STATEMENT OF WORK

For

GIANT VOICE (GV) System Upgrade

At

Hurlburt Field AFB, FL

Amended by 1 SOCS 5 June 2023

1.0 SCOPE. This Statement of Work (SOW) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a Giant Voice (GV) System upgrade required at Hurlburt Field AFB, FL. The Contractor shall utilize the existing GV system equipment to the maximum extent possible for the required upgrade defined in this SOW. The upgraded GV system shall be able to communicate over the existing Ultra High Frequency (UHF) RF repeater communications infrastructure. The current GV system has been experiencing five main problems:

1. DTMF Tones playing longer than needed due to latency in the radio transmission. 2. The Central Base Alerting Warning System (BAWS) control console in the Command Post (ICC) has periodically error and not allowed some tones to be played until the system is reset. 3. The Audio announcements from the speakers is garbled. 4. The FAMCAMP area doesn’t have the audible emergency alerting notification message announcements from the Base Alerting Warning System (BAWS) and has been written up by the 1 SOSC/QA for not complying with the UFC 04-021-1 and AFI 10-2501. 5. The GV system has no end of message indicator. The upgraded GV system shall provide sufficient intelligible voice coverage for the entire base populace with real time emergency alerting messages and accurate health system status. The upgraded GV system shall also provide the interactive map with geographical unit selection to transmit and receive emergency alerts and display color-coded status with detailed communications diagnostic information of each node in the GV network and its end devices such as Siren Control Units (SCUs), AC power, amplifiers, batteries, siren activation, sequence ID, along with providing: a time and date stamp, unacknowledged alarms and reports, log alarms and events, and overall system activity and health status.

1.0.1 The Contractor shall upgrade the Giant Voice System, install new central control communications equipment, and utilize the existing RF repeater communication infrastructure to transport voice announcements to the new fifteen (15) outdoor Siren Controller Units (SCUs) on the west and east side of the flight line of Hurlburt Field as well as the FAM Camp. The audible siren speaker and horn messages shall be optimized, tested, controlled, and adjusted to prevent bleed-over noise into the surrounding communities IAW Okaloosa County Ordinances. The contractor is responsible for complying with these ordinances. The FAM Camp is outside the main Hurlburt installation and near the surrounding civilian communities. Special care is to be taken by the contractor to comply with the Okaloosa County Ordinances in the case of the installation of the GV system node at the FAM Camp. 1.0.2 The Contractor shall provide the upgraded GV system with the reliable, redundant resilient communications over the existing UHF radio frequency communication infrastructure to include the existing repeater.

1.0.3 The Contractor shall install the fifteen (15) new Siren Control Units (SCUs) and the 15 new APX4500 UHF R1 Enhanced (M22QSS9PW1BN) radios in the upgraded GV system.

1.0.4 The in compliance with the Okaloosa County Ordinances, the Contractor shall install the new Indoor Controller Unit (ICU) and APX4500 UHF R1 Enhanced (M22QSS9PW1BN) radio in the electrical room of Building 93261. The contractor will also ensure that the equipment is properly grounded and protected from lightening.

1.0.5 The Contractor shall use the existing repeater GTR8000 UHF communication infrastructure to transport voice announcements to the entire base populace including the FAM Camp area. See

1.0.6 The Contractor shall install the new wall-mounted Bi-Directional horns on the RV Office Building’s East gable one horn points to Northeast and other horn points to Southwest with volume output adjustable. The audible horn voice messages shall be optimized, tested, controlled, and adjusted to prevent bleed-over noise into the surrounding communities, keeping in mind to test the installation to ensure noise produced by the GV equipment complies with Okaloosa County Ordinances. The contractor shall provide noise contour analysis to the government to show that sound levels do not exceed the 55/60db code levels at the civilian property/lease lines.

1.0.7 The Contractor shall install the new wall-mounted Directional horns on the RV Office building’s West gable, Point to B91401, B9150, B91520, and Gate B91404. New two stack Directional speakers (Wall mount on RV Office’s West gable, Point to B91401. The audible horn voice messages shall be optimized, tested, controlled, and adjusted to prevent bleed-over noise into the surrounding communities, keeping in mind to test the installation to ensure noise produced by the GV equipment complies with Okaloosa County Ordinances. The contractor shall provide noise contour analysis to the government to show that sound levels do not exceed the 55/60db code levels at the civilian property/lease lines.

