COMBINED SYNOPSIS/SOLICITATION

FY25 628ABW MOTORCYCLE PURCHASE FOR SAFETY

JOINT BASE CHARLESTON (JB CHS), SC

Amendment 03 – Issued 12 September 2025

The purpose of this amendment is to:

1. Revise Quantities in CLIN Schedule in Item 6 Below

2. Revise Attachment 1 – Salient Characteristics

3. Revise Attachment 2 – Clauses and Provisions

4. Extend the due date for quotations until 16 September at 3:00 PM Eastern Time.

1) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the solicitation only; quotes are being requested, and a written solicitation will not be issued.

2) The Request for Quotation (RFQ) number FA441825Q0076 shall be used to reference any written quote provided under this RFQ for 628th ABW Motorcycle Purchase for Safety.

3) This RFQ document and incorporated provisions and clauses are in effect through Federal Acquisition Circular FAC 2025-03 January 17, 2025.

4) This is a set-aside for 100% Small Business.

6) The purpose of this combined synopsis and solicitations for the purchase and delivery of Motorcycles for Safety Course in accordance with the attached Salient Characteristics. The bid schedule and contract CLIN structure are below.

7) Delivery: The contractor shall provide all product delivery 60 – 180 ARO delivery or as Directed by Requirement Owner.

8) FAR Provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (SEP

2023) applies to this acquisition and the following addendum applies:

The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.

Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”

Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”

9) FAR 52.212-2, Evaluation, Commercial Products and Commercial Services (NOV 2021) applies to this acquisition with the following addendum:

(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(i) Technical capability of the item offered to meet the Government requirement, evidenced by the quote’s adherence to the Salient Characteristics

(ii) Price

Quotes will be arranged according to their total price and reviewed for technical capability on an Acceptable/Unacceptable basis in accordance with the table below.

Acceptable Quote meets the requirements outlined in this solicitation.

Unacceptable Quote does not meet the requirements outlined in this solicitation.

The evaluation process will begin with the lowest price quote and will continue until a quote is deemed technically acceptable. Once a quote receives an Acceptable rating, the evaluation will stop, and award will be made to the lowest price technically acceptable vendor.

Interchanges: The government intends to award a purchase order without interchanges with respective vendors. Vendors are advised to quote their best terms. The government reserves the right to conduinterchanges with none, some, or all vendors of its choosing.

The itemS in this solicitation are identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation. To be considered for award, quotes of “equal” products, including “equal” products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristic specified in this solicitation, clearly identify the item by brand name and make or model number. Include descriptive literature such as illustrations and drawings. The Contracting Officer will evaluate “equal” products on the basis of information furnished by the vendor or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Unless the vendor clearly indicates in its quote that the product being offered is an “equal” product, the vendor shall provide the brand name product referenced in the solicitation

Services (NOV 2023), applies to this acquisition.

14) Notice to Offerors: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any cost.
