Question 8 - To accurately price the preventive maintenance CLINs, I would need the fleet information referenced in the PWS, including, at a minimum:
• Vessel make and model
• Outboard manufacturer, model, and serial number for each engine
• Current engine hours
• Estimated maximum annual operating hours for each vessel
• Generator make, model, serial number, and anticipated annual operating hours (where applicable)
• Trailer inventory and maintenance expectations
• Any known maintenance history or required service intervals beyond the manufacturers' recommendations
Answer 8 – Vessel, Outboard Engine, Generator, and Trailer make, models, and serial numbers can be found in the PWS Section 8.2 Equipment List. The SFS Harbor Security Boats are projected to run 2,000 hours per engine annually (covering the operational cycle from 01 October to 30 September), whereas the LRS Work Boats are estimated at 20 hours. The maximum annual operating limit for each vessel is set at 2,000 hours, and the onboard generators are anticipated to operate for an average of 400 hours annually within the same October-to-September cycle. For the support trailers, the scope of work requires routine maintenance covering electrical systems, tires, hubs, bunks, rollers, and hitches. Contractors must perform all upkeep in strict compliance with standard Navy requirements for vessel preservation and service in addition to any manufacturer guidelines.
Question 9 – Does the Government provide a workstation for contractor employees?
Answer 9 – Yes.
Question 10 - Page 1 (iii) provides that: "The contractor shall ensure all personnel assigned possess and maintain the certification and training requirements..." while the PWS requires "at least one (1) Coxswain certified vessel operator is always available ...". Can an offeror propose a non-certified journeyman position?
Answer 10 – Only personnel who possess and maintain the active certifications required by the PWS are permitted to perform specialized tasks, such as vessel operation or outboard engine maintenance. While an offeror may propose journeyman-level positions for general support, these non-certified personnel are prohibited from performing any work, maintenance, or operations on equipment and systems for which they do not hold the required credentials.
Question 11 – Solicitation 2(d) Technical Capability (3) requires that "Offerors must demonstrate that they or one of their employees holds a current Coxswain Certification and Outboard Engine Maintenance Certification.", while the PWS requires "The contractor shall provide Key Personnel List and contact information to the CO and COR prior to commencing work and update information on a continual basis as changes occur to ensure it is always current and correct throughout the life of the contract. The list shall identify the employees’ names, labor category ..." and " Proof of qualification/certification shall be provided with each Key Personnel List." Please clarify if the solicitation requirement is to provide a single example certification or to propose Key Personnel with current certifications
Answer 11 – The Key Personnel List does not need to be submitted with quote. The successful offeror will need to provide the list after contract award, prior to the contract start date (01 Oct 2026). However, to demonstrate acceptable technical capability during the evaluation phase, offerors must submit a minimum of one (1) active Coxswain
Certification and one (1) active Outboard Engine Maintenance Certification with their quote to verify that they possess the baseline capabilities required by the PWS.
Question 12 – Solicitation RFO Provision 52.212-1: Requires "Submit proof of the ability to meet the tiered response timelines for Emergency and Routine service calls for corrective maintenance." Please clarify what constitutes "Proof”?

Question 13 – Solicitation RFO Provision 52.212-2, Requires "Offerors must acknowledge and confirm the ability to meet the tiered response timelines for Emergency and Routine service calls for corrective maintenance." Please clarify the requirement.
Answer 13 – Proof/acknowledgement/confirmation can be a statement in the quote submission that says your company can meet the tiered response times.
Question 14 - 52.222-42 Statement of Equivalent Hires: Are offerors able to propose alternate labor categories? Are offerors able to propose multiple labor categories?
Answer 14 – The Government does not intend to stipulate how offerors choose to staff.
Question 15 - Does the Government anticipate any seasonal or mission driven surges / workload peaks that offerors should address in their technical response?
Answer 15 - While the Government cannot predict the exact timing or frequency of mission-driven or seasonal surges, offerors should anticipate that temporary increases in workload will occur throughout the period of performance. To satisfy this requirement, the Government does not require highly detailed, timeline-specific staffing plans. Instead, a straightforward confirmation statement acknowledging that your organization understands that unpredictable surges will occur and is prepared to manage and support them is fully sufficient for evaluation purposes. Please note that PWS Section 8.0, Workload Data identifies Emergency service call estimates (note that estimates are not to be construed as “not to exceed” limitations). It is the contractor’s responsibility to price based on historical workload estimates provided and technical expertise for performing same/similar requirements. Additionally, IAW PWS Section 5.6.1 offerors must submit a Mission-Essential Services Plan to include the required elements IAW R-DFARS Provision 252.237-7024 as indicated in RFO Provision 52.212-1 and 52.212-2.
Question 16 - PWS 5.3.2 Are all proposed employees considered Key?
Answer 16 – IAW PWS 5.3.2., all contractor personnel performing work under the contract are considered Key Personnel. To further clarify, the key personnel list must also specify which personnel are responsible for responding to emergency service calls IAW PWS para 2.7.2. The list is to be provided to the government prior to the commencing of work IAW PWS Para 5.3.2.
Question 17 - PWS 5.3.2 Are offerors able to propose Non-Key Journeyman level positions to support certified staff?

Question 20 - Will the Government consider past performance performed within the past five (5) years?
Answer 20 – No. The Government will accept past performance performed within the past three years.
Question 21 - If proposing multiple labor categories, how should the specific hourly pricing be listed for each?