1.0.8 The Contractor shall install a new wall-mounted Yagi-Directional Antenna (mount on the RV Office’s West gable, and point to the Repeater, B90365) with the proper mounting L brackets with an 8ft length x 1inch diameter metal pipe. The approximately 60ft LMR-400 antenna cable shall be run from the ICU to the antenna. Contractor will also ensure that the installation is properly grounded and protected from lightening.

1.0.9 The Contractor shall install the new fifteen (15) speaker arrays on the existing 15 wood poles IAW Table 1.

1.0.10 The upgraded GV system will be monitored/accessible 24/7 by the Installation Command Post (ICC), the alternate Command Post (Alt ICC), and Emergency Readiness (EOC). The upgraded GV system access will be password protected.

1.0.11 The upgraded GV system shall provide terrorist attack announcements, weather warnings, Force Protection, chemical spills, active shooter, exercises, local accidents affecting base operations and/or general announcements.

1.0.12 The upgraded GV system shall provide intelligible audible pre-recorded and live voice messages and electronic communications. Electronic communications are communications between the central control units and the nodes that will provide status of the nodes (heartbeat, up, down, trouble report) and provide selective use of the nodes (one node, multiple, or a group of nodes). Hurlburt Field AFB must have an upgraded GV system with the capability to disseminate rapidly and effectively the emergency information to warn all personnel immediately, and no longer than 10 minutes, before, during and after incident notification and verification.

1.0.13 The Contractor shall utilize pre- and post- proposal walk through information to analyze the project requirements, sound propagation analysis, perform engineering design tasks, and develop the data deliverables. The design and sound propagation mapping software shall be used to determine and optimize the intelligible audible sound coverage for entire base populace and install enough and correct type of speakers, and horns. See the table 1 and Figure 1. The Contractor shall

Hurlburt Field AFB pg. 3 provide pre- and post-proposal walk through information to analyze the project requirements, sound propagation analysis, perform engineering design tasks, and develop the data deliverables. The sound propagation mapping software shall be used to determine the sound travel, environmental attributes of the land, buildings, and the effect on sound travel. This software shall be used to determine the best hardware to utilize and the preferred optimal speakers and locations for the existing poles.

2.0 REQUIREMENTS

2.1 GENERAL REQUIREMENTS. The Contractor shall provide all equipment, software, l icense, wiring, CAT 6 cables, electrical power, tools, materials, supplies, lift, transportation, labor, supervision, management, and other incidentals necessary to EDFI&T the requirements stated in this SOW. The Contractor shall install the upgraded GV components, plus all required support infrastructure such as Radio Frequency (RF) equipment, antennas, antenna cables, electrical PVC, galvanized steel pipes, mounting hardware, and any support required to provide a reliable, redundant, resilience, and secured/encrypted end-to-end GV communications system utilizing Frequent Shift Key (FSK) modulation for enhanced security. All equipment, materials and software shall be upgraded and not refurbished.

2.1.1 Safety Requirements. The Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.

2.1.2 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Wing Safety Office. The Contractor shall secure the scene of any accident or wreckage until released by the accident investigative authority through the 1 SOCS/BOSP. If the Government elects to investigate the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

2.2 Security Requirements

2.2.1 Secure Areas. Some of this work may take place in secure areas where Contractor employees shall be always escorted. The Contractor shall coordinate access to secure areas at least seven (7) business days ahead of requiring access to any secure areas. It is the Government's responsibility to provide escorts. The Contractor will not need Security Clearances.

2.3 Environmental Management. The Contractor shall comply with the most stringent environmental local laws and regulations at Hurlburt Field, as well as Air Force policies, instructions, and directives. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Hurlburt Field. The Prime Contractor shall ensure their sub-Contractors comply with these specifications.

2.4 Permits. The Contractor shall, if required, coordinate with Base Civil Engineers (CE) on completion of AF Form 103 Digging Permits before any digging, trenching, boring, restoration, or compacting are accomplished. The Contractor shall complete and process all permits, the AF 332 and AF813 Environmental study paperwork to 1 SOCS/BOSP approximately six (6) weeks prior to commencement of work.

