TECHNICAL SPECIFICATIONS FOR 21st AIRLIFT SQUADRON

Upgrade the Squadron Auditorium

TRAVIS AFB, CA

Statement of Work (SOW)

The 21st Airlift Squadron has a requirement to maintain proficient, combat capable airmen.

Purpose of the requirement is to have combat ready aircrew to support the Combatant

Commanders’ objectives in the next conflict. To be effective in this, we need to have the capability to connect live to SIPR in our auditorium space. This upgrade will serve both SIPR and NIPR live connection requirements.

Description: A single contractor will provide procurement, labor/install, connection and service for this project and its components.

Salient Characteristics: Refer to the List of Materials.

Will the contractor have to be in accordance with any AFMAN, AFI or any other regulations? Yes. We must submit the required paperwork to the 60th Contracting Sq for review and approval.

Qualifications/Certifications: N/A

Delivery Requested: Delivery and Install shall occur within 30 days after date of award.

1. SCOPE OF WORK:

a. DESIGN BUILD PROJECT: The auditorium technology upgrade project will involve the installation of modern audio-visual equipment, including a projector upgrade (4K), speaker systems, microphone systems, wireless presentation, video conferencing, and control systems.

Additionally, electrical works, cabling, and fabrication of LED wall support will be undertaken to support the new technology infrastructure.

2. WORK SITE CONDITIONS:

a. The Contractor is authorized to utilize reasonable quantities of available electricity and water at the work site. Any alterations to utility characteristics must always adhere to conservation practices. The Contractor is responsible for all connections and restoration to initial conditions.

b. Prior approval from the Squadron Commander is required before any utilities are interrupted.

Requests for utility interruption must be submitted in writing by the Contractor at least 10 days in advance. Interruptions should preferably be scheduled on weekends or U.S. holidays to minimize impact on squadron activities.

c. Work shall be performed from Monday to Friday, excluding holidays, between 0800 to 1600 hours. Weekend or holiday work may be requested by the Contractor with a minimum of 10 days advance notice, subject to approval by Squadron Commander.

d. Adequate toilet facilities in the vicinity of the work site shall be available for Contractor use. The

Contractor is responsible for maintaining cleanliness and hygiene standards when using these facilities.

e. At the close of each workday, it is the Contractor's duty to ensure the cleanliness of the work area. This entails the disposal of any accumulated waste materials and debris, as well as undertaking any necessary tasks to maintain a tidy appearance throughout. The Contractor must securely place all lightweight debris in designated waste receptacles to prevent it from being blown away to other areas.

3. WORK DESCRIPTION

a. Deliver and install an integrated, interconnected, multi-zone A/V system that, through meticulous and inventive design, provides an exceptional, cutting-edge video and audio experience for customers. The system should prioritize universal accessibility, featuring an intuitive user interface tailored to enhance usability for both staff and facilitators. All components should be seamlessly bundled into a streamlined and efficient design while meeting SIPR restrictions for

Wi-Fi/Bluetooth/etc.

b. The necessary components encompass, but are not restricted to:

i. Removal and Consolidation of existing A/V components will be dismantled and relocated to an off-base location determined by the contractor.

ii. The project entails the installation and integration of various cutting-edge audiovisual components to enhance the technological capabilities of the auditorium space.

iii. Final system will allow for clear visual indications to both presenter and audience on whether microphone is muted or not muted (e.g., green vs red lights).

iv. Both Secure and Unsecure Video Teleconferencing capability (CODEC, SVTC, VTC capabilities). System needs to be able to seamlessly connect to the DoD’s Secure GVS system as well as connect speakers, microphones, cameras, and displays to a NIPR and/or SIPR computer for computer-program-based video conferencing (e.g., MS Teams, Zoom).

v. A centralized control panel with touchscreen and intuitive presets. Also, built in NIPR and/or

SIPR laptop on podium station (seamless connection to microphone, speakers, camera, and screens).

vi. Dedicated input from external “SIPRGuard” system that houses an always on SIPR system.

(This will be installed behind the projection screen, and a connection pass through needs to be installed from A/V input system to “SIPRGuard.”)

vii. A/V system will allow for multiple sources to be displayed to the various 5 screens; 1 main projector screen, 4 ancillary screens (2 facing audience & 2 facing presenter from the rear).

• clarity for the 5 screens in how they would be employed:

o When not in use, the 4 ancillary screens will “hide” within the ceiling in a seamless way to not detract from the aesthetic design of the auditorium.

o The primary purchase of the rear facing screens is for the presenter to see the slide deck while facing audience & to see the VTC members who are logged in remotely.

o The primary purpose of the audience facing screens is to complement the primary screen (e.g., while main screen has content, ancillary screens have virtual participants, or if main screen has virtual participants, then ancillary screens have content).

viii. Microphone array will ensure no echoing and clear pickup of any audience member in seats or presenter at podium or the stage.

ix. Adjustable Camera system (with optical zoom) needs to be able to showcase both the audience (and members speaking in the audience) with a front-based camera and a rear-based camera that showcases the presenter. Camera controls/presets must be easy to use at the podium. Must be HD, but ideally 4K.

x. A seamless way to quickly switch/merge multi-input content without resetting system. (e.g.

Roland V-8HD 8-channel HD Video Switcher). Helps maintains audience attention.

4. List of Materials - ALL MATERIALS SHALL BE COMPATIBLE FOR USE IN A SIPR ENVIRONMENT (no Bluetooth, no Wifi, etc):

a. Purchase and Installation of Four (4) New 65" TVs, or equivalent, on side walls in

Beeliner Hall.

b. Purchase and Installation of Two (2) Fold Down Type TV lifts, to be installed on Window side of Beeliner Hall due to accessible ceiling height. Purchase and Installation of Two (2) Lower Down and Turn Type TV lifts, to be hallway side of Beeliner Hall enabled by accessible ceiling height. Purchase and Installation of a new Projector (4K) in Projector room.

c. Installation of New Power Receptacles to Support New TV Locations.

d. Purchase and installation of Two (2) New Video Conferencing Cameras.

e. Purchase and Installation of new AV conferencing Bridge to support and control multiple VTC Cameras.

f. Purchase and Installation of Four (4) New Digital Clocks to indicate Classified or Unclassified Communications.

g. Purchase and Installation of 7 New Video Encoders and Decoders, or equivalent, to enable classified and unclassified video and audio distribution from all devices to all displays in

Beeliner Hall.

h. Purchase and Installation of One (1) BluRay Player to Support RS232 Controls.

i. Purchase and Installation of One (1) New 10" TableTop Control Touch Panel. Sized to Support Cameras Control and Image Preview.

j. Purchase and Installation of One (1) New Audio Digital Signal Processor (DSP) and Amplifier to support all audio in BeeLiner Hall.

k. Purchase and Installation of Twelve (12) New 2x2 Ceiling Speakers or equivalent.

l. Removal of all Existing Ceiling and Wall Speakers (approx. 16 ceiling and 5 wall).

m. Purchase and Installation of Air Media player, or equivalent. This would replace the apple

TV but is a commercial grade wireless presentation appliance with controls to be built into the control pad.

n. Purchase and installation of two (2) 2x2 tracking Ceiling Microphone, or equivalent, to cover the entire conference room. One to be installed in the center of the seating. One to be installed between the stage and lectern.

o. A SIPR-compliant RF remote that allows for slide progression from anywhere in the room on any connected NIPR/SIPR device. Primary method is via Microsoft PowerPoint.
