The Statement of Work states that as-built drawings can be made available upon request. Please provide the available as-built drawings or property/building layout diagrams for the 17 dormitory buildings, including Buildings 1331 and 1332, so our service partner can complete its network design and pricing.Yes. Emailed.
Do you have any existing Wi-Fi network infrastructure in the buildings for Dorm Internet Services, or does this require all new infrastructure installation including CAT-6 cable run?I believe there is existing infrasturcture but it was installed by COMCAST and/or BOINGO when residents established service. We would not have these records. Since all rooms/areas might not have cables this project might require cable installation.
Are the government networks existing in the same buildings that are not part of this solicitation, what are the infrastructure, do or would it share IT room with the Dorm Internet Services network in this request? There is government network equipment/cable within the buildings. It must remain independent from the Dorm WiFi. As with previously installed resident requested services from COMCAST/BOINGO there would be an area designated for Dorm Internet Services network equipment.
3.Is this solicitation to build a government network then create a Captive Portal for dormitory use?See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
4.Can you share a floor plan, dimensions and square footage of the buildings, a CAD drawing will be great for better and precise Wi-Fi?Yes. Emailed
5.Are the buildings already Fiber linked together, which has the demarcation point for circuit drop?Buildings are linked.
6.Would you require any new fiber-optic cable run? That would be determined by the awarded contractor.
7.What are the distances apart from one building to the other?100 feet from groupings of X2 Buildings (next to each other)
8.Please provide the physical address of the buildings or at least the one with demarcation point?Bldg 1318 is the demarcation point. I will email all addresses.
9.How many networks (SSIDs) are expected on the commercial Wi-Fi network Dorm Internet Services?See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
10.Do you require content filtering and any other specific security?Yes. See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
11.Do you have requirement for any IOT devices like printer, camera thermostat etc.?See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
12.Please would you share if there exists any network contract and contract number for the buildings? There is no contract. Residents pay out of pocket for services.
13.Do you have any ISP company that is preferred for data Internet services for the Base or at least one with existing presence? No preference; however, some dorm residents are getting services from COMCAST and/or BOINGO.
14.Would there be any requirement for wired Ethernet ports in the buildings?See documents provided by DoW regarding the intent of the Dorm WiFi for reference. If not referenced that would need to be determined by the awarded contractor if needed to complete the project.
15.Do you have any desirable brand (OEM) for this network equipment?See documents provided by DoW regarding the intent of the Dorm WiFi for reference. If nothing listed the 60th Communications Squadron has requirments for equipment connected to the AF network, connecting to AF equipment and/or maintained by 60th Communications Squadron.
The pricing table at paragraph 5 contains only five 12-month service CLINs, with installation bundled into Base Year CLIN 0001. Will the Government considering adding a separate non-recurring CLIN (equipment and installation, lot, base year)?CLIN 0001 will be kept as one CLIN with install and service rolled into one singular service. For pricing Contractors can provide the individual price of each for government review.
The solicitation states quotes are due 27 August 2026 at 12:00 PM PST, while SAM.gov shows offers due 27 August 2026 at 08:27 AM EDT (05:27 PT). Please confirm the date and time, and the applicable time zone1200 is the correct time.
SOW 3.1.1 requires high-speed access in all 1,212 rooms and 3.1.6 requires additional access points where needed. Is a wireless access point required inside every individual resident room, or is a coverage-based design dependent on the Contractor?See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
Can the government provide the as-built drawings referenced in SOW paragraph 6.Yes. Emailed
Regarding the mandatory fiber-optic backbone at SOW 3.1.4: (a) does Government-owned outside-plant fiber or spare duct exist between the 17 dormitories, and will it be made available to the contractor at no cost
(b) Can the government provide the full address of where the commercial internet demarcation point for the dormitory campus60th Communications Squadron would have to conduct a site survey to confirm if Government-owned outside-plant fiber or spare duct exist between the 17 dormitories. We will also need to verify that, if existing, would it be made available to the contractor at no cost.
Can the government provide the name of the current Incumbent or internet service provider to the dormitories?Boingo, Comcast, Tmobile, and At&T paid for by the residents.
Can the government confirm what in-building horizontal cabling, pathways, conduits and telecommunications rooms already exist and who owns them (Government, incumbent, or a third party); and is the contractor permitted to reuse them? The telecommunications rooms are owned by the 60th Communications Squadron and there is at least one in each building. The current configuration of the dorms does share the telecommunications rooms. Also, third party ISP's have equipment. Contractor is not permitted to reuse them becasue residents still use for high speed internet.
