlimited rights to reproduce and use all submitted Contract Data Requirements List(s) (CDRL(s)).

1.2.1 Technical Support

The contractor shall:

1.2.1.1 Prepare flight’s recurring training program to include scheduling, tracking and reporting flight’s shortages/missing training, and assist the EOD Flight Chief with validation of training programs. Schedule Air Education and Training Command (AETC), Defense Threat Reduction Agency (DTRA) and advanced EOD courses (MAJCOM specific) and other vendor training to ensure that assigned members have adhered to the latest training requirements.

1.2.1.2 Assist with flight training and equipment needs (as identified in PWS paragraph 1.2.2) for contingency deployments and all base support requirements to include Prime Base Engineer Emergency Force which includes all Air Force Instruction (AFI) 10-series requirements.

1.2.1.3 Provide plans for and assist EOD Flight Chiefs in coordinating with federal, state, and local authorities as well as other base agencies in combating criminal and terrorist explosive devices, to include Weapons of Mass Destruction (WMD); Disseminate the technical intelligence gained from exploiting unknown weapons systems/devices worldwide with other EOD organizations and the FBI Bomb Data Center as required. Assist in the planning/coordination of training with base agencies to provide an emergency management response capability for on- and off-base Department of Defense (DoD) and non-DoD incidents involving aircraft, explosive ordnance, and other hazardous materials.

1.2.1.4 Draft plans and procedures to ensure flights maintain proficiency in emergency response duties on a continual basis. Prepare for, participate in, and document recurring tests of emergency response notification procedures. Proficiency is maintained and demonstrated through training scenarios, emergency response exercises, and advanced refresher training that focuses on readiness for potential emergencies.

1.2.1.5 Facilitate and support implementation of EOD-related training programs developed for other base functional areas, to include local weapons safety, munitions familiarization, explosive ordnance reconnaissance, base recovery after attack, bomb threats, bomb discoveries, etc. Conduct and/or provide implementation support of EOD presentations, plans and programs related to public awareness seminars and training for federal, state and local civilian and law enforcement personnel/agencies.

1.2.1.6 Develop lesson plans, update as necessary, and assist in preparation of operating instructions for EOD flight functions to include responses.

1.2.1.7 Stay current on information regarding techniques employed in detection, identification, determining safest method of handling, rendering safe, recovery, and destruction of domestic and foreign conventional, nuclear, chemical, biological, and improvised explosive ordnance. This does not include evaluating EOD teams on operational procedures; however, this does include assisting in setup of the exercise or developing scenarios involving these techniques.

1.2.1.8 Provide training in order to maintain EOD Flights’ proficiency for demolition and handling of explosives in accordance with DoD, Air Force (AF) and Air Force Office of Safety and Health (AFOSH) directives, and to Maintain Flights’ accountability for issue and destruction of materials in accordance with all governing directives. The contractor shall not be a team member or leader of any EOD emergency or incident response and will not handle explosives.

1.2.1.9 Prepare and maintain records and reports applicable to render-safe and disposal activities for higher echelons. Contractor requires access to Automated EOD Publications System (AEODPS) in performance of their duties.

1.2.1.10 Develop and submit proposed guidance and coordinate with key staff members of the Wing Force Protection/Threat Working Group as well as assisting in the development of training plans, procedures, and policies.

1.2.1.11 Conduct internal self-inspections of functional areas to ensure compliance with Air Force Instructions 10, 32 and 91 series and local policies as provided by the unit. Track discrepancies to ensure closure and institutionalization of corrective methods/processes.

1.2.1.12 Maintain flights’ AFOSH/OSHA programs to ensure compliance with emergency response operations and AF Form 55, Employee Safety/Heath Record programs.

1.2.1.13 Assist with developing scenarios and provide technical advice preparing after-action reports, and conducting debriefings.

1.2.1.14 Provide operations and scheduling support for emergency and range response to ensure compliance with environmental rules and regulations as it relates to EPA Military Munitions Rules.

