About this file

This is a Questions and Answers document for federal contract solicitation FA441826Q0021 regarding portable toilet services for the 2026 Charleston Airshow. The document clarifies requirements and conditions specified in the Statement of Work rather than providing substantive service specifications.

Key clarifications include: cleaning services will occur on May 1-3, 2026 only, not beginning April 30; contractor personnel require JBCHS badges for base access; the incumbent contractor is ARF Rental Services Inc. under contract FA441824P0009 at a previous award amount of $47,688 (which did not account for 26 additional regular toilets added under modification P00001); delivery and setup may begin no earlier than April 29, 2026 at 0700 hours, with removal commencing no earlier than 1730 hours on May 3rd, and overnight base access is not permitted with a latest entry time of 1959 hours; all four stalls (2 male and 2 female) of the required air-conditioned ADA-compliant portable toilet trailer must be ADA compliant, though the government has no specification or floor plan to provide; and a specific timeframe for daily cleaning services has not yet been established by the government.

Questions and Answers 2026 Charleston Airshow Portable Toilets

FA441826Q0021

1. SOW says "Daily at a Minimum" under cleaning frequency. Does this mean they want daily service starting 4/30 & each day after thru the Air Show dates?

Cleanings will occur on 5/1, 5/2 and 5/3.

2. Will we be able to get anyone on base (mainly for service purposes) or will they be required to have a JBCHS badge?

Badges will be required.

3. Please provide the incumbent, the previous award amount, and the contract number.

ARF Rental Services Inc. FA441824P0009 @ $47,688. Prior SOW attached. However, SOW does not account for 26 EA regular toilets added under modification P00001.

4. In the SOW Sect 1.1 you state, “Portable toilets shall be in place no later than April 29, 2026, and removed no later than May 4, 2026.” When is the earliest that delivery and setting can start? When is the earliest that the removal can start? Is overnight access permitted?

The 29th at 0700 A is the earliest delivery and setting - up can start. Removal can start at 1730 on May 3rd. Overnight access is not permitted. The latest you will be allowed to enter the base is 1959.

5. In the SOW Sect 1.1.4 you state, “The contractor shall provide one air conditioned, ADA compliant portable toilet trailer with a minimum of four stalls (2 male and 2 female).” Is this a trailer that has 1 ADA compliant stall and four additional standard stalls or do all 4 stalls need to be ADA compliant? Do you have a full specification and floor plan for this unit?

All 4 (2 male and 2 female) need to be ADA compliant. We do not have a specification or floor plan for this Unit.

6. In Appendix A, you have the cleaning frequency specified as Daily at a minimum. What is the time frame that the services can be performed?

We don’t have a specific time frame yet.
