About this file
This is a Questions and Answers document for a federal solicitation regarding the installation of a Public Address (PA) system at an Air Force educational facility. The project involves replacing an existing Dukane PA system with new equipment including speakers, clocks, and call buttons distributed throughout the building.
Key project requirements include: the contractor shall provide all operating systems, servers, workstations, and networking equipment; the new system shall operate on a standalone network with no integration to fire alarm or access control systems; the contractor must install equipment in existing electrical closets rather than IT closets; separation of PA cabling from classified network cabling must meet specific distances (6 inches for unclassified, 3 feet minimum for classified); the system shall support interruption of PA announcements and silencing of background music per UFC 4-021-01; UPS backup power must provide 60 minutes of runtime for the server rack; and secure mounting of low voltage cabling per UFC 3-580-01 is acceptable in lieu of conduit. The proposal deadline was extended to 4:00 PM Eastern Daylight Time on September 2, 2026. The contractor must provide a comprehensive Bill of Materials identifying all equipment, components, and materials required for installation. Work inside classrooms is restricted to evening study hours (10:30 PM onwards) with coordination required, while work in hallways, electrical closets, and other spaces can occur during daytime hours. An amendment removed the external PA system CLIN from the contract requirements, and message board requirements have been eliminated, with installed equipment limited to clocks and speakers. The current clock displays measure 6.5 inches diagonal, and replacement clocks shall be similar in size. Storage for up to 20 hardware skids and staging space for cabling and assembly will be provided. Decommissioning of the old system includes removing the rack and equipment, patching vacant wall spaces, and retiring old wiring in place as necessary.

A: Classes end by 5PM. Study hours for the students are from the end of their classes until 10:30PM. We may be able to facilitate specific work during the designated study hours timeframe, but that will require coordination beforehand as to not disrupt the academic training that occurs in the building. These working hours are to specifically address any work that will take place inside the classrooms. Work that will take place in the hallways, electrical closets, attic, and other spaces can be accomplished during the day. Work done during the academic day must be as unintrusive as possible as to not interfere with the academic training.
39. Emergency functionality: Support rapid dissemination of emergency notifications, alarms, and lockdown procedures across all exterior areas - (is this doing with access? are they going to run this through access to go to the pa system to make the audio pick up when button is hit?)
A: The PA system has no connection to access control. Audio pickup is activated by the announcing station after a distress signal is received.
40. Stand alone network operation: The system shall operate on a stand alone network, with all necessary software updates provided by the Contractor as required. The Contractor shall provide all equipment, hardware, and resources necessary to support the operation and maintenance of the Software (if this is stand alone how do they expect to integrate to all other systems?)
A: There are no systems to integrate outside of the bounds of the PA system.
41. Approximately how much cable do we need to run? Are there any existing cables we need to use?
A: KTR shall use the drawings to perform material take-offs for this requirement. Existing conduit and cabling may be reused if they are compatible with the new system and are code compliant.
42. SOW mentioned that we need to Utilize the existing PA software to manage announcements, schedules, and message boards for exterior zones. (What is the brand of the existing PA system or what is the current software?)
A: This was for the UNFONDED CLIN that is no longer required.
43. What is the ceiling height from where we need to run the cables?
A: 9ft
44. Are there existing conduits that we need to use? or we need to provide the conduits?
A: KTR shall use the drawings to perform material take-offs for this requirement. Existing conduit and cabling may be reused if they are compatible with the new system and are code compliant.