2.5 Integrated Product Team (IPT). The Contractor shall chair a weekly IPT meeting that

Hurlburt Field AFB pg. 4 includes Contractor representatives, the Contracting Officer (CO), base representatives of 1 SOCS/BOSP and the ICC, and all required base personnel from Hurlburt Field AFB. The Contractor shall provide a worldwide “Meet Me” Teleconference capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, corrective actions taken, and other discussions necessary/beneficial to ensure success and timely completion of the contract. The Contractor shall be responsible for the meeting minutes. A copy of the minutes shall be provided to each attendee and disseminated via e- mail addresses IAW CDRL A004.

2.6 Quality. The Contractor shall provide a Quality Control Program for the entire life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them IAW CDRL A003.

2.7 Contractor Personnel

2.7.1 Project Management. The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation. The Contractor’s PM shall sign section 11A (Installation Activity) on AFTO Form 747 Cyberspace Infrastructure system Acceptance form which is used as a system commissioning documents at the completion of the project. The AFTO Form 747 will be signed and provided by 1 SOCS/BOSP personnel.

2.7.2 Site Point of Contact (POC). The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter.

The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

2.7.3 Enterprise-Wide Contractor Manpower Reporting Application (BetaSAM.gov) The Contractor shall report ALL Contractor labor hours (including sub-Contractor labor hours) required for performance of services provided under this contract for upgrading the Hurlburt Field Giant Voice system via a secure data collection site. The Contractor is required to completely fill out all required data fields using the following web address at: https://beta.sam.gov/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each business year.

Contractors may direct questions to the beta.sam.gov customer service.

2.8 Warranty. The Contractor shall warranty the products of its manufacturer to be free from defective material and workmanship. Break-fix support for hardware, software, speakers, wiring, and all other unspecified components of this system related to the upgrade GV system shall be provided for one year after the final GV system acceptance date, to include all field trips, telephone support, and shipping costs.

2.9 In-Brief/Out-brief. The Contractor shall conduct an in-brief and out-brief with the site 1

SOCS/BOSP POC or designated representative at the beginning and conclusion of the implementation. The in-brief shall inform the customer of the implementation plans, status, schedule, and necessary support. The out-brief shall inform the customer of implementation results and necessary maintenance issues (including warranties).

2.9.1. Manuals and Practices. The Contractor shall provide the latest version of operation, installation, troubleshooting instructions and maintenance manuals, and practices/users guide for each system installed as provided by the original manufacturer with all upgraded or upgrade equipment IAW CDRL A001.

3.0 SPECIFIC REQUIREMENTS

3.1 Outside Plant Requirements. The Contractor shall engineer, design, furnish, install, test, and coordinate with 1 SOCS/BOSP to ensure the two-way RF repeater communications infrastructure works properly for the upgraded GV system. The Central Control Station shall provide two-way communications with all 15 outdoor pole-mounted SCUs and the indoor wall-mounted ICU, through the existing RF repeater communication infrastructure. See Table 1.

3.1.1 The Contractor shall upgrade the Giant Voice system with appropriate equipment to provide sufficient, speech quality, clear audible voice coverage for the entire base populace. The Contractor shall upgrade the GV system to provide secure, digital conventional, end-to-end communication methods via 256 bit AES over-the-air encryption package to prevent malicious, unauthorized access, or accidental operation of the system and to protect user data. Refer to requirements listed in Table 1 and Figure 1.

3.1.2 The Contractor shall install the proper weatherproof head and liquid tight devices and weatherproof sealants to prevent moisture, water, and insects from entering the dedicated electrical, communication systems and enclosures. The Contractor shall install the 2-inch electrical PVC tubing conduits, weatherproof and waterproof sealants, connectors, couplings, straps, tape, and cable tie for securing power cables and siren speaker wires.

3.1.3 The Contractor shall use and ensure the existing lightning strike protection system for all poles, speakers, and SCUs is in proper working condition. The Contractor shall reuse and ensure the proper size of the existing solid lightning rod kits and ground rod kits for protection of poles in the ground to withstand the tremendous power and dissipation of a lightning strike and to comply with safety requirements IAW NFPA 780 standard, UL96A standard, NEC and Hurlburt Field AFB, base CE codes and rules.

