1. In the Solicitation, pg. 167 of 203, ADDENDUM TO FAR52.212-1, 1. Factor 1 – Price., States “Any offer that fails to cite a price for each item or fails to make an entry that indicates service will be provided at no charge may be rejected as nonconforming to this solicitation.”
What should we enter for the following CLINs and the sequential option years?
0008 Irrigation X069 – RESERVED – 0 MO?
0029 Special Events X086 – RESERVED – 0 EA?
0030 Install Xeriscape X087 – RESERVED – 0 LO?
Please clarify and advise.
Response:
Only the base year of the contract has the quantity as zero for these CLINS. The base year contract should state “No charge with zero requirements.” All option years should show your pricing for these items.
2. CLIN 0016 Prune Shrubs X080 states 9,200 LF of shrubs to prune. Does the 9,200 LF include the shrubs in CLIN 0017 Veg. /Inert Beds X081, or are the Veg. /Inert beds in addition to the
9,200 LF in CLIN 0016?
CLIN 0016 includes the shrubs that are also listed in CLIN 0017. CLIN 0017 has additional requirements for only these areas that includes additional pruning as required.
3. We found a few discrepancies in the numbers between the Appendix A - Workload Estimates and the Bid Schedules/CLINs as follows:

The amounts on the bid schedule are the correct amounts. Appendix A will be corrected for the contract award.
4. This is the first paragraph that refers or states that Appendix B will show or identify locations regarding workload requirements throughout this solicitation. Maps are not provided with this solicitation, maps are a critical tool in estimating a costing for this or any proposal. Please provide

Maps so contractors can refer to it when needed in preparing cost estimates for submission to this solicitation?
Map is attached. We do not have a topography map so they will not be able to see the terrain if they did not attend the site visit.
5. Your description for these two requirements is confusing, as you state limit edging and trimming to certain designated areas. Please clarify your meaning or intentions of edging/trimming requirement.
The specifics that define the "as required" areas are written into the first sentence of each paragraph.
6. When you refer to workload requirements only being accomplished by via issuance of work order, this is IDIQ. CLIN 0007 has Qty 1 / each /, what is the measurement of qty? Leaf removal is dominantly performed in the fall, how often do you intend this service to be accomplished during leaf removal season/annually?
This requirement for leaf removal is issued by work order once each fall, therefore it has a quantity of
1 each.
7. Please clarify any repair/parts that are perform to any irrigation systems on Altus AFB by the contractor are reimbursed, via approval of cost estimate, does it include labor, and specialized equipment if needed. CLIN 0008 has max quantity, so what is qty, how many months, as this is via work order issuance (IDIQ) for the repairs and repairs are un-known at this time so how do want the contractor to price/cost this service? Appendix A and CLIN 0008 acreages DO NOT match 2.29 acres difference.
The Government doesn’t have a list of parts for the systems. The government will repair the system prior to handing it to the contractor for maintenance under CLIN X008. Therefore most parts related to broken sprinkler heads. This CLIN is paid monthly, months that the water is turned on to the system (April to October) and these minor repairs. CLIN X008 doesn’t include larger, more like controllers, pumps and clocks/timers. If these must be replaced, when the contractor must submit a quote and the repair of these items issued by work order under a different funded CLIN. Appendix A has been corrected and will be attached.

8. This section refers to newly sodded area, who is responsible for laying the sod, if other than the contractor that company or individual who laid should be held responsible for the watering of newly laid sod please clarify?
Exemptions for new sod areas from the watering restrictions applies to anyone on base. The contractor will only have to water these areas if a work order is issued to the contractor to also install the sod.
9. Again Appendix B is identified for the identification of semi-improved areas non-airfield and airfield areas, please provide a map so a contractor can access costing to this requirement? In
Appendix A under workload estimate of annual event this service may be required you have 17-
35 which is every week basically. Please review your format for a more realistic clear number for applying cost, is 16-20 which will equate to every other week basically.
The workload estimate is an estimate. The contractor has to determine the actual frequency that will be used for costing this item. Growth rates will be dependent on the amount of rain received.
10. Please provide a map to identify these areas for costing purposes?

