TRAVIS AFB - SABER
SECTION 01800
SPECIAL CONDITIONS
I. GENERAL
1.1 REQUIREMENTS INCLUDED

I. Housekeeping, in general.
1.2 EXCAVATION PERMIT
A. No excavation of any kind will be performed prior to receipt of a completed, duly executed excavation permit, AF Form 103. Excavation prior to receipt of such permit will be at the contractor's risk. Any damage to utilities or other Government property as a result of such excavation shall be repaired or replaced as directed by the contracting officer.
1.3 UTILITY OUTAGES
A. Any utility outages (gas, electricity and water) requested by the contractor shall be submitted in writing no less than 21.working days prior to the proposed outage. The Government reserves the right to reschedule the contractor's proposed outage if deemed necessary.
B. In the event utility outages cannot be performed on any facility due to critical mission impact, the utility outages and any related work shall be performed on non-duty hours. Contractor will be notified of any possible impact two (2) working days in advance.
C. Contractor shall notify Fire Protection Section, telephone number 424-3683, prior to electrical power shutdown of any facility.
1.4 POLLUTION ABATEMENT

A. The contractor shall perform all work in a manner minimizing pollution of air, water, and land, as required. In addition, the following requirements are mandatory.
1. Transporting materials to and from the job site shall be accomplished in a manner preventing materials or particles from becoming airborne. Earth materials shall be wetted or otherwise protected. Gravel, sand, and concrete shall be contained within vehicles to prevent spillage. Any materials dropped or blown off vehicles shall be immediately picked up by the contractor.
2. Facilities, pavements, earth, and sewer systems shall not be polluted by fuels, oils, bitumens, acids or other harmful materials. Surface drainage from construction sites which contain harmful amounts of sediment shall not be allowed to drain onto adjacent areas. All grading shall be accomplished to allow sedimentation to settle out prior to flowing onto adjacent areas.
3. Flushing of concrete trucks shall be restricted to the location specifically designated by the contracting officer.
4. Excess material (i.e., mortar, plaster) shall not be disposed of on Travis
AFB.
1.5 OZONE DEPLETING SUBSTANCES (ODS)
A. Class I Ozone Depleting Substances or products shall not be used or installed during execution of work.
B. The Contractor shall include the following statement on all materiaVproduct submittals:
This product/material has been reviewed by appropriate technical personnel and to the best of my knowledge and belief, it does not require use of Class I, II, or III Ozone Depleting (ODS) identified in the Air Force policy in the performance of this Delivery Order, nor does it require the delIvery of these Class I, II, or III ODS in any item or as a part of any service.
1.6 LOAD LIMITS
A. The contractor shall not exceed load limits placed upon pavement and concrete surfaces on Travis AFB.
1.7 CONTRACTOR PERFORMANCE AT TRAVIS AIR FORCE BASE (TAFB),
CALIFORNIA
A. USAF RESOURCES PROTECTION: The Contractor, while Performing work within the boundaries ofTAFB, shall comply with Air Force Regulation (AFR) 125-37/AFFTC Sup 1, "The Resources Protection Program".

B. BASE ACCESS AND EXIT: The Government reserves the right to direct the use of specific entrance(s) and exit(s) to TAPB by the Contractor, his/her employees, subcontractors, and suppliers at any time. Such direction for entrance(s) and exit(s) shall in no way change any terms and conditions of this contract.
C. VEHICLES AND EQUIPMENT: The Contractor shall comply with APR 125-37/APFTC Sup I, "Motor Vehicle Traffic Supervision", while performing on TAPB.
The Contractor shall hold such valid licenses, insurance, permits or bonds as required, covering his/her vehicles, equipment, and personnel. The Contractor shall ensure that all vehicles and equipment are in safe mechanical condition and that they meet the safety standards required in accordance with the State of California Highway Code and TAPB inspection policies. .
D. VEHICLE SAFETY BELTS: The Contractor shall ensure that all employees, drivers and passengers, wear seat belts in compliance with the California Vehicle Code, applicable Air Force regulations, J as supplemented, and AFFTC OPLAN 127:.1.
E. FIRE PROTECTION: The Contractor shall comply with the provisions of AFFTC Regulation 92-1, "Fire Prevention and Protection Program", during performance of work at TAFB and at off-base areas under the jurisdiction of the AFFTC.
F. COMMUNICATIONS SECURITY (COMSEC): The Contractor shall, in addition to the requirements set forth in the Department of Defense (DOD) Industrial Security Manual for Safeguarding Classified Information (DOD 5220.22-M), and the COMSEC Supplement thereto (DODS 5220.22-1), comply with the written instructions of the Installation Commander regarding communications security matters.
1.9 VEHICLE AND EMPLOYEE IDENTIFICA nON
A. The Contractor shall provide identification for all vehicles during the performance of the contract. Such identification shall include, but is not limited to, the following information: Contractor Name, Address, Phone Number, etc., and shall be displayed in large bold type letters on the front doors of the vehicles. A complete list of all vehicles to be used on the project, will be furnished to the Contracting Officer within ten '(10) calendar days after receipt of the "Notice to Proceed".
B. The Contractor shall provide to each employee billfold size identification containing the following minimum information: Employee Name, Prime Contractor Company Name or Subcontractor Company Name, if applicable, Name of Superintendent for the project, and Prime Contractor's Office Telephone Number. A complete list of all employees anticipated for the project will be furnished to the Contracting Officer concurrently with paragraph A, above.
1.10 HOUSEKEEPING IN GENERAL

A. Any non-moveable furnishings and equipment within the construction area shall be covered and protected from dust and damage, and restored to original condition upon completion of work.
B. Ensure all rooms are secured and cleaned during the construction period.