SOW 4.2 states that failure to meet SLA requirements may result in penalties as outlined in the final contract. Please provide the penalty or deduction schedule the Government intends to incorporate.Failure to meet the requirements will resut in penalties assessed as the government recouping costs associated with the down time and any other associated costs.
What CMMC level is required for this acquisition, and must that status be recorded in SPRS at the time of award for the prime and all subcontractors? Does DFARS 252.204-7025 apply? The clause states that the requires requiring activity to determine whether they need CMMC.
Is a captive portal, splash page, terms-of-service acceptance or content filtering required? If so, will the Government furnish branding, terms of service, acceptable use policy text and the filtering policy?See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
For Buildings 1331 and 1332, is the contractor authorized to core drill and install new conduit and pathways, subject to 60 CES coordination? Have hazardous material surveys (asbestos, lead) been completed for all 17 buildings, and who bears abatement cost if disturbance occurs? We have existing run/access of data line for each room. We would only allow drilling and minor works if placing their equipment inside COMM room but not to the extent that 3rd party Internet provider would run their own conduit all the way to the dorm units.
Do the telecommunications rooms in each building have dedicated electrical circuits and outlets available for contractor equipment, and is redundant or UPS-backed power available? The contract would have to provide any needed UPS. There is a 120V outlet in IDF.
Confirm the CLIN numbering in paragraph 5 — 0001, 1001, 0003, 0004, 0005 — is as intended. Also confirm the period of performance: SOW 5.1 states 1 November 2026 to 1 November 2027 for the base year, while the pricing table reflects a base year plus four option years.Fixed CLIN structure
Does FAR 52.217-8, Option to Extend Services, apply, and if so will the six-month extension be included in the total evaluated price? The clause will be evaluated in line with the following verbiage "The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor." The government will use the price in OY4 to establish the 6 month cost for the -8.
Who owns the installed infrastructure at the end of the contract term, and is the contractor required to remove equipment and restore facilities if the contract is not renewed? No. You are not required to remove at the end of contract.
Does "associated common areas" include exterior areas, courtyards, laundry rooms, day rooms and parking areas, or interior common spaces only?Dayrooms only.
Reference: Statement of Work (Attachment 2)Section 2.4 & 3.1.1–3.1.2, page 1
Does the govt have a particular login/authentication requirement? Additionally, can the USAF please share Acceptable Use Policy (AUP) requirements?See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
Statement of Work (Attachment 2)Section 2.4 & 3.1.1–3.1.2, page 1What is the expected occupancy per room (single/double) and the typical number of connected devices per resident? This is needed to size access point density, network capacity, and any authentication component in the bill of materials.1 per room. 3-4 devices per room.
Section 1 & 2.1, page 1Is there an internet or Wi-Fi service currently operating in the 17 dormitory buildings (government-provided or otherwise), and if so, does it need to be decommissioned or coordinated as part of cutover to the new network? Please identify any existing provider, equipment, or infrastructure the offeror should account for in planning.Boingo and Comcast are existing. Their equipment will remain in place because some residents use these ISP's for high speed internet (paid out of pocket).
Section 1 & 3.1.2–3.1.3, page 1Will the offeror connect to an existing base-provided internet circuit/demarcation point, or is the offeror expected to provision an independent internet service for the dormitory network? Separately, does the Government have a target aggregate/uplink bandwidth or existing utilization data, or should the offeror size the uplink using standard industry oversubscription assumptions for the stated 100 Mbps down / 20 Mbps up per-room speeds across 1,212 rooms? This determines whether recurring pricing includes a carrier circuit and how the uplink is sized.See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
Section 3.1.4, page 1 & Section 3.1.6.1, page 2The SOW mandates a fiber-optic backbone and notes that Buildings 1331 and 1332 will need new cable pathways installed. For the remaining 15 buildings, does a fiber (or other) backbone already exist between buildings that can be leveraged, or must the offeror design and install new inter-building backbone connectivity campus-wide?Buildings are linked via fiber. If additional fiber were to be needed it would need to be purchased/installed by the contractor.
Section 4.1, page 2 & Section 6, page 2Are dedicated equipment/telecom closets available in each of the 17 buildings for contractorinstalled

networking equipment, and is backup power (UPS/generator) already available at those locations? To meet the required 99.9% uptime, does the Government expect redundant/failover internet paths and backup power as part of the design, or is single-path architecture acceptable? Each dorm building has a dedicated equipment/telecom closet that can be utilized. An UPS would need to be procured by contractor if needed for WiFi system. Regarding "To meet the required 99.9% uptime, does the Government expect redundant/failover internet paths and backup power as part of the design, or is single-path architecture acceptable" please refer to documents provided by DoW regarding intent of the Dorm WiFi for reference.

