The solicitation (page 1) indicates that the Government has 180 days to accept the offer. Due to unpredictable market conditions, we request a reduction in the Government's acceptance period to 90 days. This adjustment would enable the Government to receive offers with reduced risks to contractors, otherwise contractors will have to add significant costs to the bid to hold price for six months. Please provide guidance.

The anticipated Notice to Proceed (NTP) date is approximately 45 days after award of the contract and shall be preceeded by the on site pre-performance conference and review and approval of the following pre-construction submittals: (1) The baseline cost loaded schedule, (2) The Quality Control Plan and (3) the Accident Prevention Plan.
Tax exemptions exist and are a matter of state and federal jurisdiction. Offerors are advised to make their own determination, with the input of a tax expert. Reference for SC is Form ST-10-G, SC Code Section 12-36-2120 (29), and the form titled APPLICATION FOR EXEMPTION FOR FEDERAL GOVERNMENT CONTRACT and STANDARD FORM 1094 Prescribed by GSA-FAR (48 CFR) 53.229

F-109 through F-116 Fire Suppression Plans General Notes #3 state, “Provide seismic bracing as indicated on record drawings.” A-111 through A-116 Reflected Ceiling Plan, Sheet Keynotes A18 add new seismic bracing. AD101 through AD106 Demolition show locations for seismic bracing. Fire Suppression as-built (record drawings) show locations of existing seismic bracing. Quantities and locations of seismic bracing do not match between drawings. Should we provide seismic bracing as indicated on the record drawings and/or Architectural Drawings? A/E, please clarify.

We acquired information regarding the lead time for procuring switchboards for this specific project. We have a project duration of 455 days and a minimum lead time of 60 weeks for switchboards. We recommend the duration to be extended to the project duration of 545 days in lieu of 455 days. A/E, please accept this extension.

The project duration of 455 days will remain unchanged, requests for time extensions will be evaluated IAW Specification Section 01 32 00, paragraph 3.9.

M-001 General Notes 14 states,” The project area is not suspected of containing any hazardous materials (asbestos, Lead, PCBS.)…” There’s a spec section 02 83 00 Lead Remediation. A/E please confirm there is no Lead remediation required.

While lead is not identified in these documents, contractor is to follow requirements of Specification 02 83 00 where potential lead may occur during demolition procedures.
Question
Add Option for ceramic showers. Documents do not clearly show new shower doors. Are we to assume new shower glass doors. A/E please advise.
Answer A shower rod and curtain will be required for the new tile shower.
Typical shower rod spec: ASI (1214), Bobrick (B-207), Bradley (9539) - Unit shall be of type 304 stainless steel, 1.006mm (20-gage), with satin finish. Outside diameter shall be 25.4mm (1-inch). Flanges shall be 80mm (3 3/16-inch) maximum diameter with satin finish. Unit shall include concealed mounting brackets.
Typical shower curtain spec: ASI (1200-V), Bobrick (B-204-3), Bradley (9537) - Shower curtain shall be opaque, matte white vinyl, mildew resistant. Curtain shall include rust-proof grommets along top, one at every 150mm (6")intervals. Bottom and sides shall be hemmed. Curtain shall be 1830mm (72") high and 1778mm (70") wide.

Question
The documents do not show existing blinds and curtains to be removed. A/E please confirm we should include removing and disposing all existing blinds and curtains.
Answer
Existing blinds and hardware are to be removed for the installation of new blackout roller shades. See General Note #9 on Sheets A-401 & A-402 for roller shades.

Sheet C-501 Environmental Requirements #4 states “If dewatering is necessary, all groundwater extracted from the subsurface within specified work area (Area A) must be contained in Frac Tanks (mobile steel storage tanks used to hold liquids) or a similar type of storage tank(s).” A/E please confirm dewatering is required and amount of water to dewater.
For bidding purposes, please provide an allowance.

The need for dewatering is unknown and to be determined by contractor during construction. Contractor to assume cost for this requirement. Current site conditions allow for Environmental Requirements notes 1-4 on sheet C-501 to be omitted as the Air Base’s contamination boundary no longer conflicts with this project’s limits of construction.
Question
Refer to Sheets S-105 and S-106 Sheet Keynotes S6 and S7, as well as detail 8/S-301. The documents currently do not depict the existing Mechanical ductwork, Electrical conduits, Plumbing pipes, and etc. to remain in the attic space. Is it anticipated that conflicts may arise with the existing ductwork, conduits, and piping scheduled to remain. If so, A/E please provide an allowance or estimated quantity, or will this be addressed as a change order after award. A/E please advise.

The contract documents have identified there will be conflicts between the existing utlities and systems and the installation of the new reinforcing. Contractor shall make every attempt to install reinforcing system including the temporary removal and reinstallation of Mechanical ductwork, Electrical conduits, Plumbing pipes, and etc.
Question
For the B460 Dorm Renovation, is it required to demo existing wire and use new wire for the fire alarm and mass notification system or can wire be reused if it is in good working condition?

Yes, demo the existing wiring & conduit and replace with new.

Once the building is vacated, the Government will remove and store: any control IP addressable components such as the Trane BCU, Field Server Bridge, ILON and the Boiler Honeywell Burner flame safeguard module, and the Monaco fire alarm transmitter. The Government does not intend for contractors to salvage motor, motor controllers, light fixtures, electrical devices (i.e. switches, conduit, conductors, breakers, and etc.) unless specifically indicated in contract documents.

02 41 00 3.1.14 - Mechanical Equipment and Fixtures – “Remove and Salvage fixtures, motors and machines associated with plumbing, heating, air conditioning, refrigeration, and other mechanical system installation”. It appears most of the equipment is in poor condition. Please confirm if HVAC equipment is to be salvaged and protected from damage.

Question The specifications state that “It is incumbent on the Contractor to ascertain the current security and base access requirements appropriate to the project location and incorporate the cost, if any, for compliance to said requirements into Contractor's proposal.” What, if any, security requirements apply to this contract beyond compliance with the installation
Answer JS-US007 - Level I Antiterrorism Awareness Training is required to be completed by all contractors within 30 days of requiring access, and annually thereafter. Coordination for training shall be by the contractor after contract award. This provision shall NOT apply to contractors requiring access on contracts awarded through 30 September 2023.
