About this file
This document contains a set of questions and answers regarding a federal contract opportunity for the 9th Air Refueling Squadron (ARS) to upgrade their auditorium's audio-visual equipment. The key details are:
The contract requires the installation of a modern audio-visual system, including a video wall display, speaker system, microphone systems, wireless presentation, video conferencing, and control systems. Electrical work, cabling, and fabrication of LED wall support will also be required. The government is seeking proposals that are compliant with SIPR requirements and can integrate with a SIPR laptop. The existing screen size is approximately 16 feet wide by 6 feet tall, and the room dimensions are 32 feet wide by 48 feet long. A site visit will be scheduled for vendors to review the existing infrastructure. The government is open to considering equivalent or upgraded equipment beyond the specific models mentioned in the Statement of Work.

1. Can the government provide the measurements of the current rear projection screen?
Existing screen is approximately 16 feet wide by 6 feet tall.
2. In the SOW it notes – 12 – Samsung Thin Bezel LED monitors. In what configuration would the government like the monitors? i.e., 6x2 Six across, 2 down.
Landscape format to roughly match the existing screen. A 4 across by 3 down or equivalent to achieve a landscape monitor.
3. Does the government desire a larger video wall than the current size of the rear projection screen? Will require more construction.
No. Current screen is su icient for existing size of auditorium.
4. Does the government desire video teleconferencing? PTZ Camera, Ceiling microphone
No. The Government does not require Video Tele Conference in this auditorium.
5. Do we need to follow TAA Compliance, JTIC, or APL for the equipment?
Unknown. The user is unfamiliar with these acronyms.
6. How many sources in the room for presentation ? With a large video wall, you can show multiple sources.
The government requests at minimum two HDMI inputs which are able to show simultaneously on the presentation screen.
7. Do you have the dimensions for the existing rear projection screen?
Existing screen is approximately 16 feet wide by 6 feet tall.
8. Could we get photos of the inside of the electrical panels so that we can see if there are any spare breakers?
See Attachment 1.
9. The SOW states that you want to use (12) Samsung VM55B-U, do you know what configuration you want to use? 6 across and 2 down or 4 across and 3 down ? Are any of these monitors spares?
The Government desires landscape format to roughly match the existing screen. A 4 across by 3 down or equivalent to achieve a landscape monitor is desired. Additionally, the Samsung VM55B-U is not a requirement; the government is willing to consider suitable equivalent equipment or upgraded equipment.
10. Is there somewhere on base that we can dispose of the existing equipment at?
The government has a dumpster on the grounds which can accept non-hazardous waste. The government also has a recycling dumpster on the ground which can accept approved recycling materials. The government is not able to accept hazardous waste, and the contractor must be prepared to dispose of hazardous was properly. In all cases, the contractor is responsible for removing waste from the jobsite to the nearest available and suitable approved disposal site.
11. I see that there is something mounted inside the lectern/podium. What is that device?
The government is unfamiliar with the image you are referencing. The government desires a podium which can control the new system from a single location, and which has an HDMI input where a laptop computer can be easily linked to the new system.
12. What equipment are you planning on reusing?
The government does not require to re-use equipment; however, various pieces of equipment are on-site and may be serviceable. The government will show those pieces at the site-visit.
Additionally, already installed are stereo loudspeakers and subwoofers – see attachments 2-4.
13. in the list of materials quantities aren't mentioned with some items. Therefore, shall we assume qty:1?
The government is unfamiliar with this particular reference but is happy to answer the requirements question at the in-person site visit.
14. Can you please provide the dimensions of the stage and the wall where the screens and equipment will be installed? If available, could you share the architectural drawings of the space?
Existing screen is approximately 16 feet wide by 6 feet tall. Existing stage is approximately 24 feet wide by 8 feet deep, and approximately 8 inches high. No architectural drawing are available from the user; 60 CES may have structural drawings, though this building was built in the early 1990s.
See attachments 5-6 for photos of room layout.
