STATEMENT OF WORK (SOW)

Remove and Replace Building P1 Entry Control System

General Information

1. GENERAL: This is a non-personnel services contract to remove and replace the Entry Control System in building P1. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to remove and replace P1 Entry Control System as defined in this Statement Of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The existing Entry Control System is in-operatable and require a new computer server and software. The Entry Control System is required to properly secure building P1 which is the facility for the Integrated Deployment and Readiness Cell (IDRC), Deployment Control Center (DCC), and Individual Protection Equipment (IPE).

1.3 Current Incumbent Contractor: N/A

1.4 Objectives: Remove and Replace building P1 Entry Control System with a new economically efficient computer sever and software. The system shall only accept the Common Access Card (CAC) and support minimum of 100 users.

1.4.1. Existing equipment:

1.5 Scope: The Contractor will install a new server and Department of Air Force (DAF) approved software. The contractor shall use the existing infrastructure. Currently there are 16 Bridgepoint card readers. The Bridgepoint card readers shall be use if it is compatible with the new software. If the new server and software is not compatible with the Bridgepoint readers, then all 16 readers shall be replaced with compatible readers and the Bridgepoint readers shall be disposed. The Contractor shall be a manufacture certified technician on the proposed system. The Contractor shall engineer, furnish, install, and test newly installed equipment to industry and/or Original Equipment Manufacturer (OEM) specifications. The Contractor shall install a computer server, software, and replace and dispose Bridgepoint readers.

The 60 CS shall verify the proposed equipment meets Air Force compliance before being approved to purchase.

The Contractor’s design proposal shall contain the following information: A PDF drawing showing the building floor plan with the new Entry Control System.

Upon completion of project, the Contractor shall provide training to users in building P1. Upon completion of training, trained personnel shall, at a minimum, be able to demonstrate their ability to operate as required without Contractor’s assistance.

1.6 Period of Performance: The period of performance shall begin 60 days after receipt of award and shall be completed within 30 days unless otherwise approved by the Contracting Officer. The Contractor shall comply with NFPA 70 during performance period to avoid workplace injuries.

1.7 General Information

1.7.1 Recognized Holidays: The contractor will not perform any services on the following Holidays, or the accompanying Air Mobility Command Family Days listed below:

1.7.2 Hours of Operation: The contractor is responsible for conducting business, between the hours of [0800-1600] Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Military exercises, inclement conditions caused by Mother Earth, civil unrest resulting in base closure, etc. are considered inherent government delays. The Contractor will be notified as soon as possible if any delays are anticipated. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.7.3 Place of Performance: The work to be performed under this contract will be performed at E 21st, building P1, Travis AFB, CA 94535.

1.7.4 Type of Contract: The government will award a Firm Fixed Price contract.

1.7.5 Security Requirements: Contractor personnel performing work under this contract shall not employ any personnel presenting potential threats to the health, safety, security, general well-being, or operational mission of the installation and its population during the execution of the project. Compliance with AFI 91-202, The U.S. Air force Mishap Prevention Program, is mandatory for the Contractor.

The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.7.6 Special Qualification: The Contractor shall be a firm which is regularly and professionally engaged in the business of the applications, installation, and testing of the specified computer and software solutions. The Contractor shall demonstrate experience in providing successful entry control system maintenance within the past 3 years of similar scope and size. All key personnel shall be employed by the Contractor at the date of issuance of this solicitation, or if not, have a commitment to the Contractor to work on this project by the date that the bid was due to the Contracting Officer.

1.7.7. Standard Products: Provide new materials and equipment that are products of manufacturers regularly engaged in the production of such products which are of equal material, design, and workmanship. Products shall have been in satisfactory commercial or industrial use for 2 years prior to bid opening. The 2-year period shall include applications of equipment and materials under similar circumstances and of similar size. The product shall have been on sale on the commercial market through advertisements, manufacturers' catalogs, or brochures during the 2-year period. Where two or more items of the same class of equipment are required, these items shall be products of a single manufacturer; however, the component parts of the item need not be the products of the same manufacturer unless stated in this section.

1.7.8 Alternative Qualifications: Products having less than a 2-year field service record will be acceptable if a certified record of satisfactory field operation for not less than 6000 hours, exclusive of the manufacturers' factory or laboratory tests, is furnished.

1.7.9 Material and Equipment Manufacturing Date: Products manufactured more than 1 year prior to date of delivery to site shall not be used, unless specified otherwise.

1.7.10 Delivery and Storage: Provide protection from weather, moisture, extreme heat and cold, dirt, dust, and other contaminants for equipment placed in storage.

1.7.11 Environmental Requirements: Connecting hardware shall be rated for operation under ambient conditions of 32 to 140 Degrees Fahrenheit and in the range of 0 to 95 percent relative humidity, noncondensing.