3.1.4 The Contractor shall install the lightning arrestor for the new SCUs and radio antennas.

3.1.5 The Contractor shall install the new 15 UHF APX4500 UHF R1 Enhanced (M22QSS9PW1BN) radios and appropriate interface radio cables in the new 15 SCUs. See Table 1.

3.1.6 The Contractor shall configure and program the new central control station equipment and radios with the existing repeater’s transmission and receive frequencies. The frequencies shall be provided by the Government after contract award to the winning Contractor bid.

3.1.7 The Contractor shall not use the existing copper cables (875, 876, 924 and 925) that run from CP B90208 to DCO B90215 to LMR B90365 and will use the existing fiber installed.

3.1.8 The Contractor shall provide the battery voltage and current meter indicators on the SRU cabinets to display the current and battery status.

3.1.9 The Contractor shall reuse the existing 5 solar power panels (listed in table 1, pg. 6-9).

3.1.10 The Contractor shall install the new 5 solar charge controller kits at the existing solar panel locations (listed in table 1, pg. 6-9). The charger module shall be used to provide a trickle charge to the siren battery systems.

3.1.11 The Contractor shall install the caps and masts for attaching the new speaker arrays to existing wooden poles.

3.1.12 The Contractor shall reuse the existing 15 siren wood poles for mounting the new speaker arrays.

3.1.13 The Contractor shall install the SCU/battery cabinet enclosures on the pole 5ft above the ground level. All the SCUs shall have the same pad locks and keys.

3.1.14 N/A.

3.1.15 The Contractor shall install a new electrical disconnect box for the Red Horse pole, B91099.

3.1.16 The distances of the rated cables, electrical PVC ducts/tubing (or other materials) provided by the Government in this document or other documentation or verbally are approximations only and should NOT be used for ordering materials.

3.1.17 The Contractor shall install the Network Time Protocol GPS time servers, GPS antennas, antenna cables and mounting brackets for maintaining timing and synchronization of the primary ICC (B90208) and alternate ICC (B90228) GV central station desktop consoles and the Emergency Readiness (EOC) desktop console (B90056).

3.1.18 The Contractor shall remove two existing the central control stations equipment in Primary ICC (B90208) and Emergency Readiness (EOC) (B90056). The existing Whelen Mobile Central Control Unit (MCCU) shall not be reutilized in the GV system upgrade. The Contractor shall remove MCCU and will be turned over to the Government.

3.1.19 The Contractor shall install and secure the proper Yagi antennas and wall mount brackets on the ICC B90208, Alt ICC B90228, and Emergency Readiness (EOC) B90056 to point to the RF repeater tower antenna B90365 to provide the optimal line of sight RF communications signals to all siren poles and optional FAMCAMP horns.

3.1.20 The Contractor shall coordinate with the Base CE to ensure the appropriate voltage and current are provided to the upgraded siren pole locations. The Contractor shall provide a skilled and certified person that is qualified to install the upgraded GV system and test the voltage, current, wire size, distance, transformer size, fuses, breakers, current limiting devices, communications, and other variables to ensure they are correctly utilized to drive the upgraded load for the upgraded GV system.

3.1.21 The Contractor shall coordinate with 1 SOCS/BOSP and base CE before energizing all upgraded power loads.

3.1.22 The Contractor shall comply with all applicable documents including standards in Para 5.1 (below).

3.1.23 Upon project completion the Contractor shall provide configuration management as-built drawings and documentation of the installed system, including the predicted and tested audible coverage areas. The Contractor shall provide As-Built drawings on CD in Microsoft Visio format and a courtesy copy in PDF IAW CDRL A001.

3.2 Installation Requirements.

3.2.1 Restoration. Any wall penetrations or digging soil area shall be restored to meet NFPA 1, NFPA 70 and NFPA 72 and local CE standards.

3.2.2 Grounding. The GV Contractor shall properly ground the GV equipment, associated devices, wirings, siren speakers, SCUs, poles, all site facilities, structures, inside and outside, for personnel safety and equipment protection. Grounding and lightning strike protection shall meet requirements as set forth MIL-STD 188-124C, Grounding, Bonding and Shielding, electrical power IAW NFPA 780 and UL 96A standards, base, host nation, local codes, laws and National Electric Code’s most recent edition and in paragraph 5.1.