1.2.1.15 Provide EOD controller duties during EOD training exercises including setting up EOD exercise, evaluate, inject scenarios, and then provide a recommendation to the EOD officer/NCOIC as to possible improvements.

1.2.2 EOD Technical Services Logistics Support:

The contractor shall:

1.2.2.1 Provide logistics, resources and equipment support as required to ensure compliance with maintenance and tracking requirements listed in AFIs. Logistics may include but is not limited to equipment and supply custodian duties. Equipment may include but is not limited to maintenance, cleaning, inventory and repair.

1.2.2.2 Support environmental programs related to EOD provided by CEV; tracking of explosive expenditures, manifesting, and routine disposal permits.

1.2.2.3 Prepare and validate Flights’ recurring equipment maintenance program to include scheduling, tracking and reporting the Flight’s equipment shortages to flight leadership.

1.2.2.4 Facilitate EOD Flights’ equipment supply and maintenance programs to include performing duties to include documentation, inspection, cleaning, inventory, ordering of supplies and equipment and following proper technical orders and equipment manuals as applicable.

1.2.2.5 Inventory equipment assets based on standard EOD Unit Type Code (UTC) mobility and base support equipment supply listings.

1.2.2.6 Assist the squadron vehicle Non-commissioned Officers (NCO) by performing duties in support of the Flight vehicle fleet, ensure all EOD vehicles are properly requested IAW sourcing codes and UTC requirements; and coordinate with the squadron and vehicle maintenance section of logistics (supply and equipment) guaranteeing all vehicles are serviced and maintained within AF standards IAW Air Force Equipment Management System (AFEMS), allowing the EOD team to meet mission requirements.

1.2.2.7 Support EOD Flights’ ability to respond to emergency operations, deployment tasking, range operations and training requirements with adequate explosives within reasonable and required timelines.

1.2.2.8 Comply with DoD and AF ground and explosive safety requirements IAW AFMAN 91-203 as related to EOD.

1.2.3 Program Management

The contractor shall:

1.2.3.1 Prepare and maintain a Program Management Plan (PMP) that describes the management and technical approach to controlling this task.

1.2.3.2 Manage all technical performance, cost, schedule, and data delivery requirements as specified in the PMP.

1.2.3.3 Ensure the PMP addresses/covers the project's resources and project subtasks based upon a work breakdown structure (WBS). The WBS will serve as the basis for program and technical planning, scheduling, cost estimating, corresponding levels of effort and resource allocation, performance management, configuration management, and status reporting.

1.2.3.4 Ensure the PMP includes a detailed Gantt chart defining each subtask, overall program layout, schedule, project milestones, projected start and completion dates, and deliverables.

1.2.3.5 Address project management efforts within this plan by including how subcontractors will interface with this project, and how the contractor shall manage the subcontractors.

1.2.3.6 Include names of subcontractors and their involvement in each task.

1.2.3.7 Submit the draft PMP to the Government in electronic format using Microsoft Word.

1.2.3.8 Submit the final PMP after addressing Government comments.

1.2.3.9 Revise the PMP if the PWS is changed, as required to correspond with necessary changes in the program execution, or as directed by the Government.

1.2.4 Program and Project Management Support

The contractor shall:

1.2.4.1 Schedule, organize and conduct a kick-off/continuation of work meeting via teleconference or in-person with the Program Manager, subtask stakeholder team, and the Contracting Officer for this task.

1.2.4.2 Before each meeting, prepare and distribute an agenda and presentation materials no later than the fifth working day prior to the scheduled conference/meeting.

1.2.4.3 Prepare draft-report/record of meeting minutes subject to Government approval no later than the fifth working day following the close of the meeting.

1.2.4.4 Distribute Government approved report/record of meeting minutes within three business days after receipt of Government approval.

