About this file
This is a Statement of Work (SOW) for a comprehensive camera and environmental sensors upgrade project at Travis Air Force Base dormitory facilities, dated April 27, 2026.
The contractor must remove and dispose of 416 existing surveillance cameras and associated non-compliant equipment from 18 dormitory buildings and install 630 new NDAA/TAA-compliant IP-based cameras (214 additional cameras plus 57 exterior-mounted units), 706 environmental sensors, and associated cabling and infrastructure. The project addresses Section 889 compliance under the John S. McCain National Defense Authorization Act of 2019 regarding prohibited covered telecommunications equipment. The contractor shall provide all personnel, equipment, supplies, facilities, and support services necessary for complete removal and installation. Work includes professional support services, project management, planning with survey and network design, and equipment installation with staging, programming, and testing. Installation will occur by building based on fund availability, with Dorm Management determining the sequence. The contractor must configure all camera fields of view and provide two separate viewing stations with two 85-inch 4K flat panel monitors each (with swivel mounts) located at the Dormitory Management Office (Building 1348) and 60 CES IT Office (Building 899), with software accessible from these locations plus the 60 CS Network Control Center (Building 243). All equipment must support FedRAMP Ready cloud-based video management systems with 24-hour minimum recording at 24 frames per second, 90-day onboard storage at cameras, 4K resolution for external cameras (minimum 5 MP internal), and FIPS 140-2 certification. Environmental sensors must detect VOCs, PM2.5, temperature, and humidity with FIPS-validated cryptography and unlimited cloud archiving. New CAT 6A cabling is required throughout, with all new UPS systems providing minimum four-hour backup runtime. All equipment including cameras, environmental sensors, mounts, and infrastructure requires five-year manufacturer warranty from final system acceptance. The contractor shall coordinate with 60th Communications Squadron for equipment approval, remove old equipment to DRMO or DLA Disposition Services, provide system training to Dormitory Management Staff and 60 CES/60 CS personnel, and deliver a continuity book with operation instructions and final drawings within 30 days of installation. Operating hours are 0730-1600 Monday through Friday, excluding federal holidays and facility closures. Progress meetings occur monthly for minimum one hour. Cisco Certified Network Associate (CCNA) or higher certified personnel must perform installation and configuration activities, with CCIE-level engineering support available for system design and validation.