3.2.3 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW the Rural Utilities Service (RUS) Bulletin 1753F-803 (PE- 33), building electrical system Article 230, 250, 280, 800, 810 of the NEC, and MIL-HDBK 419A Vol. I and II grounding, Bonding & Shield for electronic equipment & Facilities. Shields shall be grounded and continuous throughout the cable distribution system.

3.2.4 Power Source. The Contractor shall use existing electrical power for upgraded SCUs and Central Control Units. The SCU on each pole shall operate on the primary electrical power 120VAC. The Contractor shall coordinate with 1 SOCS/BOSP and local CE for Base CE or Communications Support, if required.

3.2.5 Giant Voice (GV) System Installation. The Contractor shall install the upgraded Giant Voice system to include the following paragraphs. See Table 1 and Figure 1.

3.2.5.1 The Contractor shall install fifteen (15) upgraded outdoor SCU enclosures and one (1) ICU enclosures. All upgraded enclosures shall be rated weatherproof and waterproof NEMA 4X rated.

3.2.6 The upgraded GV system shall provide pre-recorded voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, active shooter announcement and unique active shooter tone to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, chemical spills, and real-world exercises.

3.2.7 Features and Capabilities. The upgraded GV System shall provide the following features and capabilities:

3.2.7.1 The siren speakers shall deliver alert, warning and informational messages of what to do before, during and after an emergency, active shooter, threats, exercises or disaster by the operators at the Primary central control station at the Primary Command Post (ICC) Bldg 90208, and Alt CP (Alt ICC) Bldg 90228.

3.2.7.2 The Primary Command Post (ICC) Bldg 90208, and Alt CP (Alt ICC) Bldg 90228 shall transmit emergency announcements as live voice messages to alert and warn base personnel through remote siren speakers via microphone to any individual or group zone or all zone speakers.

3.2.7.3 Activation and control subsystems. The Contractor shall leverage the existing RF Repeater communications infrastructure for the upgraded GV system. The Contractor shall provide the central control activation and communication system with stand-alone RF repeater infrastructure and not connect to the base network. The upgraded GV system shall provide the graphical intuitive interface with the features:

a. Operator can enable polygon activation to select and activate sirens.

b. Individual site and zone activation.

c. Schedule automated activations sent from the control center.

d. Operator can right click on any siren color coded icon to view detailed individual status.

e. Operator can utilize the alarm logger to retrieve specific event information based on siren site number and/or date & time. All accurate and real time siren system alarms and events are logged for the operator to view as they occur or after they have already occurred.

f. Operator can monitor communication statistics for each site and reconfigure, add, remove sites as necessary.

g. Accurate detailed siren system reports can be retrieved for analysis, troubleshooting, appropriate corrective action taken, and maintenance.

3.2.7.4 The Contractor shall provide latest software versions for the upgraded GV system which shall be compatible and integrated with the Government Furnished Equipment (GFE) AtHoc IP Integration Module 64 (IIM64). The AF EMNS PMO has the current contract to perform the integration and migration of the GFE AtHoc Blackberry IIM64 with the AtHoc net-centric Network Alerting System. The Base will need to coordinate with AFMC AFLCMC/HNI to request for in support of the IIM64 and HQ ACC/A3O Lead Command integration and migration schedule of the upgraded GV system with the AtHoc network alerting system.

3.2.7.5 The system shall allow operators to activate remote siren controllers independently, in groups, or as an entire system. The system shall be equipped with a silent test diagnostic that allows it to test all major system components without producing an audible signal.

3.2.7.6 The SCU shall allow for multiple activation sequences to be programmed from the primary or alternate control stations or locally at the siren site.

3.2.7.7 The SCU shall utilize a separate battery cabinet that isolates the batteries from the electronic circuitry. The system shall be equipped with a silent test diagnostics that allows it to test all major system components without producing an audible signal.

3.2.7.8 The SCU shall use extremely efficient hot swappable pulse width modulated amplifiers or single board amplifiers to provide the highest reliability and efficiency in a small modular weatherproof enclosure. Controller units shall be powered from standard 12VDC batteries, and the sirens shall operate continuously for at least 30 minutes in tone and voice on battery backup.

