SOLICITATION: FA441820Q0002
AMENDMENT 02
NAVAL NUCLEAR POWER TTRAINING UNIT
PRE-PROPOSAL SITE VISIT
QUESTIONS AND ANSWERS
Question 01: Are freezers considered real property?
Answer 01: Walk-in Freezers are real property. Any portable refrigeration units (reach-in) are non-real property.
Question 02: Are hood/duct cleaning a part of this contract?
Answer 02: Cleaning is separate, and is not a part of this contract. The awardee will be responsible for the ventilation portion of the hood/duct system to include supply and exhaust fans, associated VFD’s and dampers.
Question 03: Are the grease traps a part of this contract?
Answer 03: No.
Question 04: Do the solar panels on top of the power plant require maintenance? Does the PWS require Solar Panel maintenance and repair?
Answer 04: Yes.
Question 05: Do the storage tanks provide potable water?
Answer 05: Yes, potable and fire suppression.
Question 06: Is lightening protection a performance requirement under this contract?
Answer 06: No.
Question 07: How accurate is the inventory list compared to onsite?
Answer 07: The equipment list for both real and non-real property was verified.
Question 08: Can we get a list of the current positions and the number of employees under each position for the current contract?
Answer 08: The Government does not have a listing of current positions and number of employees under the current contract. If this request is related to the requirements found at Federal Acquisition Regulation (FAR) 22.1020 Seniority List, the list will be provided according to the timelines established by this reference.
Question 09: How are the Galley roof drains connected?
Answer 09: PVC and rubber no-hub bands.
Question 10: Do any of the air handlers have carbon or just regular pleated filters?
Answer 10: Pleated.
Question 11: Are the air handlers included in the list for dorms?
Answer 11: Yes.
Question 12: Are the mechanical rooms in the dorm a representation of all mechanical rooms?
Answer 12: Yes.
Question 13: Are the controls for the air handlers in the dorms on subcontract?
Answer 13: No, the controls are covered under a separate contract. TRANE is the prime contractor for that effort.
Question 14: Will we have access to the screens on BAS System?
Answer 14: No, the current info structure doesn’t support it.
Question 15: Will the government pay for the Trane training?
Answer 15: Training is provided by Trane at no cost.
Question 16: Do you have the dye for the standing seam roof?
Answer 16: No. Any required equipment or specialized tool will be supplied by the contractor to perform roof or any other repair.
Question 17: Is the contractor responsible for smoke detectors?
Answer 17: Only the stand-alone smoke detectors that are not connected to the facility’s fire alarm system. The network smoke (duct) detectors are included in the Joint Base Fire Alarm and Suppression contract.
Question 18: Is the contractor responsible for the irrigation system?
Answer 18: No. The irrigation system is in a non-operable state with no plans to activate.
Question 19: Is the contractor responsible for replacing 1300 batteries a year for the smoke detectors?
Answer 19: No. The facility managers are responsible for replacing the batteries.
Question 20: Have all water fixtures been changed?
Answer 20: Some have been changed but not all.
Question 21: Are the LED lights on a timer of photocell?
Answer 21: They are on a timer.
Question 22: Any pneumatics?
Answer 22: No.
Question 23: Zone thermostat, EM2, are they tied into BAS Control Contract?
Answer 23: Yes.
Question 24: For the Environmental Control for the Laundry Room, is the control center tied into the warranty with the equipment?
Answer 24: Yes, it is.
Question 25: Do you have a list of all items under this contract that are currently under warranty?
Answer 25: This is an extensive list. Items that require repairs will be evaluated by the COR for potential warranties on a case by case bases.
Question 26: For pre-existing conditions, what is the timeframe for reporting those to you?
Answer 26: 30 Days.
Question 27: Is 304 dorm similar to the other dorms?
Answer 27: Building 304 is older construction with the main difference being individual room
Heat/AC units. The building has four (4) wings with the contractor being responsible for only two (2) of the (4) wings.
Question 28: Is there a space for the contractor on site?
Answer 28: Yes. During the site visit, two locations were identified as representative locations for a
Contractor’s space.
Question 29: What is the process to get a trailer on site through security?
Answer 29: This will be coordinated post-award. Contractors will be limited to structures capable of movement (height and width) through JB CHS-WS security check points/gates.
Question 30: Are dimensions available for the contractor site possible?
Answer 30: The site between the Galley and the Central Energy Plant is approximately 25’x100’ and the site behind building 206 is approximately 75’x125’.
Question 31: Is there designated parking for golf carts?
Answer 31: No. There are no designated parking spots for contractor owned golf carts. The current contractor parks carts inside the Central Energy Plant at night for security and charging.
Question 32: Can we get the previous certifications on the boilers and generators?
Answer 32: Certifications are current and will be supplied to the contract awardee before start of performance.