11. Weed control is only performed via work order CLIN 0015 has Qty 8 <> unit 0 blank, the way you have the CLIN is a lump sum/cost for 329.2 acres, please review your format. Please clarify as to how the contractor should provide for a cost/price in the CLIN 0015? (per acre / unit qty)
Along with the acres, provide annual events you intend for the contractor to treat for weed control? (Example 329.20 x 1 or 2 or 3 etc!) Also where perimeter fence is in acreage @ 2.48 acres please provide linear footage of fence line, also provide the width of application you will allow for area along both sides of the fence? A Map is needed as well so the contractor can access costing to this requirement!
Contractor should determine their cost estimate for spraying for weeds based off of experience and the total acres (329.2) and divide over 8 months. The requirements for the perimeter fence are spelled out in the PWS as cutting at a height of 7 to 14 inches on the inside of the fence to a minimum clearance of 6 feet from the fence line. Chemicals must not exceed 4 inches from the fence line. The linear footage of the fence is 17,938.13 ft. Contractor shall maintain the height parameters to specifications. Again growth rates will be dependent on the amount of rain received.
12. The service is only performed via issuance of a work order (IDIQ) you have 9082 ln ft. in the Appendix Afor qty, Please provide a Map that shows where shrubs to be pruned are located, 6/1
Attachment 5 so contractors can access costing to this service/requirement? CLIN 0016 has Qty 1 unit each and has 9200 ln ft which does not match the Appendix A, please provide clarification?Also provide an annual event you intend for this service to be performed?
We do not have a specific map for the locations of the shrubs, only the total linear feet. The map shows the areas of improved and semi-improved grounds. We usually issue a work order to trim the shrubs is the spring. Dependent on the growth rates (due to amount of rain received);
we may issue a second work order in the fall to trim the shrubs.
13. The service is only performed via issuance of a work order (IDIQ) you have 14.27 acres in the Appendix A for qty, this is a considerable measurement of quantity.CLIN 0017 shows 2.02 acres this is considerable difference please provide correct Qty, a 12.25 acre decrease as shown in the appendix. Please provide a Map that shows where the related beds are located, so contractors can access costing to this service/requirement? Also provide an annual event you intend for this service to be performed?
A work order may be issued once a month. A Base Map is attached to Amendment 2.
14. A Map is needed as well so the contractor can access costing to this requirement? In Appendix A you state there is 47,550 ln ft. so the contractor needs to see / consider travel time form drainage ditch to drainage ditch as in all other requirements, travel from location to location takes time and time is money, so accessing travel time for costing is a vital element.
Map is attached. We do not have a specific topography map of the drainage ditches. Most are on the airfield, but there are some on the improved area and some on the unimproved area as well.
15. The Appendix A for trimming/pruning g shows a Qty of 22, the pricing/costing CLINs show a total of 25, Please clarify the total Qty number?
Appendix A has been updated. This is issued by tree (Each).

17. The Appendix A for trimming/pruning g shows a Qty of 112.72, the pricing/costing CLINs show a total of 326.72, Please clarify the total Qty number? Also please provide an annual event for policing of beyond the required mow area which we assume is improved grounds. Also need a costing/pricing CLIN per acre for performing this requirement when requested via issuance of a work order.
Policing of area does not have a specific number of events. It covers all area of the improved and semi-improved grounds. It is all tied to base functions that occur on an infrequent basis.
18. You are requesting that a soil test be performed to determine the proper fertilizer/fertilization requirement is performed. Not knowing that test result fertilizer cost can vary, as it may request a certain type fertilizer as well as lime which both could become a un-known expensive cost.
Please provide clarification of fertilizer quantity application and the analysis make up of the fertilizer needed.
The soil test is done prior to fertilizing, so you should know what fertilizer to purchase. The
Government does not provide this information.
19. Will maps/plans be provided of the contract areas prior to the solicitation due date?

20. Line Items 0007 and following years (leaf removal), how are we to price this line item? By acre or by entire cycle?
Leaf removal shows the acreage so that is what the cost should be based off. The frequency is shown in the bid schedule quantity.
21. Line Items 0013 and subsequent years (Unimproved Grounds), how are we to price this line item?
By acres or by entire cycle?

22. Line Items 0016 and subsequent years (Prune Shrubs), how are we to price this line item? By each lf, or by each shrub, or by the cycle?
The prune shrubs shows the linear feet of shrubs so that is what the costing should be based off of.

