Please confirm that the government will reimburse the actual disposal costs incurred regardless of the Unit Price the contractor bids on Line Item x005. If this is correct, then it seems that the Unit Price for this Line Item for all years should be factored out or extended by the Government for price evaluation purposes. This would avoid a contractor entering an unrealistically low proce for the line item, to keep their price down, when the Government would still be required to reimburse the contractor based upon the submitted disposal invoice.