Question 33: Will the site visit power point slides be made available?
Answer 33: Yes, they will be posted with the Q&A.
Question 34: Will the government have people on call for after hour and weekend performance issues/coordination, such as repairs exceeding the Limitation of Liability?
Answer 34: There is a 24 hour dispatch our customer service phone numbers are transferred to. They will contact COR and then COR will contact the contractor.
Question 35. There are some fire system components in the equipment list, but fire systems are not identified as part of the PWS requirements and it appears there is another contract for fire systems. Please clarify the requirement for the equipment that is listed under the Real Property list because there are fire pumps, there are fire panels, etc.
Answer 35: Yes, what that is referencing is to raise the pressure of our fire system for firefighting purposes on our facilities. We have booster pumps with associated motors, VFD’s, and control panels within our central energy plant that will require maintenance.
Question 36: Is there a separate fire system contract?
Answer 36: Yes.
Question 37: Who is the manufacturer of the locks on the site?
Answer 37: Onity is the manufacturer for the card key locks. Key locks consist of Falcon cores.
Question 38: Do you have a locking system like Best?
Answer 38: Majority are Falcon.
Question 39: Do you know which CMMS System is in place now?
Answer 39: Impulse
Question 40: Is the system owned by site or contractor?
Answer 40: Contractor.
Question 41: Our company uses Maximo, is that system acceptable?
Answer 41: Maximo is an acceptable CMMS system.
Question 42: Do you have to report back flow to the city?
Answer 42: The contractor will not be required to report backflow certification/inspection to the city.
Question 43: There was a statement about the service calls that were above the Limit of Liability, it was ambiguous about whether or not the contractor could charge labor for repairs?
Answer 43: Performance under the awarded contract will require a day-to-day workforce, CLINs X001 and X003. Service Call repairs above the Limit of Liability (LoL) performed by day-to-day personnel will not be authorized to invoice for the same personnel under CLINs X002 and X004, unless work is performed outside of normal operational hours or on weekends. The intent is to reimburse a contractor for actual incurred expenses during performance of a Service Call repair. The Government requests Service Call repair quotes include the estimate for labor to perform the Service Call to establish workload/historical data, however, the labor expense should be removed from the invoice amount unless the work is performed after hours or weekends.
Question 44: If I had a repair, and I charged you for the labor that came out of my existing workforce and that labor was going to be $2,600 dollars but because of the way you have written the contract, I am not charging you any extra money for labor, does that labor factor into the $10,000 and $2,500 dollar limits?
Answer 44: No.
Question 45: Is there an agreement that the outgoing contractor is going to work with the in-coming contractor to make the CMMS transition seamless?
Answer 45: We do not have a requirement in the current contract for transition requirements but we are more than willing to work between the two contractors to help transition CMMS data.
Question 46: Will the Contractor space be located within the NNPTC compound?
Answer 46: Yes.
Question 47: For the purpose of proposal, we aren’t submitting prices for CLIN any X002 and X004, to be clear?
Answer 47: Correct. The Government will use the “Total Repair Expense Evaluation Price” and spread the expense evenly across X002 and X004 CLINs, to include the FAR 52.217-8 Option to Extend Services CLINs for evaluation purposes only.
Question 48: Maintenance and repair of Washers and Dryers is not a performance requirement, correct?
Answer 48: Correct, washer and dryer maintenance and repair are not performance requirements under this solicitation. Contractors will be required to perform maintenance and repair of supply lines and drains.
Question 49: Are backflows on the list of equipment?
Answer 49: Yes.
Question 50: Will the Contractor be required to provide a trailer for office and work space, and since power and water is available, will sewage disposal be provided?
Answer 50: For bidding purposes, water, power and sewage disposal will be provided. Contractors will be responsible for connection of utilities.
Question 51: Who is responsible for the maintenance and repair of the solar panels on the Central
Energy Plant (CEP)?
Answer 51: The contract awardee will be responsible for maintenance and repair of the solar panels on the Central Energy Plan roof.
Question 52: What is the company name of the subcontractor currently performing water treatment for the HVAC program (boilers/chillers, etc)?
Answer 52: Water Purification Technologies.
Question 53: Does the high-reach/man-lift parked by the CEP belong to a contractor or the
Government? If the Government, will the awardee be authorized to use the equipment?
Answer 53: This piece of equipment belongs to the current contractor. The awardee will be responsible for suppling all equipment and tools to perform this contract.
Question 54: In addition to power, water, and refuse collection being provided to the contractor for the portable office space to be placed at one of the two locations outlined, will the Government be providing communications capability (hard wire or Wi-Fi) that is compliant with Base IT rules/requirements?
Answer 54: The awardee will be reasonable for phone and Wi-Fi connections. They will not be allowed to connect to Government IT systems.
