About this file

This Statement of Work (SOW) details an Audio/Visual (A/V) Equipment Upgrade project for the 60th AMW/CCT ACCE Conference Rooms at Travis AFB, California. The project requires upgrading A/V systems in three rooms (1021, 1026, and 1033) with new technology infrastructure, including network-based AV signal decoding, HDMI source conversion, PTZ cameras, microphones, control panels, speakers, and switches. The systems must support both unclassified (NIPRNet) and classified (SIPRNet) networks, with room 1033 being NIPRNet-only.

Key requirements include installing Crestron and QSC equipment, providing wall and table-mounted touch panels, implementing cable management, and ensuring comprehensive system functionality. The contractor must complete the project within 90 days of contract award, provide a 2-year warranty, and conduct initial system training within 7 days of final acceptance. The equipment lists for each room are detailed, specifying exact quantities and part numbers for decoders, encoders, cameras, microphones, speakers, switches, and control systems. The project emphasizes creating an intuitive, high-quality A/V experience with universal accessibility and network integration.

60th AMW/CCT ACCE Conference Room Audio/Visual (A/V) Equipment Upgrade

Statement of Work (SOW)

Description: Services non-personal, the contractor shall provide all materials, parts, equipment, personnel, and labor to update the 60th AMW/CCT ACCE conference rooms. The contractor shall provide and install new audio-visual equipment for the conference rooms located at 400 Burgen Blvd., Building P-3 ACCE main conference room 1021, our alternate conference room 1026, and our additional classroom in room 1033, Travis AFB CA. The equipment that is currently installed in room 1021 is outdated and past its life expectancy as well as the need for new systems in rooms 1026 and 1033. The current system in room 1021 is connected via unclassified Network (NIPRNet). The new systems for rooms 1021 and 1026 will need to be able to support both (NIPRNet) and a classified network (SIPRNet). The new system for room 1033 will support (NIPRNet) only. This is a “brand name or equal’ request.

1. SCOPE:

1.1. DESIGN BUILD PROJECT: For this project we require the technological equipment in conference room 1021 to be upgraded and new systems installed in room 1026, and 1033. The project will involve the installation of modern A/V equipment by certified A/V installers, including upgraded speaker systems, microphone systems, presentation devices, and video conferencing systems. We also require multiple control systems for all the devices to include the capability to advance and retract the slides being displayed on both monitors. (The main control system at the podium and secondary at the main seat of the conference room table for Rm 1021, and 1033 with a single unit at the main seat of the conference room table for Rm. 1026). Both existing displays for Rm 1021 will be synced together and the system must have the capability to plug in visitors’ laptops as well as transition between (NIPRNet) and (SIPRNet) when required. The new system for room 1026 must have the capability to plug in visitors’ laptops as well as transition between (NIPRNet) and (SIPRNet) when required. The new system in room 1033 will be a (NIPRNet) only system and must have the capability to plug in visitors’ laptops.

1.2. Installation needs to include all cabling, CAT6a and/or specialty, to support A/V devices and network connectivity within each conference room and all system programming, testing, and audio equipment, room tuning, input/output gain staging, noise reduction, and optimized speaker balancing for voice and media clarity within each room. For room 102, the new system must include integration with two (2) existing displays in that room.

2. WORK SITE CONDITIONS:

2.1.The Contractor is authorized to utilize reasonable quantities of available electricity and water at the work site. Any alterations to utility characteristics must always adhere to conservation practices. The Contractor is responsible for all connections and restoration to initial conditions.

Work shall be performed from Monday to Friday, excluding holidays, between 0800 to 1600 hours. All requests for work that fall outside of business hours shall be approved by the Government.

2.2.At the close of each workday, it is the Contractor's duty to ensure the cleanliness of the work area. This entails the disposal of any accumulated waste materials and debris, as well as undertaking any necessary tasks to maintain a tidy appearance throughout. The old electronics and cabling and/or wiring will be separated and shall be disposed by the government through its normal channels. The Contractor must securely place all disposable items described above in a manner to abide by the OSHA standards and lightweight debris in designated waste receptacles to prevent it from being blown away to other areas.

2.3.Contractor is responsible for moving furniture in the way of job site if needed, and to put furniture back in place after project has been completed.

3. DESCRIPTION OF WORK

3.1.Deliver and install integrated, interconnected, multi-zone A/V systems that, through the contractor’s inventive design, provide an exceptional, cutting-edge video and A/V experience to 60 AMW/CCT ACCE conference rooms. The system should prioritize universal accessibility, featuring an intuitive user interface tailored to enhance usability for both staff and facilitators using the conference rooms. All equipment, software, and accessories necessary for the execution of this project must be vetted through the 60th Communications (60 CS) Wing Cybersecurity Office (WCO). Any major network equipment components utilized (Switches, Routers, Controllers, Cameras, etc.) and software must be listed on the applicable Department of Defense Information Network (DoDIN) Approved Products List (APL) located at https://aplits.disa.mil/processAPList.action, Common Criteria product list located at https://www.commoncriteriaportal.org/products/ or Air Force Evaluated Products List (EPL) located at https://usaf.dps.mil/teams/eao/lists/cotsgots%20software/epl.aspx. The equipment, software, and features/functions must comply with all Air Force and DoD Information Assurance (IA) rules, regulations and Section 889 Policy requirements in Acquisition.gov. SIPRNet connectivity will be handled by the 60 CS.

3.2.The necessary components encompass, but are not restricted to: removal and consolidation of existing A/V components will be dismantled and relocated to an off-base location determined by the contractor. Any old electronics and cables will be disposed of by the Government Agency.

3.3.The project entails the installation and integration of various updated A/V components to enhance the technological capabilities of the conference room space. As a part of the request for proposal/quote process, the contractor will propose products and a design that considers site layout.