Section 3.1.6, page 2 Does the installation require the offeror to coordinate Wi-Fi channel/frequency use through the base's spectrum management office before activating wireless access points, and if so, what is the typical approval lead time? This is not addressed in the SOW or the Security Requirements

attachment and can materially affect the installation schedule if required.Standard home/business ISP WiFi frequencies (2.4GHz, 5Ghz, 6 Ghz) do not require coordination through the base's spectrum management office.
Section 2.4, page 1The SOW requires "robust security measures" to protect the network, but the Security

Requirements attachment addresses only physical/personnel base access (vetting, badging, escorts) and does not address IT network security. Is this network required to obtain any DoD cybersecurity accreditation (e.g., Risk Management Framework/Authority to Operate) or comply with a specific control set, and must it be logically segregated from the installation's other (mission/administrative) networks? Are there any traffic monitoring, logging, or content-filtering

requirements?See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
Section 2.3, page 1 & Section 4.2, page 2Does the required 1-hour response / 4-hour resolution SLA apply to a full network or buildinglevel

outage, to individual room-level connectivity issues, or both? What support channel(s) are residents expected to use (phone, ticketing portal, in-person), and is there an existing helpdesk

system the contractor should use or report through? This is needed to size 24/7 support staffing.Both. Residents should be able to call/email helpdesk to report outage.
Sections 2.2 (Network Activation), 2.3 (Support & Maintenance), and Section
5 (Period of Performance & Deliverables). The SOW requires the contractor to install, operate, maintain, and support the dormitory internet

network; however, the term "managed internet services" is not specifically defined. Please clarify

the Government's expectations regarding managed services.Ensuring minimum speeds are met, and outages are addressed according to SOW.
Section 3.1.6.1 and Section 6SOW Section 3.1.6.1 states that Buildings 1331 and 1332 will require cable pathway installation, while Section 6 notes that as-built drawings can be made available upon request. Will the Government provide current as-built drawings, floor plans, telecommunications room layouts, and pathway information for Buildings 1331 and 1332 to support network design, cable pathway planning, and proposal development?Emailed.
Section 3.1.1 and Section 3.1.6.SOW Section 3.1.1 requires internet coverage in all dormitory rooms and associated common areas, and Section 3.1.6 requires the contractor to add access points as necessary to achieve full coverage. Please clarify the required wireless coverage areas. Is wireless coverage required only within resident dormitory rooms, or is coverage also required in common-use areas such as recreation rooms, lounges, day rooms, laundry facilities, study areas, hallways, and other shared spaces within the dormitory buildings?Dayrooms and bedrooms should be covered. Laundry rooms not required.
Sections 2.1, 3.1.5, and 3.1.6.Please clarify whether the contractor is required to furnish and install new Intermediate Distribution Frame (IDF) racks and associated rack infrastructure within each dormitory building. If existing telecommunications rooms and rack infrastructure are available, may the contractor utilize existing Government-furnished racks and spaces?See documents provided by DoW regarding the intent of the Dorm WiFi for reference. The Air Force policy is to not have non-AFNET equipment sharing the same IDF space/racks. In this instance sharing the telecommunications rooms is allowed if space is available.
Section 5.1–5.2, page 2; Combined Synopsis/Solicitation, Section 10, page 2Given the RFQ response deadline of 27 August 2026 and the required Go-Live date of 1 November 2026, what is the anticipated contract award date? Is the govt amenable to an extended period of performance due to global supply chain risks impacting equipment delivery schedule? The service is capped at no more than 12 months.
Sections 1, 2, and 3Please confirm whether the Government intends for the proposed dormitory wireless network solution to be a fully standalone network, independent of all existing Government, commercial, and third-party network infrastructure. Specifically, may offerors leverage any existing wired or wireless infrastructure, including but not limited to the current Boingo network, existing base LAN/WLAN assets, telecommunications cabling, switching infrastructure, fiber infrastructure, or internet service circuits, or should proposals be based on providing an entirely new and independent network solution? All 17 dorms are linked with optical fiber. However, offerors must provide all the rest of the infrastructure (fiber, switches, etc.) needed to provide a turn-key product/system.