3.2.7.9 The amplifier shall be a modular component, which is hot swappable or single board amplifier, allowing easier maintenance and increased redundancy.

3.2.7.10 The upgraded GV system shall be programmed to perform automatic testing of all speakers in the system, weekly and/or monthly routine report, quiet testing, growl testing, or a full system test.

3.2.7.11 The upgraded GV system shall provide end to end security communications via 256 bit AES over-the-air encryption package to prevent malicious, unauthorized access or accidental operation of the system and protect user data.

3.2.8 System Interface. The upgraded GV System shall provide the following features:

3.2.8.1 Application Programming Interface (API) to remotely activate audible alerts.

3.2.8.2 Standard TCP/IP network protocols, RS 232, RS-485, and audio-in input.

3.2.8.3 The API shall conduct all interactions using XML messages conforming to the OASIS (Organization for the Advancement of Structured Information Standard) Common Alerting Protocols (CAP) Standard.

3.2.8.4 The API shall allow an external system to initiate specified pre-recorded audio alerts in the GV/PA system.

3.2.8.5 Request reports on the status of delivery and activation of an alert already in progress;

specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.

3.2.8.6 Terminate an alert already in progress.

3.2.8.7 Request reports on system health status, replying with a detailed response.

3.2.8.8 The Giant Voice system shall allow the activation of target siren or speaker via dry contacts and audio-in input.

3.2.9 Pre-programming. The upgraded GV system shall be pre-programmed with the following messages:

3.2.9.3 Broadcasting Voice:

3.2.9.4 Control System will perform the following functions:

• Reset - used to reset all poles

• Cancel - used to cancel a message in mid-stream

• Test Message

• Silent Test

3.2.10 Zone Selectable. The upgraded GV system shall setup and configure to provide a speaker zone selective functions. All zones are linked to provide simultaneous activations and selective zone ability to activate each individual zone or group of zones or all zones. The upgraded GV system shall allow for the pre-configuration of at least eight (8) zones, which can be selected by the operator to promptly issue an announcement to the selected area. The zone configuration will be determined at the walk-thru.

3.2.11 Central Control Stations. The upgraded GV system shall be leverage the existing UHF RF repeater GTR8000 infrastructure to transport voice communications to all GV sirens. The upgraded GV system shall ensure that emergency alerts and announcements are securely sent and received, and the siren network is always available. The Contractor shall install the latest Firmware which shall provide an easy to use, customizable graphical user interface (GUI) that allows operators to selectively activate, sirens or make live voice announcements on the map to launch the message.

The interactive map displays the accurate color-coded status of each node in the network and its end devices such as siren speaker arrays. The actual trouble signals and/or correspondent color-coded status shall be notified operator of equipment degradation or failure. The upgraded GV system shall be capable of being activated, monitored, and controlled, transmitted, and received real-time accurate siren status, and all system alarms and activities from the Primary CP (ICC) Bldg 90208 and Alt CP (Alt ICC) Bldg 90228. The Contractor shall provide the GPS time servers, GPS antennas, cables and mounting brackets for maintaining the accurate timing and synchronization of the central control PC computers.

3.2.12 Primary CP (ICC) Bldg 90208. The Contractor shall provide a new desktop computer station with Windows 10 OS, 22in monitor, desk mount noise canceling microphone, Central Communication Unit, APX4500 UHF radio, Yagi antennas, antenna coaxial cables, two-way software communications package, and reuse a Smart UPS 1500 (120VAC). The new Central Control equipment shall be installed on the current location of the primary central control station equipment.

3.2.13 Alternate CP (Alt ICC), Bldg 90228. The Contractor shall provide a new desktop computer station with Windows 10 OS, 22-in monitor, desk mount noise canceling microphone, Hurlburt Field AFB pg. 16

Central Communication Unit, antennas, antenna coaxial cables, Smart UPS (120VAC) and two-way software communications package. The exact location of the alternate central control station equipment will be provided/confirmed during the pre-proposal site survey. B90228 is currently under renovation and will be housing the central control equipment.

