About this file

This is an Evaluation Factors attachment for a Request for Quote (RFQ) under solicitation FA441926Q0020. The document specifies the Government's evaluation methodology for award of a commercial products and services contract based on two primary factors: Price and Technical Acceptability.

Award will be made to the responsible offeror whose technically acceptable quote provides the best value to the Government, with emphasis on the lowest evaluated price among acceptable submissions. The Government reserves discretion to award to other than the lowest-priced quote for higher quality items. Price evaluations will be based on Total Evaluated Price (TEP). Technical evaluation requires vendors to submit information in a secondary document demonstrating how their quoted item meets all Salient Characteristics and minimum solicitation requirements. Technical submissions must be clear, concise, and sufficiently detailed to allow substantiation of claims, including any video segments and resumes that will be reviewed prior to award. Vendors are instructed not to simply restate requirements or provide general statements, but rather to provide convincing rationale explaining how their offer meets solicitation requirements. Each quote will receive a rating of "Acceptable" if it clearly meets minimum requirements and all Salient Characteristics, or "Unacceptable" if it does not clearly meet minimum requirements. The Government will base its evaluation solely on information presented in the offer, assuming no prior knowledge of the offeror's experience. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Price

2. Technical Acceptability

(End of provision)

ADDENDUM TO RFO 52.212-2:

Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1 – Price. The Government will award a contract resulting from this solicitation to the responsible offerer whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item. Prices will be evaluated on the Total Evaluated Price (TEP).

Factor 2 – Technical. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided information from the Salient Characteristics. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” Technical submission must be completed using a secondary document. The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Video segments and resumes will be evaluated prior to award. Quotes shall not simply rephrase or restate the Salient Characteristics or contain general statements such as “Standard procedures will be employed.”

Proposals shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offerers shall assume the Government has no prior knowledge of the offeror’s experience. The Government will base its evaluation on the information presented in the offer.

Rating Description:

“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.

“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation. The quote will be determined technically acceptable if it meets the requirements set out in the Salient Characteristics.
