About this file
This is a Request for Information (RFI) document for a federal contract opportunity (FA442726Q1125) issued by 60 OSS (Operations Support Squadron) at Travis Air Force Base for the replacement of an access control system in Building 177.
The government seeks to replace an existing access control system with Lenel OnGuard platform integration. Key requirements include: installation of three new card readers (two at secured doors and one at a registration/enrollment terminal in Room 111) that support DoD Common Access Card (CAC) and PIV credentials in accordance with HSPD-12 and FIPS 201; integration with the existing Lenel OnGuard 8.1 infrastructure currently being installed by Low Voltage Wiring (LVW) in Building 380A; blanking of five existing keypads while leaving existing wiring in place; and utilization of existing cabling, door hardware (electrified locks, request-to-exit devices, door position switches), monitors, mice, and keyboards where possible. The communication protocol for card readers must be compatible with current facility wiring. For equipment located in restricted or controlled areas, all devices must be purchased from the Non-Nuclear CMD (Combat Munitions Designator) list. The RFI clarifies that UL 2050 certification is not required, the system does not require BDOC (Building Domain Operations Center) monitoring, and the USB-connected smart card reader at Room 111 may be any compatible device since it is not in a controlled area. The contract is a Total Small Business set-aside. This document serves as a questions-and-answers compilation addressing contractor clarifications submitted on August 25 and September 2, 2026.

Request For Information
60 OSS Building 177 Access Control System Replacement
BRAND NAME LENEL
Contractor Request (02 September 2026):
1. Section 3.5 Does an existing Lenel access control platform (e.g., OnGuard) already operate elsewhere on Travis AFB or within this facility that this new door and workstation should integrate into, or is this a standalone, ground-up ACS installation?
60 OSS / SFS: Yes, Low Voltage Wiring out of Colorado(LVW) is currently installing Lenel access control in building 380A.
2. Section 3.5 If integrating into an existing system, please identify the current Lenel OnGuard version (or other Lenel platform) in use, so the contractor can price compatible licensing and hardware.
60 OSS/ SFS: Lenel is Currently operating on 8.1.
3. Section 3.5 If this is a standalone installation, does the Government require Lenel OnGuard specifically?
60 OSS / SFS: Due to it not being monitored by BDOC (LE desk) it does not need to be a specific system.
4. Section 3.5 Please confirm whether software licensing (per-door, per-reader, or per-workstation) is to be provided new by the contractor, or whether existing Government-held licenses will be used.
60 OSS / SFS: The ACS system is not monitored by BDOC, but if it is in a restricted area or controlled area the equipment being used in that area needs to be purchased off the Non-Nuclear CMD list.
5. Section 3.5 The Government's RFI response confirmed the third card reader is used at the registration and enrollment terminal in Room 111, and does not control access to a secured door. Since this reader is used solely for badge enrollment, would the Government accept a USB-connected smart card reader, such as an HID OmniKey series reader, at the Room 111 registration terminal in lieu of a traditional wall-mounted door-style card reader, provided it is fully compatible with the Lenel OnGuard enrollment software?
60 OSS / SFS: Because that card reader is not in a controlled area or restricted area it can be what ever devise you want to use from the system you choose.
Contractor Request (25 August 2026):
1. Section 2.2 requires the contractor to be UL 2050 certified. UL 2050 (National Industrial Security Systems) is a certification held by intrusion detection alarm monitoring companies operating under NISPOM Chapter 5 central station requirements, and this requirement is for a standalone electronic access control installation rather than an intrusion detection or alarm monitoring scope. Requiring UL 2050 certification here may unnecessarily narrow the field of qualified small businesses able to compete for this Total Small Business set-aside, since most access control integrators do not carry an alarm-monitoring listing. Request the Government reconsider or remove the UL 2050 certification requirement for this requirement, or, if it is tied to Room 110's proximity to a classified processing area, clarify the specific security rationale so an alternative, less restrictive qualification standard can be considered.
60 OSS / SFS: UL2050 is NOT required.
2. Section 3.5 lists card readers “for common access cards with keypad” but does not specify the required credential technology. Are the new card readers required to support DoD Common Access Card (CAC) / PIV credentials in accordance with HSPD-12 and FIPS 201, and if so, what communication protocol (OSDP or Wiegand) is required for compatibility with the existing Lenel OnGuard infrastructure?
60 OSS: Support DoD Common Access cards. OnGuard infrastructure shall be part of the replaced system. CAC Readers must be in accordance with HSPD-12 and FIPS 201.
The communication protocol must be compatible with the current wiring shown in the following picture.
3. Section 3.2 and 3.5 o Is there existing door hardware, including electrified locking hardware, request-to-exit (REX) device, and door position switch, currently installed at the door locations where new card readers are being installed?
60 OSS: Existing hardware is in place and functional.
o When removing additional keypads that are not being replaced/utilized, are we leaving existing wiring and covering with a plate?
Leaving the existing wires and covering with a plate.
o How many keypads need to be “blanked?”
We have 5 keypads to be blanked.
4. Section 2 and 3.5 Is there existing cabling that can be reused at the new card reader door locations?
60 OSS: Yes
5. Section 3.1 and 3.5 describes three (3) new card readers, but the site photos provided with the SOW show only two (2) new card readers installed. Please clarify the required quantity of new card readers for this requirement.
60 OSS: The additional card reader will be used at the terminal for card registration in room 111
6. Section 3.5 Are new monitors required for the new badging workstation in Room 111, or can existing monitors
60 OSS: Can use existing monitor, mouse and keyboard.
