Re: Lead Based Paint and Asbestos Containing Material Survey Summary of Findings Report

File: 42250.100.081

Dear Mr. Brown:

O’Brien & Gere is pleased to provide Charleston Air Force Base (CAFB) with this summary of findings report documenting the lead based paint (LBP) and asbestos containing material (ACM) survey performed at Building 570 CAFB located in Charleston, South Carolina. The objective of this survey was to evaluate the possible presence of LBP and ACM prior to the proposed renovation of Building 570. The following provides a summary of the field activities, analytical results, and conclusions.

FIELD ACTIVITIES

O’Brien & Gere personnel conducted field activities associated with the LBP and ACM survey of Building 570 at the CAFB on January 29, 2008. These activities were conducted under the direction of Maureen T. Hoke, P.E., (United States Environmental Protection Agency (USEPA) trained in accordance with Asbestos Hazard Emergency Response Act (AHERA), expires 01/09), in accordance with South Carolina Department of Health and Environmental Control, Occupational Safety and Health Administration, and USEPA regulations.

Field Activities consisted of a visual inspection of the interior building materials used in the construction of Building 570 and sample collection of accessible suspect materials. The survey was limited to suspect materials that may be disturbed as part of the fire protection upgrade project.

The LBP samples consisted of the collection of paint chips from painted surfaces. When possible, areas where paint was observed to be peeling were utilized as the collection locations for paint chip samples.

Mr. Gene Brown

2007 O’Brien & Gere

The ACM survey included a visual identification of materials suspect to contain asbestos and sample collection. Samples of pipe fitting insulation were collected for submittal to the testing laboratory.

During the survey, O’Brien & Gere personnel collected twenty-seven paint chip samples and two suspect ACM samples. Sample locations are shown on Figure 1. Photo documentation of Building 570 and the materials collected is presented as Attachment 1.

Samples were placed in plastic bags, labeled accordingly, and secured in an overnight package.

Samples were delivered by Federal Express, under a chain of custody, to Eastern Analytical Services, Inc. (EAS), located in Elmsford, New York. Samples designated for evaluation of LBP were analyzed for “Lead in Paint Chips by Flame Atomic Absorption Standard” by USEPA Method 3050/7420. Samples designed for evaluation of asbestos were analyzed by “Polarized Light Microscopy (PLM)”, by USEPA Method 600/R-93/116. The non-friable organically bound (NOB) bulk asbestos samples were analyzed by quantitative Transmission Electron Microscopy (TEM) Gravimetric Matrix Reduction Method (198.4 NYSDOH ELAP Method)

ANALYTICAL RESULTS

Twenty-seven paint chip samples were submitted to EAS for LBP analysis. The laboratory analytical data indicates that three of these paint chip samples contain lead at a concentration of 0.5% or greater by weight. Lead was not detected in nine paint chip samples at concentrations greater than the method detection limit of 0.01% by weight.

Two samples were submitted to EAS for asbestos analysis. The laboratory analytical data indicates that asbestos was not detected in either of the two samples submitted for analysis.

Table 1 presents a summary of the laboratory analytical data. Copies of the Chain of Custody forms and the laboratory analytical reports are presented as Attachment 2.

CONCLUSIONS

• Lead was detected in four paint chip samples collected from Building 570 at CAFB. Therefore, the proposed renovation of this building will be performed in accordance with applicable state and federal regulations concerning lead when the following paint is disturbed:

 Grey structural steel paint

• In accordance with South Carolina DHEC waste disposal standards (Lead-Based Paint Disposal Fact Sheet) concerning lead containing paint, LBP is defined as paint containing greater than 0.06% total lead by weight.

• Friable, Category I or Category II Non-friable ACM was not identified in the interior of Building 570 during the ACM survey and/or reported by the testing laboratory from the samples collected on January 29, 2008. Therefore, asbestos-related regulations will not apply to this proposed renovation.

Mr. Gene Brown
