Q1. We would like to know if this is a brand-new contract or if there is (was) an incumbent performing these services. If not brand new, could you please provide the current/previous contract number?
A1. This is a follow-on requirement to contract FA441820C0006, Period of Performance 01 October 2019 – 30 September 2024, Total Contract Award Value: $2,77,1054.02.
Q2. I had just 1 quick question, on the estimated contract value it shows 3.4 million. Is that a single per year estimate or is that the total value of the contract for the entire 5-year period if all options are exercised?
A2. This solicitation does not contain a project magnitude; however, see answer A1. for Total Contract Award Value. Be advised, the solicited requirement is significantly different from the current contract requirement.
Q3. What is the total number of D-21 Computers at the Joint Base?
A3. See revised PWS section 4.0 “The contractor shall be responsible for coordinating with Monaco Inc. the annual preventative maintenance and inspection (PMI) of the D-21 software, ensuring the system is fully operational and free of discrepancies (costs associated with annual Monaco PMI shall be a direct pass-through cost to the government).”
Q4. What is the height of the tallest hanger?
A4. The tallest hanger is 110 feet tall, see Attachment 6, PWS Appendix A for quantities
Q5. During the site visit it was clarified that the contractor is expected to provide service calls only to Weapons Station, Naval Shipyard and North Auxiliary Airfield, but NOT the Air Base.
Could you please confirm?
A5. Yes – Service calls for the Air Base are performed by the Government
Q6. Is there a phase- in/overlap stage planned for this contract (i.e. an overlap time between old and new contractor)?
A6. No - There is no planned overlap for this contract. The current contract will end 30 Sep 24.
The new contract will begin 1 Oct 24. The intent is to make notice of award 60 days prior to the contract start date. This should provide ample time for badging and any necessary assessment;
however, at no time will both contractors be working concurrently.
Q7. Under standards it states "UFC Standards shall take precedence over NFPA standards unless stated otherwise with the PWS." UFC 1-8.3 states: if a conflict exists between this UFC and any other DOD document, referenced code, standard, or publication, this UFC takes precedence. So currently the way the PWS is written it conflicts with the UFC. Will the UFC be followed or the
PWS?
A7. In the event of a conflict between the UFC and the PWS, the COR/CO should be notified immediately for a determination to be made.
Q8. PWS states "The contractor is encouraged and expected to use innovative approaches to accomplish PWS requirements efficiently and effectively in a timely manner." Per this statement, will the contractor be allowed to split the building inspection workload in half between 1-year and 2-year inspections (i.e. schedule 1 year inspection for half the total buildings, and 2-year inspection for the other half in the first year, and flip in second year of contract)?
A8. Pricing shall be provided as requested (on year/off year); however, adjustments to the schedule to achieve greater efficiency will be entertained following award, and if approved a resulting contract modification will be executed. Ensure proposed ITM schedule is submitted per PWS 2.16. The schedule will be reviewed by the COR for approval before implementation. The contractor will also provide inspection/testing reports per PWS 2.17.
Q9. PWS states for Manual pull stations "contractor shall test each manual pull station for proper operation, alarm and trouble conditions." UFC 3-601-02 Table 2-1 states for annual inspection, the only requirement for manual pull stations is to "verify station is accessible (visual)". For 2 Year inspection, UFC states "operate to verify alarm receipt." Is this contract expected to follow the PWS wording or the UFC wording? (see question 5 as well).
A9. IAW PWS 2.2 MANUAL FIRE ALARM (Pull Stations) “The contractor shall functionally test each Manual Fire Alarm Pull Station for proper operation, Alarm and Trouble conditions. All discrepancies will be reported to the COR for repair scheduling.” The UFC indicates method and frequency.
Q10. According to the PWS, "smoke detector sensitivity testing shall be performed as required by UFC 3-601-02." Per UFC 3-601-02, sensitivity testing needs to be completed during the 5-year mark. Could you please provide a list of which buildings are due for this 5-year inspection, and in what years? If all the buildings are due for a 5-year at the same time, which year would you like this conducted? Normally this is conducted alongside a 2-year inspection since 2-year requires functional testing of devices.
A10. All facilities will be due for the required inspections at the designated frequency per UFC.
We do not have an individualized building list to show when every building is due for the 5-year inspection. The 5-year inspection can be completed during the scheduled 2-year inspection. A current listing of all prior inspections will be available upon request following contract award.
Q11. PWS states for Audible notification Appliances to "ensure the alarm condition sound level is in accordance with standards in referenced 1.3." NFPA 72 Table 14.4.3.2 states that for periodic testing to only verify the operation of the notification's appliances. UFC also just states to verify operability. Per NFPA 72, sound levels are measured during initial install/commissioning of a system. Could you please clarify your expectation here to perform an operability of the audible devices rather than sound level measuring. OR if you want the sound level measured during every inspection, please explain.
