ADDENDUM TO FAR 52.212-1 - INSTRUCTIONS TO OFERORS - COMMERCIAL

ITEMS

Addendum to 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: "The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers."

GENERAL INSTRUCTIONS

1. Offerors must submit a technical proposal package with their offer. The technical package shall include the installation plan. The installation plan shall demonstrate a clear understanding of objectives and all aspects of the SOW, include a list of materials, establish a preliminary project schedule/plan describing project start, significant milestones such as installation completion of each Siren Control Units (SCUs) and project completion. The installation plan must clearly demonstrate the Offeror’s proposed approach meets the repeater interoperability requirement of the Statement of Work (SOW). Offerors shall also describe the warranty coverage of the installed system detailing equipment warranty periods and warranty of workmanship for the installed system IAW the SOW.

2. The offer shall consist of two parts:

a. Part I – Technical Capability : See Attachment 05 – Evaluation of Offers

b. Part II – Price

• Complete blocks 12, 17a, and 30a, b, and c of the Standard Form (SF) 1449. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation, with attachments. The solicitation constitutes the model contract.

• Insert proposed unit and extended prices on page 3 of the SF 1449

3. The proposal shall be clear, concise, and shall include detail for effective evaluation and for evaluating acceptability or unacceptability of the Offeror’s proposal. The proposal shall not simply rephrase the Government’s requirements but rather provide convincing rationale to address how the Offeror’s intends to meet SOW requirements. Offerors shall assume the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror’s proposal.

4. Points of Contact: All communications shall be submitted via e-mail to all the following personnel/addresses: TSgt Patrick Eldridge at patrick.eldridge.1@us.af.mil and Mr.

Richard Beaty at richard.beaty.3@us.af.mil.

5. A site visit has been scheduled for 10 July 2023, 9:00am (Central Daylight Time) at the

1st Special Operations Contracting Squadron, 350 Tully St, Bldg. 90339, Hurlburt Field, FL 32544. All prospective offerors are required to provide Full Name and Company to TSgt Patrick Eldridge at patrick.eldridge.1@us.af.mil and Mr. Richard Beaty at richard.beaty.3@us.af.mil to ensure their name is given to Security Forces for base access. Requests must be received on/before 7 July 2023, 2:00pm (Central Daylight Time). All individuals will enter through the commercial visitor inspection (CVI) gate located off of Martin Luther King Jr Blvd. Please allow extra time to obtain your pass due to congestion at the gate. A maximum of three (3) personnel per potential offeror will be allowed to attend the site visit.

6. Installation Access: All personnel requesting access to Hurlburt Field must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/real-id. Personnel requesting vehicle access to Hurlburt Field must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

7. Questions must be submitted via email to the personnel noted above. All questions are due by 13 July 2023, 2:00 PM (Central Daylight Time).

8. Offer Submission Instructions: Offers must be submitted electronically via email. All documents submitted must be saved in .pdf format, and shall follow the instructions in FAR 52.212-1(b). Submit offers electronically to the Government via email to TSgt Patrick Eldridge at patrick.eldridge.1@us.af.mil and Mr. Richard Beaty at richard.beaty.3@us.af.mil.

9. The due time and date for offers is 4:00 PM (Local - Hurlburt Field Time) on 15 August 2023.
