About this file
This is a Questions and Answers document for Air Force Solicitation FA442726Q0021, addressing inquiries regarding the removal and installation of commercial refrigeration equipment at 60th Force Support Squadron (60 FSS). The project requires the removal of existing equipment and installation of two Traulsen reach-in coolers (pass-through refrigerators, model RHT132WPUT-HHS) and two Traulsen reach-in warmers (pass-through heated cabinets, model RHF132WP-HHS). The updated offer due date is September 8, 2026, at 12:00 PM (Noon) PST, with quotes to be submitted via email to glody.tukeba@us.af.mil and rachel.gil.1@us.af.mil. The preferred delivery timeline is within 30 Days After Date of Order (ADO), with installation to occur immediately upon delivery. No additional electrical infrastructure, structural alterations, permits, plumbing, or refrigeration piping work is required, as existing facility utilities are suitable for the new equipment. The contractor must remove and dispose of existing units at a designated on-site disposal location, with no specialized disposal receipts or environmental documentation required.
The coolers operate at 115V/60 Hz/1-Phase with 7.6 amps and include factory-attached power cords with NEMA 5-15P plugs, while the warmers operate at 208-230V/115V/60 Hz/1-Phase with NEMA L14-20P plugs. Both units are 83.25" H x 29.88" W x 37.94" D stainless steel pass-through cabinets with half-height solid doors on both front and rear sides, microprocessor digital controls, adjustable shelving, and six-year parts and labor warranties. Doorway dimensions accommodate delivery: the back loading dock measures 83" H x 35" W, and front entrance doors are 83" H and double-wide, with no stairs or obstacles along the delivery path. Offerors may propose equal products meeting all salient characteristics, subject to Government technical evaluation. Prior federal or military references are not required; two relevant commercial refrigeration/foodservice equipment references within the last three years satisfy past-performance requirements. Base access procedures and security coordination will be finalized directly with the contractor upon award.

Questions and Answers Document
Project Title: 60 FSS Reach-In Cooler & Warmer Removal & Installation
Solicitation Number: FA442726Q0021
Updated Offer Due Date: September 8, 2026, at 12:00 PM (Noon) PST
Submission Contacts: glody.tukeba@us.af.mil | rachel.gil.1@us.af.mil
Section 1: Questions and Answers Question 1: CLIN 0003 and CLIN 0004 both appear to describe pass-through heated holding cabinet removal/installation. Should one CLIN instead cover pass-through refrigerator removal/installation?
Response: Yes, that is correct. The two separate CLINs cover both installations: one CLIN is designated for the reach-in cooler (refrigerator) and the other is for the reach-in warmer (heated holding cabinet).
Offerors should bid accordingly.
Question 2: Please confirm that the requirement is for two (2) reach-through warmers and two (2) reach-through refrigerators, including removal and disposal of the existing units.
Response: Confirmed. The requirement consists of two (2) reach-through warmers and two (2) reach-through refrigerators, including complete removal and disposal of the existing units.
Question 3: The SOW references 115V and 208V equipment, as well as 1-phase and 3-phase / 16.2 kW / 45 amps. Please confirm the required voltage, phase, amperage, and circuit requirements for each warmer and refrigerator.
Response: Please refer to the Salient Characteristics section below for detailed individual electrical specifications for both the cooler and warmer units.
Question 4: Please confirm whether the intended models are Traulsen RHF132WP-HHS warmers and RHT132WPUT-HHS refrigerators, each with two doors front and two doors back and half-height solid doors.
Response: Confirmed. The baseline models are the Traulsen RHF132WP-HHS warmers and RHT132WPUT- HHS refrigerators. Full specifications are detailed in the Salient Characteristics section below.
Question 5: If an "equal" product is proposed, please identify the salient characteristics and the required process for submitting an equal-product technical comparison or approval request.
Response: Proposed "or equal" products must meet or closely match all salient characteristics listed below.
All alternate proposals are subject to Government technical evaluation following quote submission.

Question 6: Please confirm that existing electrical connections and utilities are suitable for the new equipment and that no new circuits, panel work, permits, structural modifications, plumbing, or refrigeration piping are anticipated.
Response: Confirmed. Existing electrical connections and facility utilities are suitable. No additional electrical infrastructure, structural alterations, permits, plumbing, or piping work are anticipated.
Question 7: Please confirm whether the Government requires any specific disposal receipts, recycling documentation, property-transfer paperwork, or environmental documentation for the removed equipment.
Response: No specialized disposal receipts or environmental paperwork will be required from the contractor. A designated on-site/base disposal location will be provided.
Question 8: Please confirm the Government's preferred delivery window, unloading point, on-site storage location, and whether the contractor may deliver all equipment before the installation date.
Response: The preferred delivery timeline is within 30 Days After Date of Order (ADO), with equipment installation to occur immediately upon delivery.
Question 9: Please confirm the required lead time, forms, identification, background checks, training, vehicle registration, and escort requirements for contractor personnel and delivery vehicles.
Response: Base access procedures and security coordination will be finalized directly with the contractor upon award.
Question 10: For the Contractor Responsibility Verification, will two similar commercial refrigeration/foodservice equipment references within the last three years satisfy the past-performance requirement, or does the Government require prior federal or military references?
Response: Prior federal or military references are not strictly required. Two relevant commercial refrigeration/foodservice references within the last three years are fully acceptable.
Question 11: Please confirm the required quote submission email addresses, any page or file-size limits, and whether the Vendor Information form and Contractor Responsibility Verification must be submitted as separate signed attachments.
Response: Quotes must be submitted via email to glody.tukeba@us.af.mil and rachel.gil.1@us.af.mil. The Vendor Information form and Contractor Responsibility Verification form must be completed, signed, and submitted as separate attachments.
Question 12: Please confirm whether the offer due date remains September 4, 2026 at 3:00 PM local time and advise whether any amendments or updated attachments have been issued.
Response: The offer due date has been updated to September 8, 2026, at 12:00 PM (Noon) PST. This document constitutes Attachment 4 (Q&A; Document / Solicitation Amendment).
Question 13: What are the width and height dimensions of all doorways through which the equipment will need to pass?
Response: The back loading dock doorway measures 83" H x 35" W. The front building entrance doors measure 83" H and are double-wide.
Question 14: Are there stairs or obstacles along the path from the entry point to the installation location?
Government Response: Negative. There are no stairs or structural obstacles between the delivery entry and installation location.