A11. Our expectation is that you test in accordance with the UFC 3-601-02 table 2-1, “test to verify operability.” Sound level measuring refers to initial install/commissioning only.
Q12. According to the PWS, "contractor shall provide a monthly inspection and testing schedule NLT 30 days after entering the base year of contract." Could you please provide a copy of the current inspection completion schedule, in order to know which buildings are coming up due in what month of the year? Since inspections need to be carried out annually, need to know which buildings are done when, so we don't come up with an erroneous schedule (i.e. schedule a building a month after it has already been inspected, or one closer to two years since it's inspection).
A12. Yes - A copy of the existing inspection and completion schedule will be available upon request after notification of award. This schedule may be used as reference, in development of a new schedule designed to meet PWS requirements.
Q13. Will this contract include the limitation on subcontracting requirements as outlined in FAR
13 CFR 125.6
A13. IAW the Combined Synopsis/Solicitation, see FAR Clause 52.219-14, Limitations on Subcontracting (Attachment 3 Provisions and Clauses).
Q14. Will any pre-existing deficiencies at time of award be the responsibility of the incumbent to rectify under the current contract?
A14. No. The incumbent contract expires 30 Sep 24. No additional performance from the incumbent contractor will be accomplished. Contractor awarded contract beginning 1 Oct 24 will assume all responsibilities for completing any inspections, testing, and maintenance/repairs from that point forward.
Q15. If the new contractor will be responsible for the correction of any pre-existing conditions, will the government waive the $1000 LOL for these deficiencies as they should have been corrected under the current contract?
A15. The limit of liability is only applicable to repairs. Identified repairs are and will be completed IAW PWS 3.0. Attachment 7, PWS Appendix B, identified historical data regarding repairs under the limit of liability. The government will not waive the LoL under the guise of “should have been corrected under the previous contract”.
Q16. Can the government provide a list of existing deficiencies?
A16. Attachment 7, PWS Appendix B, identified historical data regarding service calls/repairs under the limit of liability. Service calls and repairs under the LoL are accomplished as they are identified, therefore a list of backlogged repairs/deficiencies does not exist.
Q17. The trailer (section 1.2 for Government Furnished Property) – if the contractor is required to have a trailer onsite, is the expectation that we have to have personnel onsite and available 24/7? Will the government provide utilities for the onsite trailer?
A17. IAW PWS 3.1 The contractor will have qualified technicians onsite at (Space Provided by Government) to respond to S/C and make required repairs. Normal working hours are identified in PWS 6.2. HOURS OF OPERATION. The base hours of operation are 7:30AM to 4:30PM, Monday through Friday.
After normal working hours, service calls are covered in PWS 3.1.3.
The Government will furnish the following utilities: electricity, fresh water and refuse, at no cost to the contractor as per PWS 1.2.
Q18. Can the Government provide clarification on what the “2 Year” inspection is versus an annual inspection?
A18. Inspection frequencies are outlined in UFC 3-601-02. Annual is accomplished each year and 2 year is accomplished every other year.
Q19. Can the Government clarify whether service calls/repairs below the $1,000 LOL are reimbursable?
A19. The cost-of-service call/repairs below the $1,000 LOL should be included in the fixed, fully burdened proposed price in CLIN X002 Fire Alarm – Suppressions – Repairs – Air Base Excluded and shall be performed at no additional cost to the government.
Q20. Attachment + 1 column H list the Fire Alarm system manufacturers. Are there any current agreements for software and programming upgrades?
A20. Yes, the contractor is responsible for identification and coordination for software update for the D-21 software during preventative maintenance to ensure the system is fully operational and free of discrepancies through Monaco Inc. annually per PWS 4.0.
Q21. Are there any current systems or equipment covered under a warranty?
A21. No - All systems or equipment are added to the Fire System ITM after the original warranty has completed the designated time from building acceptance.
Q22. Are there any minimum staffing requirements or requirements for the contractor to staff personnel full-time?
A22. The Government does not dictate a minimum staffing requirement. It is the contractor's responsibility to determine their staffing needs in order to meet the contract requirement IAW the terms and conditions of the contract/requirement.
Q23. Will the government provide the contractor with office space and storage for equipment, materials, and supplies?
A23. The Government will furnish an area on the Naval Weapons Station to accommodate a contractor provided trailer for the contractor’s workspace as per PWS 1.2.
Q24. Will the government provide escorts as prior to Contractor are issued DBIDS cards?
A24. Escorts should not be needed, as the Government anticipates issuing a notice of award 60 days prior to the contract start date, allowing ample time to obtain base access badges/passes.