1.2.4.5 The Government may request additional meetings if required, and will only indicate as such in writing or email.

1.2.5 EOD MAJCOM Support

The contractor shall conduct the following duties at the EOD MAJCOMs indentified in Attachment 2:

1.2.5.1 Provide EOD MAJCOM support to staff management, planning, programming, and technical advice in areas of EOD readiness, mobility, force protection, operations, and combat support to include, but not limited to:

1.2.5.2.1 Support and develop MAJCOM-wide EOD programs

1.2.5.2.2 Creating staff-action packages and briefings

1.2.5.2.3 Attending meetings and conferences

1.2.5.2.4 Providing technical expertise to EOD flights, other MAJCOMs, and other Federal agencies

1.2.5.2.5 Monitors EOD AEF Reporting Tool and Status of Resources and Training System

1.2.5.2.6 Monitor EOD Deployments

1.2.5.2.7 Assists in development of Financial Plan

1.2.5.2.8 Drafts Designed Operational Capability Statements

1.2.5.2.9 Assists in oversight of Munitions allocations and forecast

1.2.6 Deliverables

1.2.6.1 Monthly Progress Reports. The contractor shall submit Monthly Progress Reports by the 15th working day of each month identifying detailed work status and schedule status of on-going work, issues and recommendations. Separate progress reports (or clearly separated sections within one report) shall be provided for each project under which the contractor is performing work. The Monthly Progress Reports shall include, but not be limited to:

· Summary of work performed and results obtained for the following duties:

· EOD training and training documentation

· Maintenance of EOD tools and equipment and required equipment documentation, drafting plans and procedures

· Reviewing EOD technical reports and making recommendations to management, conducting unit self inspections

· Assessing status and capability of EOD units

· Assisting EOD flight management

· Status of Resources and Training as well as the AEF Reporting Tool

· EOD mobility procedures

· Determining ground and explosive safety requirements

· Current or projected problems and issues

· An explanation of deviations from the last month's projections

· Any recommendations related to the effort

· Ensure the report specifically contains the following information:

· Schedule, technical, travel and cost status (by location);

· Highlights of the contractor’s accomplishments for this period;

· Highlights of work planned by the contractor for the next reporting period.

· Discussions of any problems or obstacles encountered and the actions taken to remedy the situation.

· Any other recommendations.

Report must be submitted to the Government in electronic format using Microsoft Word. The final report will include a CD or DVD with digital copies of all deliverables within this PWS.

1.2.6.2 Document Library. The contractor shall establish and maintain a library/file of program/project deliverables (e.g., technical reports, studies, and briefings), historical documents, reference materials and other documentation related to the performance of the specified efforts. Access to this information will be controlled with the means appropriate for each document and Data Accession Lists will be maintained. Data Accession Lists shall be updated no later than the 15th of every month as required.

Completed Technical Instructions. All delivered CDRLs over the life of the contract will be provided in a format agreed upon by the contractor and the Government on a CD or DVD with the use multiple CDs or DVDs as required as part of contract close out. The COR and Program Manager will receive copies.

The contractor shall deliver all data items generated using electronic media compatible with standard computer protocol. Deliver hard-copy versions of data items only when specifically called for. Include on the first page of all reports, the following statement.

3.0 Government Furnished Items

3.1 The following Government Furnished Items will be provided to the contractor as a means to accomplish the requirements of the tasks:

· Access to the Base, Flight line, Command Post, Emergency Operations Center (EOC), Munitions Storage Area, EOD facility, and all areas normally associated with the duties of the EOD Flight.

· Office Space and office supplies, e.g. paper, pens, pencils, notepads.

· Access to SIPR account.

· Computer with NIPR account.

· Access to all unclassified information and classified (up to, and including, Secret-level) required to perform tasks. Included in this is the need for access to Critical Nuclear Weapons Design Information (CNWDI) for training purposes.

· DoD Form 254 Requirements

· The DoD Form 254 will have attached a document listing all bases listed within the PWS.

· Authorization to obtain Government Owned Vehicle License.

