MEMORANDUM FOR RECORD
FROM: 97 CONS/PKA
SUBJECT: FY23 Laundry and Dry-Cleaning Contract Type Clarification
1. This contract is set up as a “indefinite delivery-indefinite quantity” (IDIQ) contract for
Laundry and Dry-Cleaning Services at Altus AFB, OK for the specified duration (base year and four possible option years).
2. The contract price list only provides estimates for work to be ordered under the contract, rather than definitive orders. The quantities provided on the item schedule, the performance work statement, and Attachment 8: Club Linen Supply Estimates are the current Government estimates based on historical usage and any future projections. These are only estimates and actual usages could increase or decrease throughout the life of the contract due to changes in Government requirements.
3. The successful Offeror’s price list will be included in the subsequent contract as firm-fixed prices (FFP). Per FAR 16.202-1, FFP contracts include prices that are “not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract.” The Offeror’s price list represents a fixed amount even if unexpected costs arise.
4. The award will be made using the competitive “best value tradeoff” as described in
Attachment 3 Addendum to 52.212-2. This solicitation award will be based on two factors - past performance and price, where past performance is more important than price. The Government intends to award this contract without discussions, so the Offerors should submit their best efforts to show the contract requirements can be met.
5. Offerors are advised to review the terms and conditions of this solicitation package both in the full text and by reference to the information found at www.acquisition.gov. By law, these terms will be extended to the subsequent award. Any change to these terms and conditions will invalidate the solicitation.
