STATEMENT OF WORK (SOW)
for
AFSOC SOACS
Installation of VMWare Horizon 8 at
Hurlburt Field, FL & Cannon AFB, NM
20 August 2024
1. AFSOC SOACS requires VMWare Horizon 8 to be configured on the six Dell VxRail hosts to provide Virtual Desktop Instances (VDI) that will replace the current legacy Terminal Server service on the SOF-S network. This will be done on both Hurlburt Field, FL (Node N011) and Cannon AFB, NM (Node N015). This Statement of Work (SOW) outlines engineering services to install and configure existing government-owned VMWare Horizon 8 on the existing government-owned hardware with a level of understanding in accordance with industry best practices and DoD security requirements.
2. Requirements/Existing Equipment.
The AFSOC SOACS Data Center team will work with a VMWare vendor to install VMWare Horizon 8 on our new VxRail clusters consisting of six hosts locally at Hurlburt Field and remotely for Cannon AFB.
Requirements:
• Deploy on site at Hurlburt Field FL, and Cannon AFB, NM the Horizon 8 software on existing hardware
• Optimize the environment and conduct quality tests to the client
• Vendor will coordinate and schedule any on site or remote assistance
• Installed software passes software and vulnerability scans
• Conduct knowledge transfer to the assigned government network team
• Secret Clearance for Contractors
• Obtain government sign off when completed
Existing Hosts:
• Six (6) Dell VxRail E660F hosts
3. The Government will be responsible for and provide the following:
• Provide vSphere virtual environments at both Hurlburt Field and Cannon AFB datacenters.
• Provide IP addresses and DNS information as needed.
• Provide NTP addresses as needed.
• Provide Active Directory support as needed.
• Provide SQL database instance.
• Provide Windows desktop OS for VM templates as needed.
• Licenses for each site. (Hurlburt Field & Cannon AFB)
• Provide testing support.
• Documentation/network topology as needed.
• Certificates
• Any other government network dependencies
4. The vendor/contractor technical team will be responsible for and provide the following:
• Configuration of each VDI cluster (Hurlburt Field & Cannon AFB).
• Devices should be able to authenticate to SOF-S.
• Validation of image deployment.
• Standard environment optimization
• Successful testing of environment:
o Windows VMs created from template.
o Logging in of user account to VM.
o Access to all installed applications.
o Ensure users can log in at 5 different locations at each site.
5. The Vendor will provide the following project management activities included with the software deployment. The vendor provides focus on managing the initiation, planning, execution, and closure of the project including coordinating delivery resources and communicating with stakeholders:
• Manages the vendor services resources assigned to the project.
• Works with the customer assigned single point of contact to coordinate project tasks and the resources assigned to complete said tasks.
• Acts as the single point of contact for all project communication and escalations.
• Determines the engagement process and schedule.
• Develops a high-level Project Plan with critical path events and milestones.
• Conducts a kickoff meeting to review the project scope, expectations, communication plans, and availability of required resources.
• Conducts periodic status meetings to review project process, issues, and potential risks.
The frequency of the meetings will be mutually agreed upon by the Customer and the vendor
• Coordinates project closeout.
6. The vendor will provide with the following deliverables in connection with the Services:
• Knowledge Transfer
• Test Plan (for 5 VDI clients at different locations at each site)
• As-Deployed Configuration report