15. Is it possible to set up a site visit prior to the submission of the RFP?
Yes. Government will publish a date for on-site visitation.
16. Additionally, could you clarify the following: "Electrical works, cabling, and fabrication of LED wall support will be undertaken to support the new technology infrastructure."
Are you seeking to ensure seamless installation, or are there specific requirements for special trims?
The government seeks seamless installation. The existing presentation screen will need to be removed, covered, or otherwise rendered invisible to create a seamless integration of a new modern video presentation system. See attachments 5 through 6 for a photo of the existing screen and the room at large.
17. Could you please confirm the expected start date for the project?
The government seeks to start the project as soon as possible.
18. 1. Would you be able to supply existing plans for that portion of the property?
No architectural drawing are available from the user; 60 CES may have structural drawings, though this building was built in the early 1990s.
19. If no plans can be provided, would you be able to tell us where the electrical would be coming from and how the existing wall is framed?
The government cannot provide specifics on electrical wiring as the user is not trained for this task.
Vendor is welcome to review the structure’s design and see the electrical set-up during the site-visit.
20. Is this a load bearing wall?
The government cannot provide specifics on load bearing as the user is not trained for this task.
Vendor is welcome to review the structure’s design on the site-visit.
21. Because this is a federal project would a permit already be in place for this work?
The user cannot provide specifics on a permit as the user is not trained on the permit process. 60 CONS, in liaison with 60 CES, may provide more information on the permit process.
22. if a new wall and electrical work needs to be provided by the a/v integrator. Would you have any intel on if this is the situation?
The government will open the facility for a site-visit for vendors to review the existing infrastructure.
The existing presentation screen will need to be removed, covered, or otherwise rendered invisible to create a seamless integration of a new modern video presentation system. See attachments 5 through 6 for a photo of the existing screen and the room at large.
23. Please provide dimensions of the opening for the existing screen.
Existing screen is approximately 16 feet wide by 6 feet tall.
24. Please provide closest viewer distance and furthest viewer distance from the screen.
The closest viewer is approximately 12 feet from the screen. The furthest is approximately 42 feet from the screen.
25. Please provide overall room dimensions or floor plan drawing.
The room is approximately 32 feet wide by 48 feet long.
26. Please provide floor to ceiling dimensions.
The ceiling is variable because the room slopes like a movie theater. An average height is approximately 11 feet tall.
27. What is the purpose of the DM-TXRX-100-STR HD? Is this receiving a streaming source or generating a streaming source?
The government is not familiar with the DM-TXRX-100-STR HD and will accept equivalent or upgraded equipment. The purpose of the new audio-visual system is to provide seamless integration of audio video equipment in order to present high-definition audio and video.
Equipment which meets this intent will be considered.
28. Please clarify the preferred video conferencing platform.
No video conferencing technology is requested or desired.
29. Please identify any owner furnished components, such as video conferencing codecs, PC’s, cameras, etc. that require integration with the AV system.
The government will routinely integrate HDMI-outputs from laptop computers and APPLE TV systems.
30. Other than wireless presentation, what are the other source inputs that are required?
The government does not require wireless presentation. The government requires HDMI integration.
31. How many channels of wired/wireless microphones are needed and their type? i.e.
Gooseneck, handheld, LAV etc.
The government requests a gooseneck wired microphone at the podium and two wireless handheld microphones with range throughout the entire auditorium. Please note that the system must be SIPR compatible. If wireless microphones render the system incompatible with SIPR, these may be removed from proposals.
32. Is there a requirement for a presenter confidence monitor?
Yes, the government requires a presenter monitor, installed in the roof of the auditorium, and facing the stage. An example exists in the 6 ARS, Travis AFB Building 183.
ADDITIONALLY, the government requires that all proposals be compliant with SIPR requirements and meet government requirements for SIPR protocols. The government will routinely connect a SIPR laptop to the new audio-visual system. Therefore, all installed equipment must be certified up to SECRET, and any device which can transmit or is WIFI enabled (i.e. smart TVs) may not compatible.