3.2.14 Emergency Readiness (EOC), Bldg 90056. The Contractor shall provide a new desktop computer station with Windows 10 OS, 22in monitor, desk mount noise canceling microphone, Central Communication Unit, APX4500 UHF radio, Yagi antennas, antenna coaxial cables, two-way software communications package, and a Smart UPS 1500 (120VAC). The new Central Control equipment shall be installed on the current location of the primary central control station equipment. The emergency readiness operator performs only the pre-recorded broadcast message for the Wing operation on second Friday of each month at 11:58AM noon for the silent test.

3.2.15 Backup Power for Control Stations. The Contractor shall use the existing central control station backup power (Smart UPS) to maintain operations during emergencies that could result from temporary loss of normal base utilities. Backup Power Capacity for fire alarm systems is defined in the National Fire Alarm Code, NFPA 72, and section 4.4.1. As stated in Annex E of NFPA 72, mass notification systems should have the same backup power capacity as fire alarms.

NFPA 72 states that the secondary supply for the control station shall be capable of supporting alarm operation for a minimum of 4 hours.

3.2.16 Backup Power for Siren Speaker Locations. Each siren speaker location shall use the existing batteries backup power to maintain operations during emergencies that could result in temporary loss of normal base utilities IAW NFPA 72. Each siren speaker shall have the batteries which are charged and shall be capable of operating the system under quiescent (non-alarm) load for a period of 72 hours and then shall be capable of operating the system under an emergency condition for 60 minutes at maximum connected load.

3.2.17 Wiring and Repeater UHF Communication Infrastructure. The Contractor shall furnish and install all signaling wiring for the new UHF radios, proper antennas, antenna cables, existing duplexer, filter, coaxial LMR-400/600 and repeater GTR8000 infrastructure to provide a reliable, redundant, resilient, command and control communication system for the upgraded GV system.

3.2.18 Electrical Power. The Contractor shall use the existing electrical power sources to provide power to the upgraded GV equipment. The base Civil Engineering will support the facility power and provide the electrical power sources list at the pre-proposal walk through, if required. The Contractor shall coordinate with Civil Engineering Electrical Shop on power removal, modification, and/or installation of dedicated 120VAC power, for established poles. Installations must comply with NFPA 70 (National Electric Code), host base rules and regulations and UFC 3- 510-01 low voltage requirements.

3.2.19 Coordination. All CE or Communications support infrastructures shall be coordinated and approved by the 1 SOCS/BOSP and base CE.

3.2.20 Audible Signal. When broadcasting voice and tone alerts for different warnings and when used as a vocal GV system for command-and-control instructions, the speaker system shall

Hurlburt Field AFB pg. 17 produce an audible signal and intelligible voice messages to any personnel located in the populated areas of Hurlburt Field.

3.2.21 Music and Voice. The upgraded GV system shall be capable of broadcasting standard military music selections and pre-recorded voice messages.

3.2.22 On-Site Training. Upon completion of the installation process, the Contractor shall provide “one-time” User Training to the designated Site Staff in accordance with the customer requirements. User training shall include step-by-step instructions on the utilization of all features of the upgraded system as well as basic system troubleshooting. The Contractor shall provide operational training to the users and system maintenance training to the Operators/Maintainers as needed. Instructional sessions including training slides/guidance/documentation shall be permitted to be videotaped for future training purposes. The Government shall retain the right to duplicate and distribute the training material for future training purposes. This training shall include setup, configuration, operations, and user diagnostic, repair, and replacement. The Contractor shall conduct a classroom instruction on the system to include the operational and maintenance requirements of the system for up to twenty (20) students utilizing a Government approved training plan IAW CDRL A007.

3.2.23 Legacy System Removal/Site Restoration/Debris Removal. The Contractor shall remove equipment (electronics, cabling, and power) which is not used in the project, to include all spares.

Coordinate with Civil Engineering Electrical Shop on power removal, modification, and/or installation feeds at each site. Installations must comply with NFPA 70 (National Electric Code) and UFC 3-510-01 low voltage requirements. The Contractor shall coordinate with the Defense Realization and Marketing Office (DRMO) at Eglin AFB to dispose of or handover all equipment and residuals from this project including wiring, conduits and as directed by the contracting officer and 1 SOCS/BOSP. The Contractor will provide the contracting officer and 1 SOCS/BOSP with appropriate documentation from DRMO for verification of equipment turn-in and disposal. Prior to project completion, the Contractor shall remove all debris and surplus materials from the workplace. Equipment and materials required to complete the work effort may remain on site during the project if they are organized/stored in a manner that does not cause a safety or security hazard. The Contractor shall accomplish the necessary ground clearing and installation required for the upgraded poles. The Contractor shall return all disturbed areas to their original condition upon completion of the installation.

