PRE-PROPOSAL CONFERENCE AND SITE VISIT MINUTES
SUBJECT: Solicitation FA4418-18-R-0019 Paving IDIQ at Joint Base Charleston (AB & WS), South Carolina
1. A site visit was held for the above referenced solicitation on 6 August 2018 at 9:00 AM EST (see attached sign-in sheet). During this meeting various topics of the solicitation were covered.
2. Ms. Kris Eastman 628 CONS presented an overview of the proposal requirements and restated that the deadline for questions was 8 August 2018 at 9:00 AM EST and that the deadline for proposals is 30 August 2018 at 11:00 AM EST.
a. The attendees were welcomed to the pre-proposal conference by the Government representative.
b. The attendees were reminded of the following items:
- This project is set-aside for 100% Small Business
- Government requires only on (1) original and one (1) copy of the proposal that is due no later than 11:00 AM EST on 30 August 2018
- Proposals MUST be delivered via UPS, FedEx or by hand. Faxed or e-mailed proposal will NOT be accepted.
- Offerors shall submit a Proposal Bond in the amount of 20% of the proposed price.
- After award, the contractor must furnish required Performance and Payment
Bonds of 100% of the awarded amount and proof of insurance before a Notice- To-Proceed will be issued.
3. A summary of technical aspects was reviewed by Todd Martin, CES Engineering Flight
Chief and SSgt Keli Bowman, CES Project Manager. They explained the requirement details and discussed some items that the contractors should take into consideration while preparing their proposals. SSgt Bowman also showed a drawing for the government suggested priority areas for the Paving IDIQ on Joint Base Charleston – Air Base.

4. After the pre-proposal conference all contractors and government personnel boarded a bus and proceeded to tour the major work areas on the Air Base and the Weapons Station for the site visit. Several topics were discussed during the site visit, but were not official until the contractors submitted their questions in writing and answered by the government. Official answers will be posted at a later date.
5. The site visit concluded at approximately 12:30 PM EST. Copies of the notes and all questions and answers will be posted on FedBizOps at https://www.fbo/gov/ under solicitation FA4418-18-R-0019.