Section 3.1.2, Section 3.1.3, and Section 3.1.5The SOW specifies a minimum download speed of 100 Mbps per room and upload speed of 20 Mbps per room; however, no user concurrency assumptions are provided. Please clarify whether the Government has an expected concurrency rate or oversubscription model that offerors should use when designing and pricing the solution.See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
Sections 2.1 and 3.1.6.1Please provide the Government's structured cabling requirements and preferences for all new cable installations. Specifically, please confirm the minimum cable category required (e.g., CAT6, CAT6A, or equivalent), preferred cable jacket color, labeling standards, termination requirements, testing requirements, and any applicable installation standards that offerors should follow when developing their proposals.See accompanying Travis AFB Operating Instruction 17-211, Standard Communications Infrastucture and UFC-3-580-01, Information and Communications Technology Infrasttructure Planning and Design for requirements.
Sections 2.1, 3.1.5, and 3.1.6Please identify which dormitory buildings currently lack adequate telecommunications rack infrastructure and will require the installation of new wall-mounted racks, cabinets, or similar equipment enclosures for patch panels, switches, and supporting network equipment. The Air Force policy is to not have non-AFNET equipment/systems sharing the same IDF racks and/or equipment. This project will require the contractor to provide all necessary telecommunications equipment necessary to meet project requirements. Unless specified differently in the documents provided by DoW regarding the intent of the Dorm WiFi.
Sections 2.1 and 3.1.5For Buildings 1314 through 1316, please clarify the intended cabling architecture. Should offerors assume new wireless access point and data cabling will be connected through the existing in-room Leviton distribution enclosures, or should all cabling be homerun back to the applicable MDF/IDF telecommunications space within each building?Homerun back to the applicable MDF/IDF TR.
Section 7 and Section 9SOW Section 7 states that installation and major maintenance activities shall be performed during normal business hours, Monday through Friday, 0800-1700. Please confirm whether all installation activities are restricted to these hours or whether contractors may perform approved work during evenings, weekends, holidays, or other non-business hours when coordinated in advance with the Government.Hours will be Monday-Friday 0700-1600, unless contractors have base access after hours.
Sections 2.1, 3.1.6, and 3.1.6.1Please confirm the Government's expectations should existing cable pathways, conduits, raceways, or telecommunications spaces be determined insufficient or unsuitable to support the additional cabling required for this project. If new pathways, conduit systems, penetrations, or pathway modifications are required that could not reasonably be identified prior to award, will such work be treated as outside the scope of the fixed-price proposal and addressed through an equitable adjustment or contract modification?Contract modification.
SOW Sections 2.1, 2.2, 3.1.4, and Section 6Please provide the precise physical location of the Government-designated network demarcation point(s) for this requirement.Bldg 1318 and Bldg 1317.
1.A site visit was held on 17 August 2026. Can the Government provide site visit minutes, a question-and-answer summary, or a list of clarifications issued during that visit? Will this information be shared with all prospective offerors via amendment? These RFI's cover all questions during site visit.
2.Can the Government provide a complete list of all 17 dormitory buildings, including: (a) building number or name, (b) street address, (c) approximate number of rooms per building, and (d) current occupancy status during the planned installation period?Yes emailed. Buildings will be fully occupied.
3.Who provides the upstream internet service (ISP/backhaul) to the dormitory campus? Is the contractor responsible for procuring and maintaining the ISP connection, or does the Government provide internet bandwidth that the contractor's network connects to? If Government-provided, what is the total available bandwidth? The government will only provide the fiber links between the dorms. See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
4.Does existing telecommunications infrastructure (coaxial or ethernet cabling, conduit, patch panels, network switches, or communication rooms) exist in any of the 17 buildings? If so, can the Government provide an inventory of what is available and its current condition? The existing patch panels and switches are dedicated for the surveialance camera system only. 60 CES has some of these documents available. Regarding existing ISP equipment, the 60th Communications Squadron does not have this information. It would be held by the previous companies that installed the ISP equipment.
5.The SOW states that as-built drawings 'can be made available to the offeror upon request.' Can the Government provide as-built drawings for all 17 buildings showing room layouts, existing conduit/cable routes, and telecommunications room locations? If yes, can they be provided immediately given the proposal deadline?Emailed.