3.2 Operation of Government Vehicles. AFI 24-301, Para 8.10 stipulates a contractor employee required to operate Government vehicles, in the execution of a Government contract, shall hold the proper state drivers license for the vehicle to be operated. It is the responsibility of the contractor, not the AF, to ensure operators are or shall be appropriately licensed as a condition of employment. A state or commercial license shall be used as certification to operate vehicles specified below. Prior to allowing any contract personnel to operate Government vehicles, the contractor shall ensure individuals are trained, licensed and physically qualified to operate vehicles and briefed on official use policies. This shall be accomplished by letter, signed by the contractor, listing each individual and the types of vehicles they may operate. This certification shall be updated as necessary and remain on file in the Operator Records and Licensing (ORL) section for each Air Force Base. A list of vehicles required to operate may include, but are not limited to the following:

· General Purpose to 14,000 GVW

· M101 Cargo Trailer

· M1026/1038/1044 HMMWV

· High Mobility Trailer (HMT) Trailer

· M1114/1116 HMMWV

· Bomb Squad Emergency Response Vehicle (BSERV)

· CAT I and CAT II Mine Resistant Armor Protected Vehicle (MRAP)

· MRAP – All Terrain Vehicle (M-ATV)

4.0 General Information.

4.1. Knowledge & Skills.

EOD Technical/Logistical Service Support: The following skills are DESIRED for the contractor personnel providing EOD Technical Service Support at locations listed in Attachment 2 :

· NAVSCOLEOD Graduate (DD 214 and Graduation Certification Required)

· Prior EOD with Senior Badge

· 10 years EOD experience

· Valid Driver’s License

· Ability to Obtain/Maintain a Secret Security Clearance

· Honorable Discharge if personnel are prior military

· Knowledgeable in all Aspects of Flight-Level AF EOD Functions with a desired level of increased knowledge in AF Training and scheduling. Familiarity with EODIMS, Battle Airmen Management System (BAMS)(operator only), ETIMS, AFTR or current AF automated computer products desired

· Be able to speak in front of large groups

EOD MAJCOM Staff Support: The following skills are DESIRED for the contractor personnel providing EOD Technical Service Support at locations listed in Attachment 2:

· NAVSCOLEOD Graduate (DD 214 and Graduation Cert Required)

· Prior EOD with Senior Badge

· 10 years EOD experience

· Valid Driver’s License

· Ability to Obtain/Maintain a Secret Security Clearance (HQ USAFE require Top Secret)

· Honorable Discharge if personnel are prior military

· Knowledgeable in all aspects of AF EOD Functions. Familiarity with EODIMS, Battle Airmen Management System (BAMS)(operator only), ETIMS and AFTR computer products desired. Familiarity with MAJCOM staff desired but not required.

· Be able to effectively communicate with multiple organizations on staff and throughout the Federal Government

· Be able to effectively communicate in written and verbal form with those familiar with EOD and with those not familiar with EOD

4.2 Security

4.2.1. Access. For access to unclassified Air Force networks and unescorted access to government installations and facilities, the contractor must, at minimum, have completed a verifiable National Agency Check with Written Inquiries (NACI) or higher level investigation. Once a minimum of a NACI investigation has been completed and the results are favorable, the contractor may be issued a Common Access Card (CAC) card. The contractor shall acquire all necessary base passes for contractor personnel.

4.2.2 Required security training on local procedures and policies will be provided by the government and shall be completed satisfactorily by contractor personnel before they can perform their tasks.

4.2.3 Security Requirements. The Government will provide security badges. The personnel filling these positions must possess a Security Clearance granted by the DOD and their parent contractor facility should also have the appropriate Facility Clearance in accordance with DOD National Industrial Security Program (NISPOM) 5220.22M prior to performing work on any classified Government systems or products. The highest level of security clearance for this acquisition is TOP SECRET. Personnel requiring security clearances must possess the clearance prior to contract award. The contractor shall comply with all appropriate provisions of applicable security regulations. Specific security requirements are identified in the DD Form 254, DOD Contract Security Classification Specification. Work required to support this contract will require the contractor to have access to classified material up to the TOP SECRET Restricted Data level to include Critical Nuclear Weapons Design Information (CNWDI). The contractor shall be able to access and have knowledge in properly controlling DoD classified data up to the TOP SECRET level. However, all deliverables shall be prepared and submitted up to the UNCLASSIFIED level.

