About this file
This document is a Determination & Findings (D&F) for a single source procurement justification.
The 628th Contracting Squadron at Joint Base Lindsey Graham, South Carolina is procuring one new, unused, and fully assembled Detroit Diesel 8V92 mechanically controlled engine (OEM Part Number 8083-7400 08VF159892) to repair a 1996 Teledyne P23 Aircraft Rescue and Firefighting (ARFF) truck. The procurement is justified as a sole source acquisition under RFO 11.204(a)(2)(ii) (Brand Name) because the particular brand name and engine configuration are essential to maintaining the vehicle's original system configuration and operational safety certifications. The 628th Logistics Readiness Squadron requires this specific OEM-certified Detroit Diesel engine to return the ARFF truck to Fully Mission Capable (FMC) status for continuous airfield rescue and firefighting coverage. Market research confirmed that no mandatory-use sources or contracts exist for this requirement, and while other small businesses were identified as potentially capable (including ATAP, Inc. and American Fleet, Inc.), the specific proprietary nature of this engine and the cost-prohibitive re-engineering required for substitutes make the single source acquisition the only method to satisfy Government requirements without incurring unacceptable operational delays or risks. The Nonmanufacturer Rule does not apply as this is a total small business set-aside valued below the Simplified Acquisition Threshold. The procurement was signed by Taylor McDaniel, GS-13, USAF Contracting Officer, on August 15, 2026.