6.Buildings 1331 and 1332 are newly renovated and require new cable pathways. Can the Government provide additional detail on the scope of pathway work needed in these buildings -- specifically: (a) approximate linear footage, (b) pathway type (conduit, cable tray, or surface raceway), (c) whether core drilling or structural penetrations are required, and (d) whether a separate construction permit is needed?Emailed. We have existing run/access of data line for each room. We would only allow drilling and minor works if placing their equipment inside COMM room but not to the extent that 3rd party Internet provider would run their own conduit all the way to the dorm units.
8.The SOW states there is no loading dock at the dormitory buildings and the contractor must accommodate unloading at no additional expense. Are there designated parking or staging areas near each building where equipment can be temporarily stored between installation phases? Are there any restrictions on staging time or equipment storage on Government property? No restrictions other than no parking on active streeet.
9.CLIN 0001 is listed as 'Base Year - Free Wi-Fi Network and Installation' with a quantity of '12 Months + 1 [Job].' Should the one-time installation cost be priced as a separate line item from the recurring monthly service fee, or is the Government expecting a single blended monthly price that amortizes installation over the base year? How does the Government want the installation cost structured within CLIN 0001?CLIN 0001 will be kept as one CLIN with install and service rolled into one singular service. For pricing Contractors can provide the individual price of each seperately for government review.
10.The contract base year commences 1 November 2026 and the Go-Live date is also 1 November 2026. Given the proposal deadline of 27 August 2026, what is the anticipated contract award date and Notice to Proceed (NTP) date? How many calendar days will the contractor have between NTP and Go-Live to complete installation and testing across all 17 buildings?CLIN 0001 will be kept as one CLIN with install and service rolled into one singular service. For pricing Contractors can provide the individual price of each for government review. The intent would be installation starts at contract award or within a 10 days. the idea would be to include install and service because the service costs cannot be incurred until the services starts. so CLIN 0001 will cover install and the service provided.
11.The SLA requires 99.9% network uptime and mandates response within 1 hour and resolution within 4 hours for service disruptions. Does the Government expect the contractor to maintain permanently-stationed technical staff at or near Travis AFB throughout the contract period, or is remote monitoring with on-call local dispatch acceptable for initial response?Remote monitoring with on-call local dispatch is acceptable.
12.Is there a requirement for uninterruptible power supply (UPS) or battery backup systems to protect network switches and access points? If UPS is required, what is the minimum backup runtime expected?1 hour.
13.Does the 99.9% uptime SLA and the 100 Mbps per-room minimum speed requirement apply to each individual room simultaneously (i.e., 1,212 rooms each receiving a dedicated 100 Mbps at peak load), or is this a best-effort speed per room consistent with commercial broadband standards?See documents provided by DoW regarding the intent of the Dorm WiFi for reference. This is best effort speed per room, not simultanously.
14.At contract expiration or if option years are not exercised, does the installed networking equipment (access points, switches, cabling, conduit) transfer to the Government at no additional cost, or does the contractor retain ownership and responsibility for removal? What is the disposition plan for installed equipment at the end of the contract?Government owned at no additional cost.
We request an extension to the quote due date by two weeks from the release of questions & answers to provide sufficient time for offerors to provide a complete, compelling, and compliant offer. We are requesting a quote ASAP due to end of fiscal year quickly apporaching.
Is this a brand new contract OR is (was) there an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?Brand new requirement from DoW.
Will the incumbent provider(s) be required to remove their equipment, or will any in-place equipment, cabling, or head-end be made available to the awardee? If removed, who is responsible for removal and when?Previous equipment would have been COMCAST and/or BOINGO provided. They will not be required to remove equipment because some residents use them for high speed internet.
Can the current network design be provided that shows where the existing internet circuit is installed and how it supports each building?Previous equipment would have been COMCAST and/or BOINGO provided. Each line goes from IDF to every other resident room.
Are existing horizontal cable runs (Cat6) in place to each individual resident room, or only to common areas / IDF closets? Is there fiber available for use between each building to the main demarc location where Internet is provided to the base?Previous equipment would have been COMCAST and/or BOINGO provided. There is fiber connecting the buildings. If it is insufficient to meet WiFi needs the contractor would need to purchase/install new fiber or reach an agreement with existing ISP for use.
Is existing conduit, cable tray, J-hook, and riser pathway available between the building demarc/MDF, the IDF/telecom closets, and resident rooms, and may the awardee use these pathways for new cabling and access-point home runs?Previous equipment would have been COMCAST and/or BOINGO provided. The same pathway can be used , but not cabling, unless an agreement is reached between new ISP and existing ISP for use.
Can the government provide the address of the commercial internet demarcation point?Bldg 1318 is the demarcation point.