4.2.4. Contractor Consent to Background Checks. Contractor shall not employ persons to perform under this contract if such employee is deemed or identified by each Air Force Installation as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population, nor shall contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to LEADS check will be denied access to the installation. Information required to conduct a LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. Contractor must have this information ready to provide to the base Visitor Control Center, if requested.

Contractors must ensure their employees and those of their subcontracts have the proper credentials allowing them to work in CONUS and OCONUS locations as identified in Attachment 2 to the PWS. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities.

Contractor shall not be entitled to any compensation for delays or expenses associated with complying with these provisions. Furthermore, nothing shall excuse contractor from proceeding with the contract as required.

4.2.5. Badges. Contractor is required to provide identification badges for their employees. All contractor personnel must wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and the COR. Contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.

4.2.6. Access to Installation During Force Protection Conditions (FPCONs). Contractors will be assigned a mission essential designation IAW requirements contained in base Antiterrorism/Integrated Defense Plan(s). Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.

4.2.7. Property Protection. Property protection for the facility where contractors’ primary work center is located will be the responsibility of the local facility manager and local government security manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense, and command/local directives. Contractor must safeguard all government-owned equipment and materials in his/her possession or use.

4.2.8. Safeguarding Unclassified and/or For Official Use Only (FOUO) Information. Contractor must meet Air Force standards for storing, processing, and handling unclassified and/or Controlled Unclassified Information (CUI) information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

4.2.9. Privacy Act. Work on this project may require that personnel have access to Privacy Information. Personnel must adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

4.2.10. Contractors Working in Controlled or Restricted Areas. When the contractor requires access to the controlled or restricted area and does not have the proper security investigation, government will ensure escorts are provided for contractor at all times when within a controlled or restricted area. Contractor must have an issued AF Form 1199 or be under escort. Contractor is only allowed to escort visitors from the same company for which he/she works and all visits must be for official business. In addition, contractors must fulfill, maintain, and comply with all security requirements IAW AFI 31-101, Integrated Defense and command/local directives.

4.2.11. Access To Government Facilities with Controlled or Restricted Areas. Contractor must comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Air Force Installations, government may direct contractor to leave the controlled or restricted areas at any given time.

4.2.12. Replacement contractors are expected to have a proper security clearance. In the event a replacement contractor does not possess a proper security clearance, the COR will ensure replacement contractors not initially possessing the proper clearances and requiring entry to controlled or restricted areas are escorted continuously. Replacement contractors must submit paperwork within 7 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel must obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel must obtain a “favorable review” prior to having access to a Controlled Area. The above information must be submitted to the local wing Information Protection (IP) office or as directed by the COR.

4.2.13. Safeguarding Classified Information. The contractor shall provide for the handling and safeguarding of all classified information in accordance with AF Standards for storing, processing, and handling classified information and systems. Contractor personnel shall have the appropriate security clearance for the facilities in which the work is required.

4.2.15 For Official Use Only Information. Agency information marked “For Official Use Only” or bearing other sensitivity markings shall be handled in accordance with agency information security program regulations and instructions provided on the DD Form 254. This information will not be divulged or disclosed without agency permission. Requests for disclosure will be addressed to the government COR. Contractor personnel shall ensure information that is considered sensitive or proprietary is not compromised.

4.2.16 Hazard and Safety Information. The contractor (or its subcontractors) shall not be required to handle biological, chemical agents, explosive materials or radioactive materials. While performing the requirements of this task, the contractor or its subcontractor shall be responsible for obtaining all necessary Material Safety Data Sheets (MSDS) in order to conduct this project. The contractor and its subcontractors shall conduct all operations in accordance with applicable Federal, State, and local regulations as well as the contractor prepared (Government approved) safety plan or the approved safety standard operating procedures (SOPs) as established for the operation of all facilities.

