About this file
This is a Determination & Findings (D&F) document for a single-source procurement by the Naval Construction and Civil Engineering Command (NAVCONBRIG) located at Joint Base Lindsey Graham, South Carolina.
NAVCONBRIG is procuring an integrated, high-capacity Fused Deposition Modeling (FDM) 3D printing system lot comprised of 20 Bambu Lab H2C high-performance 3D printers with associated accessories, 40 expansion starter kits, 20 Bambu Lab maintenance packages, and 4 3DXTech FM1 active filament drying systems. This equipment will operate as a unified print farm designed to fabricate tactical signs, plaques, and emblems using sensitive engineering-grade polymers for various Department of Defense commands. The procurement is justified under RFO 11.204(a)(2)(ii) for brand-name requirements, as market research determined that alternative 3D printers and drying systems fail to meet mandatory Navy compliance standards, including Department of Navy Application and Database Management System (DADMS) approval, Navy Information Technology Approval System (NAV-ITAS) authorization for use in correctional facilities, and integrated physical warranty specifications. The Bambu Lab brand is the only 3D printer currently approved and listed on DADMS, and it possesses both DADMS listing and NAV-ITAS authorization for Navy correctional environments. The 3DXTech FM1 Filament Maintainer is the only industrial active-drying cabinet configured with the required 5-to-1 port ratio necessary to support the 20-printer layout without voiding manufacturer warranties or compromising equipment integrity. The document was signed by Taylor K. McDaniel, USAF Contracting Officer, on September 9, 2026.