Question 55: Appendix A – RPIE, tabs for buildings 2403, 2404, 2405, and 2406 have exactly the same equipment as the equipment in building 2403 with the same equipment numbers as 2403. Please confirm the quantity, type, and size of equipment listed in these tabs are accurate.
Answer 55: The equipment listing is accurate.
Question 56: Appendix A – RPIE, tabs for buildings 2408 has exactly the same equipment as tab 2407 with the same equipment numbers. Please confirm the quantity, type, and size of equipment listed in these tabs are accurate.
Answer 56: The equipment listing is accurate.
Question 57: Appendix A – RPIE, tabs for buildings 2409 has a piece of equipment 2409CEP0002 that has a location of 2404, is this correct?
Answer 57: No, this is a typo. This piece of equipment is in building 2409. The Appendix was revised to change 2404 to 2409 in cell D2
Question 58: FA441820Q0002, Attachment 1 – NNPTC PWS paragraph 5.12 identifies Appendix D, which is missing from the solicitation. Can the Government please provide Appendix D.
Answer 58: Due to the manner the Government and Contractor tracked and reported Non-Real Property Service Calls, the Government could only collect data from the current performance period, and only the months of August –November 2019. The Government evaluated the accuracy of the collected data and calculated an estimated annual workload.
Appendix D has been added to the solicitation by amendment.
Question 59: FA441820Q0002, Attachment 1 – NNPTC PWS has several references to paragraph
1.2.1, however the PWS does not have the stated paragraph. Will the PWS be revised?
Answer 59: The Solicitation PWS was revised to change the reference to paragraph 1.0.1.
Question 60: Appendix A – RPIE, The backflow preventers listed in the tabs for buildings 2411, 2412, and 2413 specify a location of 2410. Is this correct?
Answer 60: No, this is a typo. Buildings 2410, 2411, 2412 and 2413 backflows are located within the facility. The Appendix was revised to change the locations as follows;
2411 – Changed cells D15 & D16 from 2410 to 2411 2412 – Changed cells D14 & D15 from 2410 to 2412 2413 – Changed cells D16 & D17 from 2410 to 2413
Question 61: FA441820Q0002, Attachment 1 – NNPTC PWS section 1.0.1 references section 5.11 and
5.11.3, but those sections are not contained within the PWS. Will the PWS be revised?
Answer 61: The PWS reference was changed to read;
(see also Defense Federal Acquisition Regulation Supplement clause 252.223-7006)
Question 62: FA441820Q0002, Attachment 1 – NNPTC PWS section 2.1.1 references Appendix K, however no Appendix K was not provided in the solicitation. Will the PWS be revised?
Answer 62: The PWS Appendix reference was changed from K to I.
Question 63: FA441820Q0002, Attachment 1 – NNPTC PWS section 2.1.2 of the PWS references section 2.1.2.1 through 2.1.2.9, however the referenced paragraphs are missing from the PWS. Will the PWS be revised?
Answer 63: The original solicitation PWS contained paragraphs 2.1.2.1 through 2.1.2.6. The PWS reference was changed to (2.1.2.1 through 2.1.2.8) and paragraphs 2.1.2.7 and 2.1.2.8 were added to include specific references to security gate, and electrical and distribution panel performance requirements.
Question 64: FA441820Q0002, Attachment 1 – NNPTC PWS section 2.1.2.6 does the Government have an existing electronic key tracking system, such as Key Wizard the contractor will be required to use?
Answer 64: The current system is Onity.
Question 65: FA441820Q0002, Attachment 1 – NNPTC PWS section 2.2.2 requires the contractor to submit the second PMI schedule with the planned completion for all PMIs with the frequency less than or equal to monthly. In order to accomplish this, and ensure regulatory compliance the contractor will need the current PMI schedule to ensure the regulatory required frequencies are complied with after award. Will the Government provide a copy of the current PMI schedule in order to ensure the proposal schedule avoids a missed inspection?
Answer 65: No, it is the awardee’s responsibility to develop a PM schedule using manufacturer’s specs or industry best practices. Negotiations between the incumbent and the awardee to obtain this information is allowable.
Question 66: Does the Limitation of Liability include labor, equipment, and material costs?
Answer 66: The LoL includes actual incurred costs related to the performance of a Service Call.
Question 67: How many Service Calls were issued for construction related services?
Answer 67: The Government does not track Service Calls by Service or Construction related requirements. We do not have this specific data.
Question 68: How many Service Calls exceeded the LoL for each Non-RPIE, RP Facilities/RPIE and
Building 2409?
Answer 68: 11, during the current contract.
Question 69: Historically how much (in terms of dollars) has the government awarded under the
Repair CLINs over the past five years?
Answer 69: $640,221.36