1.7.12 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer (CO), Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.7.13 Government POCs: Primary, Nathaniel O. Middleton, 707-424-3557; Secondary, SMSgt Daniel J Jirsa, 707-424-1302.

1.7.14 Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0800 - 1600, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons. Qualifications for all key personnel are listed below:

1.7.15 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Travis Air Force Base is designated as a closed base. In order to promote security and safety, all employees desiring access must adhere to installation entry requirements, to include identity proofing and vetting. This includes a National Crime Information Center (NCIC) and California Law Enforcement Telecommunication System (CLETS) check.

The contractor will ensure all employees possess proper credentials allowing them to work in the United States and ensure illegal aliens are not employed and/or transported onto the installation. Identification required for identity proofing follows:

United States Passport Permanent Registration Card/Alien Registration Receipt Card (Form I-1551) Foreign Passport with a temporary (I-1551) stamp or temporary (I-1551) printed notation on a machine-readable immigrant visa.

Employment authorization document that contains a photograph (Form I-766) Current/valid Driver’s License Identification card issued by Federal, State or local Government U.S. Coast Guard Merchant Mariner Legacy Card U.S. Coast Guard New Merchant Mariner Credential

Additional supplemental sources of identity proofing which maybe requested during increased Force Protection Conditions (FPCONS) or Random Antiterrorism Measures (RAMs) include, but are not limited to:

School identification card with photograph U.S. Military or draft record Native American Tribal Document U.S. Social Security Card issued by the Social Security Administration (SSA) Certification of Birth Abroad issued by the Department of State (Form FS-545 or Form DS-1350) Original or certified copy of a birth certificate issued by a state, county, municipal authority or outlying possession of the United States bearing an official seal.

U.S. Citizen ID Card (Form I-197) ID Card for use of Resident Citizen in the United States (Form I-179) Unexpired employment authorization document issued by the Department of Homeland Security (DHS) which includes, a) Form I-94 identifying the holder as an asylee, or b) other documentation issued by DHS or the former Immigration and Naturalization Service that identifies the holder as an asylee, lawful permanent resident, refugee or other status authorized to work in the United States incident to status.

Foreign Military or Government Identification Credentials Foreign passport with a current arrival-departure record (Form I-94) bearing the same name as the passport and containing an endorsement of the alien’s nonimmigrant status, if that status authorizes the alien to work for the employer. In the case of a non-immigrant alien authorized to work for a specific employer incident to status, a foreign passport with Form I-94 or Form I-94A bearing the same name as the passport and containing an endorsement of the alien’s nonimmigrant status, as long as the endorsement has not yet expired and the proposed employment is not in conflict with any restrictions or limitations identified on the form.

1.7.16 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.7.17 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.7.18 PHASE IN /PHASE OUT PERIOD: To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the 30 day phase in/ phase out periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.

PART 2

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

2. GOVERNMENT FURNISHED ITEMS AND SERVICES:

2.1. Services: The Government will not provide any services for this contract.

2.2 Facilities: The Government will furnish facilities and utilities to the Contractor such as light, heat, ventilation, electric current, and outlets for use by installation personnel. Facilities and utilities will be provided as specified in the Site Survey Report. Facilities will be readied prior to arrival of Contractor personnel and be provided at no cost to the Contractor. The Contractor shall provide required temporary utilities, which are not readily available in the work area. The Contractor shall coordinate, through the on-site COR, any requirement before temporary disconnection of a utility. The Contractor shall submit a request in writing to the on-site COR 14 days in advance of the necessity of utility disconnection.

2.3 Utilities: The Government will provide utilities in the facility for the contractor’s use in performance of tasks outlined in this SOW. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

2.4 Equipment: The Government will provide computer server, uninterrupted power sources, access to fax and printing devices as required. The government provided computer server will be a stand alone server and will not connect to Travis network.

2.5 Materials: The Government will provide Operating Rating Procedures and Policies as required.

TECHNICAL EXHIBIT 1

Overview of Work to Perform The Contractor shall install a computer server, new software, and replace Bridgepoint readers (exhibit 1-1), only if the readers are not compatible with the new server and software proposed to install in building P1 on Travis AFB, CA.

Exibit 1-1:

a. 74-01-2003 EntryPoint Dual-Interface Reader FIPS201/CAC.

b. Two (2) Factor Dual Interface Reader with Keypad EntryPoint

c. Dual-Interface Readers function with most legacy access control systems, enabling your agency to remove and replace a legacy PACS to interoperate with all government issued credentials.

d. This Reader supports ISO 7816 contact cards and 14443 contactless cards and can be configured to submit PIN to Card (per FIPS-201 Standard) or Pin to panel.

e. The Reader can also be switched between 1-Factor (only insert card) and 2-Factor (insert card and enter pin) operation by line control from the PACS pan

f. Terminal Block & RJ-45 Connectors with Wiegand, RS-485 and Mag Stripe Communication

g. Forward compatible, flash programable via RSC-232-Com
