Question & Answers #1 January 14, 2013

Questions and Answers #1

Renovation of Building 237 Bay D, E & F

1. Q: The included attachment specification labeled Atch 1 Bay D appears to be a copy of and is labeled Atch 1 Bay E. Was that copy included in error or are they the same specification for both bays?

A: Each bay has its own specifications. Corrected specs will be uploaded.

2. Q: There are three different specification packages included in the solicitation. Is it the intent that specifications for all bays or CLINs are identical?

A: Each bay has its own specifications. Corrected Specs will be uploaded.

3. Q: On drawing sheet G-002 there are references in the General Notes to Bid Options 1 & 2.

There are no Bid Options indicated in the Section B. Are there any Bid Options to be included in the Pricing Proposal?

A: No. Bay D G.002 Bid option 1 is for FF&E which is not included in contract (NIC). B02

Intrusion Detection System (IDS) is not included in contract (NIC). However, note indicates power is included in this proposal.

4. Q: If Bid Option 1 is to be included, the FF&E package will need to be provided.

A: Bid options FF&E is not included in contract (NIC). See response to Q3 & Q6

5. Q: If Bid Option 2 is to be provided, Specification will need to be provided for the Intrusion

Detection System.

A: Bid options are not included. (See response to Q3 & Q6)

6. Q: Drawing Sheets E-101 and E-102 include the Intrusion Detection System scope of work and IDS Legend & Notes. Is the Intrusion Detection System part of the base bid, a Bid Option or

NIC?

A: Bay D DWG G.002 includes a Bid Option 2 Intrusion Detection System (IDS) which is not included (NIC). DWG E101 and E102 included the IDS legend and notes in case it was to be included. However, note indicates power is included in this proposal.

7. Q: At various places on the drawings (G-002, A-101, and A-600) there is reference to a SID

Binder. No SID Binder appears to have been included in the Solicitation package. Will that be provided or is it NIC?

A: The SID is not included in contract (NIC) therefore the SID binder will not be provided.

8. Q: Section B CLINs indicate a total Performance Period of 460 calendar days. Page 17 FAR

Clause 52.211-10 indicates a total Performance Period of 550 calendar days. Please clarify this discrepancy. Is the intent of the longer FAR clause completion time to allow for preparation and approval of deliverables, contractor scheduling and mobilization prior to NTP for CLIN 1?

A: Each Bay has a separate performance time (Bay F corrected to read 270 via amendment

0002) which equal 540 plus 5 days for each separate NTP to be issued for Bay E & F which equals 550 calendar days.

9. Q: Drawing Sheet A-600, Door Remarks Item 3 mentions an "Intercom and Surveillance

Camera". Please clarify this note. Is this part of the FF&E package?

A: The intercom & surveillance cameras are part of IDS option & not included in this project. See answers to Q3 & Q6.

10. Q: The Plans state that the "Drawings, Specifications and SID Binder Illustrate the scope of work". What is the SID Binder and where can it be found?

A: The SID is the Structural Interior Design Binder and contains samples of the interior finishes and detailed floor plans. This document will be uploaded. See Answers to Q3 & Q6.

11. Q: Sheet G002 refers to Options 1 &2. The Price Sheets provided in the solicitation does not have Line Items for the Options. Please advise whether these options are no longer part of the bid or if a revised Price Sheet will be issued.

A: Sheet G-002 for Bay D does list 2 bid options under General Notes. Bid option 1 is for

FF&E (furniture). Bid option 2 is for the IDS equipment and accessories. However, note indicates power is included in this proposal. See Answers to Q3 & Q6.

12. Q: Can the most relevant contracts performed be extended to be within the past five (5) years in lieu of three (3) years?

A: No. IAW Regulations, Past performance must have occurred within the last three (3) years.

13. Q: Do the most relevant contracts performed to be listed have to be one hundred percent complete.

A: No. Contracts performed do not have to be completed. They can still be active contracts.

14. Q: Can you please advise if only companies who are 100% Small Business can bid the project?

A: Requirement is 100% small business set-aside as indicated in FAR Clause 52.219-6.

15. Q: Where can you check if you are small business?

A: You can check the Small Business Administration Website http://www.sba.gov

16. Q: Also can you please provide engineers estimate?

A: The Engineers estimate is For Official Use Only and cannot be provided to an offeror.

17. What is the Protection Level (PL) for Bay D first floor (PL2, 3 or 4)?

A. The Intruder detection system for Bay D is NIC. See Q3 & Q6.

18. Q: Is there going to be a SCIF in the protected area.

A: The plans provided indicate that interior of the Bay will have additional materials installed to secure the area. Please base your bid on the plans and specs provided.

19. Q: Is access control required for Bay D.

A: Please refer to Sheet A-600, note 3 under Door Remarks for access control.

