About this file

This is a Memorandum for Record documenting a competition restriction decision for a federal procurement.

The 60th Contracting Squadron (AMC) of the Department of the Air Force has restricted competition for the acquisition of Yamaha DM7-EX 120 Channel Digital Mixers under procurement MFT 26-116, justified in accordance with RFO 12.102(a). The restriction is based on three primary justifications: (1) seamless native integration with the Band of the Golden West's existing audio infrastructure, stage boxes, and digital audio networking protocols, as introducing a different brand would compromise established routing capabilities and necessitate costly digital bridging workarounds and AV inventory overhauls; (2) the audio engineering technicians are already trained on Yamaha architecture, ensuring immediate operational readiness without the additional training time and increased performance error risk that would accompany unfamiliar equipment; and (3) operational necessity—if the brand requirement is not met, the Band will experience severe operational bottlenecks, delayed setups, and compromised audio recording capabilities that would directly impair execution of 250 annual high-tempo missions. The memorandum was signed on August 10, 2026, by Joseph M. Restua-Perez, Contracting Officer. Inquiries regarding this procurement restriction should be directed to SSgt Joseph Restua-Perez at joseph.restua_perez@us.af.mil or 707-816-3897.

DEPARTMENT OF THE AIR FORCE

60TH CONTRACTING SQUADRON (AMC)

10 August 2026

MEMORANDUM FOR RECORD

FROM: 60 CONS/PKB

SUBJECT: MFT 26-116 Yamaha Digital Mixers Brand Name Documentation

1. The purpose of this memorandum is to document the decision to restrict competition for the brand-name requirement of Yamaha DM7-EX 120 Channel Digital Mixers in accordance with RFO 12.102(a).

2. Procuring a Yamaha Digital Mixer ensures seamless, native integration with the Band of the Golden West’s existing audio infrastructure, stage boxes, and digital audio networking protocols.

Introducing a different brand would break established routing capabilities, require complex digital bridging workarounds, and force a costly overhaul of the unit's current AV inventory.

3. The audio engineering technicians in the Band are already fundamentally trained on Yamaha architecture. Leveraging this existing expertise ensures immediate operational readiness. If technicians were to use unfamiliar equipment this would require more time for the technicians to be trained to properly use different equipment and increase the risk of error during high-stress performances.

4. If this brand name requirement is not met, the Band will be unable to reliably manage sound setups within strict time constraints. The unit will suffer from severe operational bottlenecks, delayed setups, and compromised audio recording capabilities, directly hindering their ability to execute their 250 annual high-tempo missions.

5. For questions and concerns contact SSgt Joseph Restua-Perez at joseph.restua_perez@us.af.mil or 707-816-3897.