23. Line Items 0032 and subsequent year (Fertilize and Aerate), how are we to price this line item?
By each acre or each cycle?
The fertilize and aerate shows the acreage so that is what the costing should be based off of. The frequency is shown in the bid schedule quantity.
24. Reference is made to paragraph 1.1.5.2 Maintenance of Irrigation Systems, who will be responsible for the winterization of the irrigation systems?
Once the irrigation system is handed over to the contractor in working order, the contractor is to keep the system in working order until the end of the contract or until the Government imposes water restrictions that end use of the irrigation systems. This includes winterization, the contractor is not responsible for backflows.
25. Will there be a site visit to tour the areas prior to the due date?
A site visit was conducted on 14 May 2015.
26. I have a question regarding the weed control and policing of grounds. On the PWS it states that these services will be required upon issuance of a work order, but both are listed as monthly charges for eight months. Please clarify.

We will not have all areas get the weed control and policing at the same time, therefore we will issue a work order for the areas we want done. Weed control will be "spot" control under the new contract and not all of improved grounds at one time. We are doing a monthly cost since it would be the easiest way to bill for this service.
27. An additional question EOD/Bunkers; Are there any special requirements, are there any restrictions regarding maintenance of the bunkers foot-print/berm, number of bunkers/berm and degree of angle/slopes, There are no restrictions on the bunkers. The contractor just coordinates with the office to gain access to the site. There isnt any current information on the angle/degree of slope of the bunkers.
There are 10 bunkers.
28. Irrigation CLIN 0008 you have Qty 0, unit month, so how do we cost this requirement as you require the contractor to operate systems, monitor them, perform adjust, etc. Repairs are only accomplished after a costing is submitted and approved, which is separate from operational duties.

Once the irrigation system is turned over to the contractor, they are to furnish complete system upkeep. This must be included in your costing. The only items that are not included and will be approved by the Government on a case- by-case basis for repair are those stated in the PWS.
29. This service is by issuance via work order for noxious weeds/plants and or invasive species. Your
CLIN 0015 has 329.20 acres and Qty 8, unit months. Please clarify as to how a contractor should provide costing not knowing the acres requested to treat it can not be priced fairly? --- We have
NO idea as to how many acres your intend to treat via work order ---- Is the entire 329.20 acre to be treat for noxious and invasive plants. ----- Depending on the variety of noxious or invasive plants the chemicals needed could vary as well especially is cost? ----
Assume that the full 329.20 acres can be done each month. The growth will be dependent upon rainfall, we cannot be any more precise. The weeds we get change each year. The only constants seem to be ragweed and tumbleweed. Weeding shall be done by issuance of a work order.
30. This service is by issuance via work order, the CLIN 0017 has Qty 8, unit months plus you are requiring materials to be rendered as a part of this requirement; fertilizer, mulch, perform repairs that could require materials do not know, provide insecticide and product for un-known diseases. Please clarify as to how you intend the contractor to provided costing fairly for you the customer?

The contractor is to perform complete services for these areas to keep them in pristine condition. The contractor should cost accordingly.
31. This service is by issuance via work order, the CLIN 0032 is Qty 1, unit ea which is understood, but if you do not issue a work order and use this CLIN how do we collect the aeration and fertilizer cost an contractor would build into the proposal. Please clarify how a contractor is to cost/price this requirement?
If this service is not issued under a work order, the contractor will not perform the service and therefore will not have a requirement. We do issue work orders for this in the spring each year.
32. Special Events- Unit requested is each; we are needing clarification on what specific services we should provide a price for. For Example “mow improved grounds or mow airfield” would this special event line item be in addition to the acreage cost or are you asking for the actual acreage cost in the special event?
Special Events will be in preparation for an Airshow. That means possibly cutting a portion of the airfield and areas for parking. Rough estimatation: It will not go over 400 acres total.
33. Xeriscaping – What does “LO” stand for we are under the impression it stands for “Lot” and if this is correct then how does Lot pertain to the Appendix E?
Response:
LO stands for lot. Appendix E is the pricing used and billed as a "lot" for all the plantings required.
Lot is just a funding accounting term. That is why there is already a dollar amount in the bid schedule. You will still get paid for all plantings that we request and authorize.
34. We noticed the incumbent was awarded the contract for 2.8 million; however, to date the incumbent has only invoiced for 1.7 million is there significant difference between the current requirements and the new solicitation?
Response:
Contract is an IDIQ, 2.8 million is not guaranteed and is just the ceiling.