20. Q: We are not able to find the SID Binder referenced on the contract drawings. It is implied that the interior finish information is provided therein. We cannot find any specifications for the window treatment noted on the floor plans as being available in the SID binder. Please provide this missing information.

A: SID document will be uploaded http://www.sba.gov/

21. Q: The equipment schedule on sheets M-001 calls for Carrier 48TC equipment. These are of the same configuration of the existing Carrier units with the supply air (SA) and return air (RA) duct flange connections on the end of the unit. The RFP also specifies that the equipment must comply with the Buy American Act. For the Carrier 7.5-ton units at Bay D and Bay F, no problem exists. However, Carrier no longer makes a 5-ton unit in the United States. The 5-ton units are now manufactured in Mexico. The Buy American Act can be met for the 5-ton unit using equipment (from another manufacturer) with the SA & RA flanges on the side of the units.

The side discharge configuration is standard on most units. Unfortunately, with these units, there does not appear to be enough space available in the Bay E yard. Some of the yard walls may have to be moved and a new housekeeping pad would be needed to use an alternate style of equipment. Would the one 5-ton Carrier unit manufactured in Mexico be acceptable?

A: We purchase equipment from Carrier which is made in Mexico and the US plants. FAR

52.225-11(b) states that The Buy American Act restrictions are waived for designated country construction materials and Mexico is listed.

22. Q: In Section 23 74 33. 00 4, Part 2 Products 2.1.1 Packaged it states “Provide evaporator coil that is nonferrous construction with copper plate fins per inch mechanically bonded to copper tubing.” Is this a Copper, Copper Evaporator Coil? i.e., does this mean copper fins as well as the copper tubing?

A: Copper plated coils used in evaporators are not all copper; the fins are aluminum which is copper plated for corrosion control.

23. Q: Please clarify the level of the Secure Room in Bay F2? In the documents provided us, I only find a combo lock on the door and a White Noise Generator above the ceiling at the entrance door. The existing mechanical ducting does not appear to get special treatment for sound transmission from the secure area. We want to verify there is not a specification section or a note somewhere requiring everything entering or leaving the secure room to meet a DOD

Security Level which requires a lot of special material, equipment and effort to meet.

A: Base your bid on what is provided in the plans and specifications.

24. Q: In the specification documents for Bay D file, 0-3_FA4427-12-R-0108

Atch_1_Bay_D_Specifications.pdf, the cover page is titled, "Renovate Building 237, Bay F" and the Technical Specifications states Bay E, in the header on the Table of Contents page and Bay E in the footer of the additional pages. Is this correct specification to be utilized for Bay D?

A: Correct specs will be uploaded.

25. Q: Can the Quality Control Manager assume the responsibilities of the SSHO and

Superintendent?

A: The QC and Superintendent should be separate individuals. Either one can assume the additional role of SSHO

26. Q: Per the Pre-Renovation Lead and Asbestos Survey for Bay D references Bay E in lieu of

Bay D. Is this the right survey report?

A: The Survey provided was performed for Bays D, E and F and is the same for all three projects. References are made on each sheet where the samples were taken from and their results.

27. Q: Per the 1442 form the acceptance period is 180 calendar days. Most suppliers will not hold pricing for 180 calendar days and the max is 90 calendar days. Can the acceptance period be reduced to 90 calendar days?

A: The acceptance period is to allow sufficient time for the Government to accomplish source selection and at this time will not be changed.

28. Q: Per plan sheet G-002, general note 2 states "contractor shall remove, palletize and deliver

DRMO (located at Ragsdale and Hickam) all existing furniture and modular office partitions.

Perform a walk-through to determine quantity and location". What is the distance from the project site to the delivery location? Is the contractor responsible for unforeseen damages to the furniture and partitions?

A: The distance from Bldg. 237 to DRMO on base is about a half mile. The contractor is responsible for any damage incurred during the disassembly or transport of the furniture and partitions. The contractor is not responsible for any pre-existing damage but any damages noted should be reported to the Contracting Officer prior to disassembly or transport.

29. Q: Upon review of the attached documentation, specifically plans and specifications, it appears that interior finishes are not specified. Material types (i.e. carpet, VCT, laminate, etc.)

are listed on the plan finish legends, but that seems to be the extent of it (unless I am missing it somewhere in the documentation). Who is responsible for the selection and specification of interior finishes? Is this service provided under separate contract, in-house or by the contractor awarded the project? Please clarify.

A: Corrected Specs will be uploaded.

30. Q: Lead & Asbestos survey, drawings and specs do not give quantities of materials to be abated, for purposes of bidding please provide minimum quantities to be abated.

A: Refer to the Pre-renovation Lead and Asbestos Survey listed as an attachment entitled

“Limited Industrial Hygiene Survey” to each specification. Use this with the plans provided to determine the quantities involved in asbestos & lead abatement.

