Question from contractors for Lift Station (LS) Repairs of LS 709, 730, and 1389 (Part 1)

1. Are all the controls stand alone? Some Trane controls were noted at the site visit are the current lift stations tied into the Trane BAS system? Will this be a requirement?

All controls are stand-alone local controls. There are no connections to any BAS system.

2. Can more than one lift station be taken down at time?

Yes, lift station 709 and1389 could be taken down at the same time as long as the bypass pumping system is set up for each lift station and operated continuously in accordance with the Temporary Bypass Notes on Sheet G-002.

3. Do the existing Bldgs. And everything get demolished?

Yes, all buildings and structures will be demolished as identified on the contract plans.

4. The current design is at 95% will the contractor be responsible to bring the design to 100%?

The 100% design package was posted with Amendment 2

5. Will by-pass pumping be required for each lift station for the duration of construction?

Bypass pumping will be required for each lift station prior to demolition and operated continuously until the work at each lift station has been completed, tested, and accepted.

6. Are any contaminated soils to be expected?

There are no identified contaminated soils at any of the lift station sites.

7. The solicitation said it could be for one it could be split in some way. Is it possible that only a portion will be completed? And if so, is there a dollar amount allocated for that percentage of the work?

See Amendment 1 which identifies the Base and Optional CLINS and how it may be awarded.

Questions and responses from site visit (Part 2)

* No Statement of Work has been provided with this opportunity. Please provide an official Statement of Work to clarify the official SOW and intent of this project.

There is no Statement of Work. The work is fully identified in the 100% design package included that was posted in Amendment 2. Also in Amendment 3, we attached the Design Narrative.

* The revised Bid Schedule provided in Amendment 001 seems to have been cut off at the page break. Please reissue so that all CLINs are fully described.

Amendment 0001

1. Change Base CLIN 0001 from Lift Station 1389 to Lift Station 709.

2. Change CLINS 0002 and 0003 into option CLINs. The option CLIN Lift Stations are CLIN 0002 - Lift Station 1389 and CLIN 0003 - Lift Station 730.

3. Add Verbiage to description and Section M - "the Government reserves the right to award some, all or none of the CLINS under the contract."

**We also re-attached Amendment 0001**

* Please confirm that there are no Design efforts associated with this opportunity.

There are no design effort required. The 100% design package was posted in Amendment 2. There is a requirement listed on sheet G-002 under general note 10 that the contractor will hire a South Carolina Registered Professional Engineer to perform duties as needed to complete the SCDHEC Construction Permit For Wastewater Facilities D-1970 and sign in section XIV and XV of the form.

* Please confirm that any references to “controls” only pertains to proprietary local operations of the pumps and that tie-in to base monitoring is not a requirement on this project.

The controls are only local controls and will not tie-in to the base monitoring.

* Please confirm that the metal decking shown in DTL. 3, SHT. S-301 is the entirety of the roofing desired on this project.

The canopy roof is the only roof section required by this project. The details and notes for the roof and metal structure are shown on Sheets: S-001, S-101, S-301, and S-501.

* No DIV 05 Specifications have been provided, which, subsequently, provides for zero Metals submittals in the Submittal Register. Please confirm that this correct.

All the specifications for the metals are included as notes on Sheets: S-001, S-101, S-301, and S-501.

* Please extend the Bid Due Date to allow for all RFIs to be answered by the Government and accounted for by all bidders in their pricing efforts.

Bid date will not be extended.

* Spec Section 33 32 16 2.4.3 Level Control System - Calls for float style level sensor; the Drawing details call for Multitrode Probe and; Base Ops prefer Probe Style Fogrod Level Probe by Wastewater Level, or equal, as primary. Please clarify the product desired to be included in bidding to reduce future issues (post-Award).

The specification paragraph is not correct. We are amending that sub-paragraph and adding the requirement for the float style sensor with the submersible pressure level sensor. We should have a new subparagraph posted before the end of the day June 2, 2023.

* General Note #6 on SHT. CS 101 indicates that panels are to be mounted at 14’-0’ AFF to be 2’- 0” above flood elevation, though Structural drawings showing the equipment rack to only be 7’-0” tall.

Please clarify.

General note 6 refers to the elevation not AFF (above finished floor) since the slab is an elevation of about 12 feet which is just above the flood plain so the panel mounted at an elevation of 14 feet would be 2 feet above the flood plain.

File details come from the government source that posted it. Updated .
