About this file
This document is an evaluation factors attachment for solicitation FA441926Q0020 that establishes the criteria and methodology for award decisions under Federal Acquisition Regulation (FAR) 52.212-2 for commercial products and services.
The Government will award the contract to the responsible offeror whose technically acceptable quote offers the best value, considering price and other factors. Evaluation uses two factors: Price and Technical Acceptability. For Price (Factor 1), the Government will evaluate quotes on Total Evaluated Price (TEP) and reserves the right to award to other than the lowest quote if a higher quality item justifies the selection. For Technical Acceptability (Factor 2), each vendor's quote receives a rating of either "Acceptable" or "Unacceptable" based on whether the quoted item meets all requirements specified in the Salient Characteristics. An "Acceptable" rating requires the quote to clearly meet minimum solicitation requirements, while an "Unacceptable" rating indicates the quote does not clearly meet those requirements. Technical information must be clear, concise, and sufficiently detailed for effective evaluation and substantiation of claims. By submitting a quote, the vendor accepts all solicitation requirements, and failure to conform may result in the quote being determined not awardable without further evaluation. Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.

SERVICES (NOV 2021)

1. Price
2. Technical Acceptability
(End of provision)
ADDENDUM TO RFO 52.212-2:
Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:
Factor 1 – Price. The Government will award a contract resulting from this solicitation to the responsible offerer whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item. Prices will be evaluated on the Total Evaluated Price (TEP).
Factor 2 – Technical. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided information from the Salient Characteristics. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The Government will base its evaluation on the information presented in the offer.
Rating Description:
“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation. The quote will be determined technically acceptable if it meets the requirements set out in the Salient Characteristics.
