1. The 60th Contracting Squadron at Travis Air Force Base intends to establish a Firm Fixed Price contract for CATM Cleaning & Maintenance Services for the 60th Security Forces Squadron.

3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.
4. This combined synopsis/solicitation is being issued as a Request for Quotation (RFQ) with solicitation number FA4427240042.
5. A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02 effective 22 January 2024, Defense Acquisition Circular 20231222 effective 22 December 2023, and Air Force Acquisition Circular 2023-0707 effective 7 July 2023.
6. The North American Industry Classification System (NAICS) code for this solicitation is 562910- Remediation Services. The small business size standard is $25 million.
7. The contractor shall provide CATM Cleaning & Maintenance Services under a Firm Fixed Priced contract in accordance with (IAW) attached Performance Work Statement (Attachment 1). The following table contains the description of requirements for the Contract Line Item Numbers (CLIN) items to be acquired and the date and place of the delivery and acceptance and FOB point.

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.
The proposal shall be complete, clear, concise and include sufficient detail for effective evaluation.
Responses to this RFQ shall strictly adhere to the requirements set forth below. Submissions that do not adhere to format and content requirements may be considered non-responsive. The Government reserves the right to eliminate any such proposals from consideration for award. The proposal shall not contain any extraneous information such as advertisements, or marketing information.
Submit quotes consisting of 4 sections below:
Section I – Administrative Information Section II – Past Performance Information Section III – Price Section IV – Technical Plan
Section I – Administrative Information:
Offerors shall fill out the combined synopsis solicitation document FA442724Q0042 to include the Offeror's name, address, telephone number, CAGE code and points of contact (POCs) authorized to negotiate with the Government on the Offeror's behalf, and a statement confirming the Offeror is willing to hold its prices firm for at least 120 days from the date specified for receipt of offers.
Offerors shall be registered in the System for Award Management (SAM) with the appropriate NAICS Code and shall not have any Active Exclusions listed within SAM. If the Offeror is currently registered in SAM with completed representations and certifications, include an affirmation statement that these representations and certificates are current, complete, and accurate as of the date proposals are due.
Section II – Past Performance Information Attachment 2 – Past Performance Questionnaires (PPQs). The PPQ may be sent directly to the Contracting Specialist from either the Offeror or the Offeror’s Reference.
Attachment 3 – Past Performance Reference List. Offerors shall submit up to 3 references by completing Attachment 3 with information they consider relevant in demonstrating their ability to perform the requirements in this RFQ.
Additionally, Past Performance information will be obtained by the Government using independent Government sources, to include: Contractor Performance Assessment Reporting System (CPARS), System for Award Management (SAM.gov), as well as the local contracting files and the Contracting Officer's knowledge of each Offeror’s past performance.
Section III – Price Offerors shall fill out the combined synopsis solicitation document FA442724Q0042 to include pricing.
Ensure price per service is rounded to the next cent and the total amounts for each deliverable are correct including the overall total amount. Errors in amounts in may deem quotes nonresponsive.
Section IV – Technical Plan Offerors shall provide a brief technical plan/approach to describe how they are planning on fulfilling the required effort.
FAR 52.212-2 Evaluation—Commercial Products and Commercial Services.
The Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Past Performance
(ii) Technical Evaluation
(iii) Price
Prior to evaluation, the Government will rank all quotes from lowest to highest and begin evaluation from the lowest quote.
i. Past Performance:
Evaluation of past performance will include past performance information obtained from any suitable source such as Past Performance Questionnaire (PPQ) (Attachment 2), Past Performance Reference List (Attachment 3), CPARS, SAM.gov, local contracting files and Contracting Officer’s knowledge of each Offeror’s past performance. See past performance confidence levels below.

The Government is looking for a quote that receives Substantial confidence. If Substantial Confidence is received, the evaluation board will evaluate the technical plan. If Substantial Confidence is not received, the evaluation board will begin evaluating the next quote.
ii. Technical Evaluation:
The evaluation board will review the technical plan and determine whether the Offeror’s technical approach is acceptable or unacceptable, in accordance with the PWS.
Rating Description Acceptable The offeror submitted a quote that has all required documentation stated in the solicitation and meets all the requirements in the Performance Work Statement (PWS).
Unacceptable The offeror did not provide a complete and accurate quote IAW PWS.
The Government is looking for a quote that receives Acceptable Technical Plan. If a Technical Plan deemed to be acceptable, the evaluation stops and the offeror is selected. If the plan is not acceptable, the board will begin evaluating the next quote.
iii. Price: All prices will be determined by multiplying the quantities by the proposed unit price for all CLIN to confirm the extended amount or the total amount. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be evaluated based on the requirement and the evaluation criteria to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. Responses should contain your best terms, conditions.
The quote that receives Substantial Past Performance Confidence rating and Acceptable Technical Plan at Fair and Reasonable Price will be selected for award.
Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Products and Commercial Services (Nov 2023), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.

13. CLAUSES/PROVISIONS BY FULL TEXT
52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021)
The Offeror shall not complete the representation in this provision if the Offeror has represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in the provision at 52.204-26, Covered Telecommunications Equipment or Services- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items.
(a) Definitions. As used in this provision—
“Covered telecommunications equipment or services”, “critical technology”, and “substantial or essential component” have the meanings provided in clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition. Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
Contractors are not prohibited from providing—
(i) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.
(d) Representation. The Offeror represents that it □ will, □ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.
(e) Disclosures. If the Offeror has represented in paragraph (d) of this provision that it “will” provide covered telecommunications equipment or services”, the Offeror shall provide the following information as part of the offer—
(1) A description of all covered telecommunications equipment and services offered (include brand; model number, such as original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable);
(2) Explanation of the proposed use of covered telecommunications equipment and services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph
(b) of this provision;
(3) For services, the entity providing the covered telecommunications services (include entity name, unique entity identifier, and Commercial and Government Entity (CAGE) code, if known); and
(4) For equipment, the entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known).

FAR 52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES-
REPRESENTATION (OCT 2020)
(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".
(c)(1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.
(2) After conducting a reasonable inquiry for purposes of this representation, the offeror represents that it □ does, □ does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services.