The requirements of this contract may require contractor personnel to come in contact with, or be exposed to, hazardous conditions. The contractor shall abide by all applicable federal, local and state occupational safety and health requirements. The Government will provide SOPs when applicable. The contractor must have on record a corporate safety plan, and shall provide a copy to the COR when instructed. The contractor shall ensure employees have all required training and certifications related to Occupational Safety and Health Requirements. The contractor shall provide personal protective equipment (PPE), training, testing and explosive qualification/certification, as may be required by federal regulations, to support assigned tasking. Personnel shall be trained in the proper use, care and maintenance of PPE required to perform the assigned tasking to meet federal safety standards. The contractor may be subjected to chemicals; heavy equipment; flying particles in the air and/or loud noises. The contractor shall be compliant with all federal and state OSHA regulations.

4.2.17 Antiterrorism Training (AT). Within 30 calendar days after contract start, all contractor personnel shall complete Antiterrorism Level I training, as required by DODI 2000.16. Newly hired personnel shall complete the Antiterrorism Level I Training within the first 30 calendar days of their employment. Refresher Antiterrorism Level I training shall be completed and documented annually thereafter. 4.2.18 Information Assurance Workforce Improvement Program. Information Assurance Contractor Training and Certification (JAN 2008): The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with DODD 8570.01, Information Assurance Workforce Management. The Contractor shall meet the applicable information assurance certification requirements, including:

(1) DOD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DODD 8570.01.

(2) Appropriate operating system certification for information assurance technical positions as required by DODD 8570.01.

(3) Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.

(4) Contractor personnel who do not have proper and current certifications shall be denied access to DOD information systems for the purpose of performing information assurance functions.

4.3. Place of Performance. Contractor facility and various CONUS and OCONUS locations listed in Attachment 2.

4.4. Travel and Other Direct Costs. Travel will be a cost reimbursable contract line item to the contractor. The Contracting Officer and the COR must validate the anticipated travel costs prior to the contractor incurring these costs. Contractor personnel may be required to travel outside the commuting vicinity of their duty locations. HQ AMC/A7X will identify travel requirements. The contractor shall submit a travel itinerary and estimated cost for approval by the CO and COR. Estimated amounts in the contract shall not be exceeded unless authorized by the CO. The airfare shall be the prevailing rates for commercial airlines at tourist class. When required, the most reasonable means of ground transportation (i.e., taxi, bus, car rental) shall also be used. Incurred travel costs will be reimbursed by the government to the contractor in accordance with FAR 31.205-46. The Government will not reimburse local travel and related expenses to the contractor for daily travel to or from work at locations identified in Attachment 2. Travel locations are included as Attachment 2 to the PWS.

4.4.1 Temporary Duty/Travel Requirements. Individuals supporting the AF EOD Technical Support effort may require travel to both CONUS and OCONUS locations. Although work will normally be performed in an office environment, a current United States passport is required. Visas will be obtained for both potential and confirmed entry to foreign countries when possible.

It is anticipated that travel to OCONUS locations will be required. Travel to OCONUS destinations will require a passport/visa. The contractor shall ensure all personnel possess current passports, visas and OCONUS Common Access Cards (CAC), as required. The contractor shall ensure all personnel possess the necessary immunizations for travel to designated high-risk areas.

Contractor personnel may come in contact with Military EOD personnel whom have been exposed to bodily fluids and pathogens, therefore all contractor personnel are encouraged to have current immunizations such as hepatitis A, MMR/MR, polio, influenza, typhoid, yellow fever, meningococcal, anthrax vaccination and/or any other required vaccination prior to start of Period of Performance.

4.4.2 OCONUS Relocation Costs: OCONUS Relocation will be a cost reimbursable contract line item to the contractor. The Contracting Officer and COR will validate the anticipated relocation costs prior to the contractor incurring these costs IAW FAR 31.205-35. The contractor shall submit a relocation travel itinerary and estimated cost for approval by the CO and COR. Estimated amounts in the contract shall not be exceeded unless authorized by the CO.

