This is a Statement of Objectives for a school intercom system project at Joint Base Charleston's three-story schoolhouse facility located on the Weapons Station side.

The primary objective is to supply and install a centralized public address (PA) and intercom system throughout the interior school facility to replace an outdated system. The system must deliver clear and reliable audio communication to all classrooms, hallways, offices, common areas, break rooms, and auditoriums. Required capabilities include two-way hands-free communication for announcements and emergency notifications; emergency functionality supporting rapid dissemination of alarms and lockdown procedures; integrated scheduling with built-in clock, message board, and bell schedule; standalone network operation with contractor-provided software updates; emergency panic buttons in all classrooms enabling priority communication with the master station and real-time audio monitoring; and expandable interior/exterior capability for future connection to exterior PA systems with selective operation modes.

Contractor responsibilities include conducting site examination and obtaining accurate dimensions, complete removal and disposal of old equipment, providing all personnel and resources for installation and integration, performing comprehensive system testing, training NNPTC personnel on operation and maintenance, ensuring all personnel pass security background checks with submission required six weeks prior to work start, and providing a contractor-determined warranty covering defects in materials and workmanship. Work shall be conducted Monday through Friday from 1400-0530 Eastern Time, with classroom work restricted to 2200-0530 hours, excluding Federal Holidays. The Government will provide escorted access to work areas and may provide storage and assembly space. An unfunded CLIN option addresses exterior PA system installation for parking lots, grass fields, walkways, and outdoor spaces, operating through the interior system software with work scheduled Monday through Friday from 0700-1600 Eastern Time.
