About this file
This is a Questions and Answers document for federal contract solicitation FA441826Q0087 regarding the procurement of a Detroit Diesel 8V92T engine for an Aircraft Rescue and Firefighting (ARFF) truck.
The Government seeks the outright purchase of a completely remanufactured Detroit Diesel 8V92T Mechanical engine built to Engine OEM (Detroit Diesel) remanufacturing standards and configured to meet or exceed Vehicle OEM (Teledyne P-23) physical fitment, horsepower, and torque specifications using OEM or better components. The replacement engine is specifically for a 1996 Teledyne P-23 ARFF truck with Vehicle Identification Number AF96L00032 and must be configured to the exact physical, mounting, and performance layout required for this specific vehicle model. The Government will not accept proposals for overhauling an existing engine at a contractor's facility or on-site; only the purchase of a new or completely remanufactured replacement engine is acceptable. Although the Detroit Diesel 8V92T engine has been out of production since 1996, market research and the Brand Name Determination & Findings document confirm that similar contracts for identical replacement engines have been successfully awarded by the USAF within the last three years. A formal amendment reflecting the updated requirements for remanufactured engines will be issued.

ARFF P23 Detroit Diesel 8V92T Engine
Question 1: These engines are no longer supplied as new. We can supply a completely remanufactured and dyno-tested engine. Please advise if this is acceptable.
Answer 1: The Salient Characteristics have been revised to indicate that the Government requires a complete remanufactured Detroit Diesel 8V92T Mechanical engine built to Engine OEM (Detroit Diesel) remanufacturing standards and configured to meet or exceed Vehicle OEM (Teledyne P-23) physical fitment, horsepower, and torque specifications using OEM or better components.
Question 2: “Unfortunately, the 8V92 has been out of production since 1996 and is no longer available as new, or reman. Our only option is to overhaul the existing engine.” Please advise if there any acceptable exceptions for this solicitation.
Answer 2: As noted in Answer 1, the Government has revised the solicitation to accept a completely remanufactured engine built to both Engine OEM (Detroit Diesel) standards and Vehicle OEM (Teledyne P-23) specifications. Proposals to overhaul the Government's existing engine at a contractor's facility or on-site will not be accepted; the Government is seeking the outright purchase of a replacement engine.
Question 3: Do you have the last 6 or the vin or the full engine serial number.
Answer 3: The replacement engine is for a 1996 Teledyne P-23 Aircraft Rescue and Firefighting (ARFF) truck. The Vehicle Identification Number (VIN) is AF96L00032. The engine must be configured to the exact physical, mounting, and performance layout required for this specific vehicle model.
Question 4: I received a query from vendor. Please advise on it how to move further:
"Hello, thank you for your inquiry. We've had several others inquire on this engine / project and unfortunately, the 8V92 is no longer available as it's been out of production since 1996 and not supported any longer."
Answer 4: While the Government acknowledges that the Detroit Diesel 8V92T engine has been out of production for some time, market research and the Brand Name Determination & Findings document (Atch-02) confirm that similar contracts for identical replacement engines have been successfully awarded by the USAF within the last three years. To accommodate the out-of-production status of brand-new units while ensuring full compatibility, the Government has updated the procurement requirements to allow for a completely remanufactured Detroit Diesel 8V92TA Mechanical engine built to Engine OEM (Detroit Diesel) standards and configured to Vehicle OEM (Teledyne P-
23) specifications. The Government will proceed with the solicitation as planned, and a formal amendment reflecting these updated requirements will be issued.