31. Q: Bay D drawing G002 refers to a bid option # 2 for "Intruder detection system" however there is no reference to it in the specs. Please provide specs for Intruder detection system; also is there a preferred system Travis AFB uses?

A: Refer to drawings E-101 and E-102 for IDS Legend and Notes. Bay D Drawing G-002

Option # 2 is not included in contract (NIC). However, note indicates power data connection and mounting backing is part of this requirement. Refer to etc.

32. Q: The specifications are miss- labeled; please stipulate which specification is for Bays D, E

& F.

A: Corrected Specs will be uploaded.

33. Q: There are numerous referrals to the "SID Binder", this was not included in the solicitation documents, please advise where this may be accessed.

A: SID document will be uploaded.

34. Q: Bay D drawing A-101 note 5, refers to security bars for windows, there is no division 05

00 00 Metals section included in the specs, what are the material and finish is requirements for the security bars?

A: Refer to Bay D specs Section 05 50 13, para. 2.3 for information regarding the Window

Security Bars. Obtain the latest copy of specifications from contracting.

35. Q: On the Bay D drawings, Sheets E-102 and E-102 (Partial First Floor Plans), under the

IDS Legend & Notes, Note 1 states "all devices are by Advantor Systems Corporation" and Note

2 states "installation, wiring and cabling shall be in accordance with Advantor Systems

Corporation requirements." Can you provide a point of contact for Advantor Systems

Corporation?

A: Advantor POC Jeffrey Whirley, SVP 800-ADVANTOR Ext 6917.

36. Q: At the job walk it was mentioned that all FF&E will be excluded from this contract. Can you please clarify what is considered FF&E for purpose of this contract? IE: Will all desks/furniture be removed prior to demo by others? On sheet A-121 for bay D and F a motorized screen and projector are mentioned and referenced to FF&E package. Will this be handled by others outside of the requirements for this contract? Is there an FF&E package list we can refer to so we are sure not to bid out any items that should not be included?

A: The FF&E is NIC. The FF&E is basically all of the new furniture and office accessories including the motorized screen and projector. These items will be purchased under a separate contract. Please note that all pre-wiring and related receptacles and switches are to be included in the proposal.

37. Q: Are any of the existing partitions scheduled for removal to be salvaged?

A: Refer to note 2 on Sheet G-001 for each set of plans (Bay D, E and F) for specific instructions regarding the furniture and partitions.

38. Q: If we submit a proposal as a joint venture with our joint venture agreement both parties of the joint venture may submit up to 5 past performance references correct?

A: If a Joint Venture agreement is provided both parties may submit up to five (5) past performance references.

39. Q: Will past performance for key personnel obtained from previous work history be considered?

A: See Section M, Basis for Contract Award paragraph D.

40. Q: Could you please provide a Manufacture and Model of the Existing Fire Alarm System at the Travis AFB Building 237 Bays D, E & F1/F2?

A: Per Section 28 31 74.00 20, para. 1.3, the existing interior fire alarm system was manufactured by M-2 Fire Alarm System. See specifications for further details.

41. Q: Could you please provide a Manufacture and the Circuit Breaker Types for the Existing

Electrical Panels at the Travis AFB Building 237 Bays D, E & F1/F2?

A: The information you requested is not available. Contractor may verify onsite after award.

Refer to plans and specifications for more details.

42. Q: Could you please confirm if this project has a SCIF area?

A: The renovations are not specifically identified as a SCIF. Base your proposal on the information provided in the plan and specifications.

43. Q: Could you please provide the protection level of the intrusion detection system in Bay-D, is it Protection Level 2, 3 or 4?

A: The IDS is NIC. Base your proposal on the information provided in the plans and specifications.

44. Q: Does the FA panel in Bay D have a spare IDC zone?

A: Base your proposal on the information provided in the plans and specifications.

45. Q: On the Tele/Data portion of work, will the contractor be required to provide/install the cabling, termination, device ports, etc. or will the Base Telecom provide/install?

A: The contractor shall provide the cover plates, junction box and conduit running within the walls up to 6" above the suspended ceiling. User will coordinate the installation of the wiring which shall be plenum rated with 60CS.

46. Q: I don’t see furniture in this scope of work other than fixed cabinets. Will there be any furniture purchased directly by TAFB for this project?

A: Furniture is not included in contract. See Q36.

47. Q: We are not able to find the SID Binder referenced on the contract drawings. It is implied that the interior finish information is provided therein. We cannot find any specifications for the window treatment noted on the floor plans as being available in the SID Binder. Please provide this missing information.

A: SID document will be uploaded.

48. Q: We are going to have one key subcontractor. They were the key subcontractor on all five of the projects we are listing for our past performance. Since we would be the respondent (i.e., their contract was with us), do they need to submit past performance questionnaires?

A: Refer to Section L and Section M for information concerning submission of Past

Performance Questionnaires.
