Statement of Work Summary: Travis Dormitory Camera System
This Statement of Work (SOW) details the removal, disposal, and replacement of a non-compliant surveillance camera system at Travis Air Force Base (AFB) dormitory campus, effective June 30, 2026. The contractor must remove 413 existing surveillance cameras and associated equipment from 18 buildings (1304, 1305, 1308, 1309, 1314, 1315, 1316, 1317, 1331, 1332, 1334, 1350, 1351, 1352, 1353, 1354, 1355, and 1356), and install a new National Defense Authorization Act (NDAA) and Trade Agreements Act (TAA) compliant IP-based camera surveillance system with 213 new cameras, including 57 exterior-mounted cameras. The project scope encompasses professional support services, project management, planning and survey activities, equipment installation and setup, and includes CAT 6A cabling infrastructure, three separate viewing stations with 55-inch monitors (or 85-inch as revised), and associated network equipment. Installation locations must ensure compliance with Section 889 of the John S. McCain National Defense Authorization Act of 2019, prohibiting covered telecommunications equipment or services. The contractor must provide all personnel, materials, storage, and supervision necessary to complete the project and dispose of removed equipment through either the Defense Reutilization and Marketing Office (DRMO) at Travis AFB or DLA Disposition Services facility in Tracy, California.
The contractor shall supply system training to dormitory management staff, 60 CES IT personnel, and 60 Communications Squadron personnel prior to project completion, ensuring trained personnel can independently operate the system. The system must retain video for 90 days at 30 frames per second with 5MP minimum resolution for internal cameras and 4K (3840 × 2160) for external cameras, include FIPS 140-2/140-3 rated cameras with day/night and low-light capabilities, and support remote administration over military networks with AES256 encryption. Post-installation warranty coverage must be a minimum of five years from final system acceptance, with the contractor assuming full responsibility for diagnosis, repair, and maintenance upon warranty expiration. Service response times for critical failures are 24 hours and 72 hours for non-critical issues. The contractor must perform semi-annual inspections and annual on-site preventive maintenance, including cleaning cameras, verifying recording functionality, and conducting firmware updates as approved by the Government. Operations hours are 0730-1600 Monday through Friday, excluding federal holidays. An option within the contract permits installation of camera systems in newly constructed buildings 1304 and 1305 if construction is completed within the five-year contract period.
