Bldg 90 FA4418-19-R-0004 – Q & A #1 26 Oct 2018

1. What are the limits of Alternate 1?

Boundary limits are defined in drawing C106

2. Please specify if the generator is to be fueled by natural gas or diesel.

Diesel

3. Will the generator require a day tank?

As indicated in drawing E010/E010A, a 48 hour day tank is required.

4. Please provide special requirements for the transfer switch/generator.

All requirements for the transfer switch/generator are located in specification sections 26 32 14.00 10 and 26 36 00.00 10.

5. Is the concrete pad with a fuel tank that is depicted on the site drawings existing?

Yes

6. Will any hazardous materials surveying/ testing be required (i.e. asbestos/lead)?

The May 18, 2015 survey shall be confirmed and verified by a person licensed as a building inspector before construction.

7. Will any hazardous materials abatement be required?

None are expected, but can’t be 100% ruled out until the asbestos survey is verified.

8. How will the abatement be handled if hazardous materials are found?

Requirements for abatement are contained in specification sections 01 50 10 and 02 82 16.00 20.

9. Is an electronic submittal program required (i.e. Submittal Exchange/Newforma, etc.)?

No, however the contractor will be required to use the correct forms that will be provided by the government. Email submission will suffice.

10. Is there sole source vendor for the fire alarm? If yes, please provide.

Fire alarm system must meet requirements in specification section 28 31 76.

11. Will DDC Controls be required for the HVAC?

Specification Section 23 74 33 indicates that DDC controls will be required.

12. Is there a sole source vendor for controls? If yes, please provide.

No specified sole source vendor. BACnet compatibility and integration is required.

13. Is the Owner responsible for data/security hook-ups or do offerors need to include in the bid price?

Owner is responsible for any data/security hook-ups for HVAC controls.

14. Are there any special requirements for the telecommunications?

Telecommunications requirements are listed in specification section 27 10 00.

15. Will the bunk rooms require emergency egress windows?

Match existing windows.

16. Please specify who will provide the following:

a. Kitchen equipment;

Maintained and reused

b. Bunk furniture;

Maintained and reused

c. Washer/dryer equipment.

Maintained and reused

17. To what level do the existing floors need to be finished before flooring installation or exposure? (i.e.

bead blasting/sanding/polished)

Industry standards shall be deemed adequate when no other specification is provided.

18. Drawing C-103 & C-106 – The drawing shows the Limits of Disturbance allowing for the re-routing the water line. The Demolition scope does not show demolition of the Wood Fence or the Golf Ball Netting, which are within the Limits of Disturbance. Please provide clarification for the requirements for these 2 items – will the government be removing & replacing these, or will the responsibility be the contractor’s?

The responsibility for relocating the existing fence, golf ball netting, and any utilities strung along the section in question shall reside with the contractor.

19. Drawing E-501 Electrical Renovation Key Notes - Provide 28X28 handhole with two 4” conduits stubbed up in primary compartment of pad mount utility transformer and transformer pad. Drawing E- 004A, Detail 6, shows a handhole with two 4” conduits coming out of the secondary side of the transformer. Does the government want both handholes?

No. Key Note on drawing E-501 should read “secondary” compartment, not primary.

20. Drawing E004A, Detail 6 - Is the handhole in Sheet E004A Detail 6 for the new secondary circuit to the fusible main switch or for future?

Fusible main switch.

21. Drawing E-501, Note 1 - Is the handhole on sheet E501 Note 1 from the primary service or for future work?

Handhole is for secondary service to fusible main switch (See answers to #18 and 19).

22. Section L, Item 3. PART II – PAST PERFORMANCE INFORMATION indicates Past Performance qualifications are limited to within 3 years. Would the Government consider removing the limitation or at the very least extending it to 10 years?

A: No, it was determined that Past Performance Information for work within the past 3 years would be in the best interest of the government.

23. Specification section 31 00 00, Para. 1.5 indicates that subsurface boring logs are appended to the Special Contract Requirements; however, nothing can be found in the solicitation documents. Will subsurface boring logs be provided?

Subsurface boring logs won’t be provided.

24. Detail 11 on sheet A400 says countertop to be specified on A 600 Finish Schedule yet I don’t see the vanity top called out on the finish Schedule?

Vanity countertop shall be acrylic solid surface material mostly white in color and similar to Corian.

25. Spec 01 35 26 1.5.1.1.1 Contractor Quality Control Person. The Contractor Quality Control Person can be the SSHO on this project. Can the contractor use one person to fill both of these positions?

A: Yes.

26. Spec 01 45 00 Para 1.5.1.1 Duties is states the QC Manager can perform the duties of project superintendent. Can the QC also be the Superintendent? Can the Contractor use one person to be the Superintendent, QC, and SSHO?

No. A minimum of 2 personnel are required. Addendum 1, will address this.

27. Spec Section 23 00 00 Para 2.4.e states provide variable frequency drives as specified in section 26 29 23 Variable Frequency Drive Systems under 600 Volts. This section is not included in the Specs?

Industry standards shall be deemed adequate when no other specification is provided.

28. Spec 23 05 93 calls for the DALT and TAB of the indicated existing systems is DALT of the existing system required? Is DALT on the new system required? There is no Duct Leakage schedule on the Drawings?

DALT is not required for this project, since no limitations were provided by the DOR. However, TAB will be required.