Will the Government provide current as-built drawings, floor plans, riser diagrams, and structured-cabling drawings for all dormitories?Yes. Emailed
Is a captive portal required?Yes.
Do you have any existing Wi-Fi network infrastructure in the buildings for Dorm Internet Services, or does this require all new infrastructure installation including CAT-6 cable run?Previous equipment would have been COMCAST and/or BOINGO provided. New Cabling would be needed for a new ISP, unless an agreement is reached between new ISP and existing ISP.
Are the buildings already Fiber or Ethernet linked together, which has the demarcation point for circuit drop, would you require any new fiber-optic cable run, what are the distances apart from one building to the other?Previous equipment would have been COMCAST and/or BOINGO provided. There is fiber connecting the buildings. If it is insufficient to meet WiFi needs the contractor would need to purchase/install new fiber. Each building grouping of 2 buildings are 100 ft apart.
PW= LVW082426At least two SSID for student/personal devices and IoT & gaming devices.
Do you have any ISP company that is preferred provider for Internet services for the Base or is it optional to contractors? No preference
Would there be any requirement for wired Ethernet ports in the buildings? As long as minimun speeds are met, no preference or requirment needed.
Do you have any desirable brand (OEM) equipment for this network? No
Does the U.S. Government hold title to the cabling, cabinets, and network equipment currently installed throughout the dormitory buildings, or does that infrastructure remain the property of the incumbent contractor? If incumbent-owned, will it be removed prior to contract award, or may it remain in place for potential reuse by the new contractor?60th Communications Squadron has ownership of AFNET cables, cabinets and equipment in the dormitories. Boingo also owns some hardware in IDF's which is used by residents that perfer that ISP for a charge. Their equipment will remain in place.
Is the contractor responsible for procuring and providing the internet uplink (ISP/WAN backhaul) to the dormitory campus, or will the government provide a WAN handoff point with a government-furnished internet circuit? If the contractor must procure ISP service, are there preferred or approved providers on base, or any base-level restrictions that limit which ISPs can operate on the installation? The government only provides the fiber links between the dormitories. All others shall be provided by others or the offeror.
What are the current conditions of the IDF/equipment rooms in each building — specifically, are they climate-controlled, and do they have sufficient power capacity and rack space to support new networking equipment? If upgrades to power or HVAC are required, is that within the contractor’s scope of work?60 CES response needed regarding power. The new dormitories (1317, 1318, 1331 and 1332) have a climate-controlled system. The other (older) dorms do not. ISP equipment would need to be in a separte rack from AFNET equipment. If more power or cooling is needed to maintain system, then it is required for installation. Currnet ISP equipment is Boingo, which is paid by residents that buy interent from them.
May the awarded contractor reuse existing cabling, racks, enclosures, wall boxes, fiber, coax pathways, or related infrastructure if the infrastructure passes testing and supports the PWS requirements? This belongs to another company. No
If reuse is allowed, what testing, labeling, documentation, or certification is required before existing cabling or infrastructure may be accepted for use?Fluke Networks or Optical Time Domain Reflectometers (OTDR).
What fiber currently serves each dormitory building, including strand count, fiber type, termination location, available spare strands, owner, and whether it may be used for this service? All building are connected by fiber. If fiber is available it can be used. If no fiber is available it would need to be purchased/installed by the contractor.
Is new outside plant fiber, inter-building fiber, or riser fiber required, or should offerors assume existing fiber/pathways are available unless confirmed otherwise? All building are connected by fiber. If fiber is available it can be used. If no fiber is available it would need to be purchased/installed by the contractor.
Should each dormitory have its own ISP handoff, or may service be aggregated through a central headend/main communications location?Service must be aggregated through a central headend/main communications location.
The PWS lists 1212 total rooms. Are common areas such as lounges, net cafes, game rooms, laundry rooms, study rooms, and shared spaces included in that count, or are they in addition to the 1212 rooms? The common areas are in addition to the 1212 rooms. Common areas are outlined on emailed plans.
Does the Government require one wireless access point per room, one wireless access point per Airman, or a design that meets the PWS performance and coverage requirements regardless of AP count?See documents provided by DoW regarding the intent of the Dorm WiFi for reference.
What is the expected maximum occupancy per room and expected number of connected devices per resident?1 person per room.4-5 connected per user.
Are wall-mounted APs, ceiling-mounted APs, wall-plate APs, or hallway-mounted APs preferred or restricted in resident rooms and common areas?Whatever is easiest/cheapest for minimum speeds. No preference.