3.3 Final Acceptance. The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to close out with the Government representative from 1 SOCS/BOSP and the CO. This should be scheduled at least five (5) business days prior to the acceptance. The Contractor shall perform testing and inspections of the upgraded GV systems IAW the approved test plan and cutover plan. When any system, subsystem, component, or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance IAW CDRL A005 and CDRL A006.

3.4 Service Outages. The Contractor shall prevent any unscheduled (i.e. cutting or disabling any in-service cables or equipment.) interruptions of the upgraded GV communications capabilities.

The Contractor shall coordinate planned outages with 1 SOCS/BOSP and the ICC in advance of

Hurlburt Field AFB pg. 18 the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

3.5 Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name and both the Contractor and Site POC's names and local telephone numbers. The Contractor shall label all equipment, rack#, pole #, ID addresses, and cables they install in accordance with ANSI/TIA/EIA-606-A-2002. The Contractor is responsible for coordinating and paying any repairs to base infrastructure caused by damage made by the Contractor through negligence or failure to adhere to installation Civil Engineering authority’s guidance on existing infrastructure (cables, power lines, equipment, etc.).

3.6 Installation Schedules. The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation and testing of the components and system IAW

CDRL A002.

3.7 Weekly Status Reports. The Contractor shall prepare a Weekly Status Report and distribution. The purpose of the report is to inform IPT members of project progress, problems being encountered, corrective actions taken, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements IAW CDRL A003.

3.8 Red-Line and As-Built Drawings. The Contractor shall submit drawing showing the “as built” configuration in Visio format. The As Built Drawings shall include the locations of all GV upgraded equipment, rack #, CAT6 cables, RF network connectivity infrastructure, the Global Positioning Satellite (GPS) coordinates of each tower location, the detail logical RF diagram of the upgraded GV system, the facility location of the upgraded GV equipment, a floor plan of the room location, power source facilities and connections, a rack elevation plan of the GV equipment, equipment description, specifications, instructions, performance characteristics, power requirements, maintenance procedures, part lists and wiring diagrams as a complete source of information in order to easily follow, maintain and order replacement parts, and test coverage areas for Hurlburt Field AFB. The coverage area drawings shall be shown on a satellite image of the coverage areas with the street names, facility locations and other geo-references shown IAW CDRL A001.

3.9 Test Plan. The Contractor shall submit a detailed written test plan that details how they will test the upgraded GV system, CCUs, SCUs, ICU, all siren speakers’ arrays, horns, and ensure compliance with Unified Facilities Criteria (UFC) 4-021-01. In addition, the Contractor shall submit written instructions to system operators for conducting periodic system tests. The upgraded GV system shall be tested and demonstrated to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. These tests shall be accomplished prior to the system being placed into service. The test plan shall be provided in the technical proposal for evaluation.

The test plan will be reviewed and approved by the Government before installation and testing.

These tests shall be accomplished prior to the system being placed into service IAW CDRL A005.

3.10 Cutover Plan. The Contractor shall provide a detailed cutover plan and schedule to delineate how the transition shall be implemented to minimize or avoid the existing Klaxon system operations down time. This plan shall outline how the system shall be placed into service and clearly specify how the newly installed systems shall connect to the existing base systems IAW

CDRL A005.

3.11 Acceptance/Installation Test Report. The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan IAW CDRL A006).

3.12 Testing Requirements. The Contractor shall furnish all test equipment and personnel required to conduct all required testing. The Contractor shall test, optimize, and adjust the speaker volume level to prevent excessive distortion/echo of the voice message which will decrease intelligibility to unacceptably low levels. The Contractor shall conduct a live voice test and the government personnel will listen and assess the intelligibility/clarity of the voice announcement at a radial distance of 1800 - 2000ft away from each siren pole. The Contractor shall document all test results in a “Test Report(s)” and submit to local 1 SOCS/BOSP, 38 ES/ENII within five (5) business days of completion of each test.
