About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) dated March 2026, prepared by the 60th Contracting Squadron at Travis Air Force Base, California, on behalf of Air Mobility Command (AMC).
The justification approves a firm fixed price contract award for a new FLUKE Corp 720A Kelvin Varley Voltage Divider to support the 60 Maintenance Squadron's Precision Measurement Equipment Laboratory (PMEL). The procurement is conducted on a full and open competition basis limited to the specified brand name. The statutory authority cited is 10 U.S.C. 3204(a)(1), which permits other than full and open competition when only one responsible source exists and no other supplies or services will satisfy agency requirements. The justification emphasizes that the FLUKE 720A is mandatory to maintain a strict 0.1 part per million voltage tolerance for measurement capabilities and ensure interoperability with existing laboratory infrastructure. AF Metrology and Calibration (AFMETCAL) Headquarters has explicitly authorized only this make and model for the 60 MXS CA/CRL R14, and use of third-party adapters is prohibited due to safety hazards. A Sources Sought notice posted on SAM.gov yielded one response from a large business unable to provide a new unit; the respondent could only offer refurbished equipment, which the mission partner rejected due to past reliability issues with non-FLUKE replacement units. The Contracting Officer is responsible for determining fair and reasonable pricing per RFO Subpart 15.4. The contracting activity commits to continued market research for alternate suitable equipment to overcome barriers to competition.

Department of the Air Force: Justification for Other Than Full and Open Competition
I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: Air Mobility Command (AMC) Contracting Activity: 60th Contracting Squadron (60 CONS/PKB), Travis AFB, CA
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a firm fixed price contract on a full & open competition basis for brand name: FLUKE Corp 720A Kelvin Varley Voltage Divider in support of the 60 MXS Precision Measurement Equipment Laboratory (PMEL). This justification is made on the contracting officer basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
A new FLUKE Corp 720A Kelvin Varley Voltage divider unit. Estimated value is
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
This requirement is a Brand Name specification for the FLUKE 720A Kelvin Varley voltage divider. The 60 MXS/MXMD Precision Measurement Equipment Laboratory (PMEL) currently relies on the FLUKE voltage divider architecture to divide voltages within a strict 0.1 part per million tolerance. To maintain this specific measurement capability and ensure seamless interoperability with existing laboratory infrastructure, the FLUKE brand is essential. Introducing an alternate brand (e.g., IET Labs) would fail to meet existing integration requirements, resulting in a substantial duplication of cost to the Government that is not expected to be recovered through competition.
Furthermore, AF Metrology and Calibration (AFMETCAL) Headquarters has explicitly established that the FLUKE 720A is the only approved make and model authorized on the 60 MXS CA/CRL R14. The use of third-party or "or equal" adapters is strictly unauthorized, as it introduces severe safety hazards to both maintenance personnel and flight operations. Consequently, limiting this procurement to the FLUKE brand name—while still allowing for competition among authorized FLUKE distributors—is necessary to fulfill mission requirements without causing unacceptable delays, introducing critical safety risks, or generating duplicated costs.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Market Intelligence & Efforts to Solicit Competition: A Sources Sought notice was posted on SAM.gov to determine the availability of qualified sources capable of providing the brand name Bauer equipment.
Results/Conclusion: The notice yielded one (1) written responses. Each source was evaluated against the Government's minimum requirements:
Stated they were only capable of providing refurbished FLUKE voltage divider. The mission partner stated they require a new FLUKE voltage divider due to reliability issues.

Department of the Air Force: Justification for Other Than Full and Open Competition
Conclusion: The market analysis confirms that the specific FLUKE make and model is the only equipment capable of meeting the Government's minimum requirements without unacceptable cost, schedule impacts, or safety risks
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Market research yielded a total of 1 business who can provide the FLUKE 720A Kelvin Varley Voltage Divider, 0 small businesses and 1 large business. The 1 large business that responded to the sources sought was unable to provide a new unit to meet requirement needs. The mission partner stated it needs to be a new unit from FLUKE due to reliability issues with replacement units in the past from other companies. Based on market research above, this requirement will be brand name with Full & Open competition.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
60 CONS and the Mission Partner will continue conducting market research for alternate suitable equipment.