4.5. Hours of Operation. The HQ AMC normal duty hours are 0730-1630 Monday through Friday with the exception of Federal Holidays. Federal holidays are defined as the dates the following holidays are observed: New Year’s Day, Martin Luther King’s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, other federal holidays declared by Congress or the President, and base closures, to include closures due to inclement weather. Personnel may be required to support short notice adjustments to the daily work hours as required. If the contractor deems it necessary to work outside the HQ AMC normal duty hours, it must be coordinated with the COR.

4.6 Continuity of Operations. Contractors shall ensure continuation of services during personnel absences due to sickness, leave, and voluntary or involuntary termination from employment such that impact to the government is minimal. When changes in personnel are required, the contractor shall provide a notice to both the COR and the Contracting Officer for validation immediately, but no less than two weeks in advance of the proposed replacement/substitution. Notice shall include written justification for the change and a sufficiently detailed qualification summary/resume of proposed personnel to permit Government evaluation and COR validation of skill sets. The government reserves the right to reject candidates if they do not meet the desired skill sets in accordance with PWS para 4.1. If Contractor personnel are terminated or resign, a notification shall be communicated to the Contracting Officer and COR within one business day of employee notice.

4.7 Mission Essential Personnel. Contractor shall ensure personnel required to accomplish tasks designated as “mission essential personnel” report to assigned work locations (or Government Continuity of Operations Plan (COOP) designated facilities) and perform required tasks, regardless of weather or security conditions. The government has identified all tasks within the PWS as mission essential. The contractor shall provide a list of essential personnel required to perform the tasks to CO and COR no later than 10 working days after contract start. This list will be maintained by the contractor with updates provided to the CO and COR with any personnel changes or as required. The CO and/or COR will be responsible for providing government security personnel with list of contractor “mission essential personnel” to enable access to government facilities when “non-essential” personnel are barred. Contractor shall operate in accordance with DoDI 3020.37, Continuation of Essential DoD Contractor Services During Crisis.

4.8 Surge Hours. At the discretion of the COR and CO, surge dollars may be authorized for periods or tasking that require immediate or sustained effort deemed out of the ordinary and require the contractor to exceed the hours of operation prescribed in the PWS. An example of this could be contractor support of a crisis situation that may require the contractor to work beyond the normal work hours.

All work to be performed under this CLIN will be identified and approved by the COR and the CO. The contractor will be asked to provide a quote for the surge effort which shall contain a brief explanation of the work to be performed, the labor categories to be used, the estimated hours needed, and dollar estimate.

Within 30 days from the completion of the surge services the contractor shall submit an invoice. The contractor will invoice on a labor hour and labor rate bases (not exceeding the approved surge dollar estimate). The labor categories and rates proposed and invoiced will be based on the labor categories and rates negotiated at time of contract award. A word of caution – the contractor shall not be reimbursed for Surge Hours unless it includes with its invoice, written approval by the CO and concurrence from the COR to incur costs under the Surge Hour CLIN for a particular special event. The decision of whether work to be performed is chargeable to Surge Hours rests solely with the Government. The COR not approving Surge Hours shall not be construed by the contractor as being a reason for an excusable delay or providing the basis for failing to provide the services required by the contract.

4.9 Contractor Furnished Items and Services. Except for those items or services specifically stated in Section 3 as Government-furnished, the contractor shall furnish everything needed to perform this contract.

4.10 The contactor shall provide all necessary mobile communication devices for after duty hour notification and technical support.

4.11 Government Quality Assurance. The government will evaluate contractor’s performance for compliance with the requirements set forth in this Performance Work Statement. The Government will monitor the contractor's performance under this contract by performing checks as contained in the Quality Assurance Performance Plan and inspection of services clause(s) of the contract.

4.12 Applicable Regulations. Specifications, and Standards - The Government shall also provide the Contractor with access to, United States Air Force, publications, directives, and policy letters, and any changes to this information as they are received.
